Abstract

Democracy, the people Government power, seeks that decisions are made by all citizens and represent their will. But somehow, the practice of the democracy has turned into a synonymous to elections, an act where common citizens participates in politics only at the ballot day, once every four or five years. This fact decreases civil participation in the whole world, causing what it has been named the crisis of the political parties. The use of the Information and Communication Technologies (ICT) and new forms of participation in government through the exercise of the participatory budgets, seem to be an effective way to revert the civil apathy. In this paper, an alternative fuzzy model to E-Government and E-Democracy decision is proposed.
