Organizations therefore need to ensure that they offer compensation and welfare packages that increase employee motivation. The motivation of employees increases when their needs which leads to increased productivity and efficiency in delivery of service. Achieving optimal performance in public service remain a challenge in Kenya. The study sought to evaluate the effect of retirement benefits on the performance of Makueni County Public Service. The social exchange theory guided the study. Out of the 3679 employees, proportionate stratified random sampling was used to identify 376 respondents and a semi-structured questionnaire was used to collect the primary data. Descriptive research design was used while descriptive statistics, specifically the mean and the standard deviation was used to analyse the data while inferential statistics was done by use of a regression model. The regression analysis showed that 45.3% of the organizational performance is was explained by availability of retirement benefits. The study concludes that retirement benefits have a positive significance correlation on organizational performance and the availability of these benefits boosts employees’ satisfaction and consequently their performance and that of the organization in general. The study recommends that County Government of Makueni should ensure an equitable provision of retirement benefits; train staff on the available retirement benefits and provide staff with options to choose from. The study recommends that the human resource directorate should conduct sessions with employees to identify the gaps in the staff retirement benefits and action on the recommendations. The national law enforcement agency structure review focused on improving the efficiency and effectiveness of Kenya’s law enforcement agency. For a number of years, the service delivery has not fully reflected the mission statement, of the Kenya law enforcement agency of providing quality service to meet and exceed the expectations of the public. This study sought to determine the impact of police restructuring on the performance of Kenyan police officers in Nairobi City County. The purpose of this study was to determine the effect of resource allocation on the performance of Kenyan police officers in Nairobi City County. This study was anchored on human capital theory and resource dependency theory. This employed in a descriptive study approach, and targeted 3739 Kenya police officers working in Nairobi City County, consisting of 33 Gazetted Officers, 206 members of the Inspectorate and 3500 officers of other ranks, from which a random sample of 361 officers was drawn and used for the study. A structured questionnaire was used was used to collect quantitative data from Kenya police officers of the rank of Inspector and below whereas an interview guide was used to collect qualitative data from Gazetted officers and Chief Inspectors of Police. A total of 246 questionnaires out of a sample of 338 were filled and returned representing a 72.8% return rate whereas a total of 21 interview guides out of a sample of 23 were filled and returned representing a 91.3% return rate.SPSS software aided analysis using descriptive and inferential statistics. The findings revealed that resource allocation had a positive and statistically significant influence on the performance of Kenya police officers. More resources tailored to areas of deployment and nature of assignment to be provided. Finally, the study proposes a further research on the influence of police-community linkage as a result of restructuring, on police officers’ performance and the influence of police integration in the community on the police officer’s performance. The term gender parity has been acknowledged by mutually globally and by government Institutions. Appreciation of the impact of gender fairness is a pleasing objective required across many avenues in internationally progression practice. The purpose of this study was to evaluate the influence of historical stereotype on women access to leadership in Murang’a County Government. The study was anchored on The Liberalism Theory. The study adopted descriptive research design, and the population under study comprised 159 senior government officers and political elite in Murang’a County Government and the legislative assemble of Murang’a. The study used purposive sampling in identifying persons with requisite knowledge of the concept of the study. The primary data was collected using the questionnaire and the secondary data was obtained from the government policy documents, gender policies annual reports, strategic plans as well as periodic reports both published and unpublished. The study findings were analyzed with the aid of SPSS software and Microsoft Excel Software and presented by use of tables and percentage for ease of data interpretation and consumption by the readers. The study established that historical stereotype was able to explain 60.4% of the variation in women leadership in Murang’a County Government as indicated by R-squared on 0.604. The study moreover established that there was a positive relationship between historical stereotype and women leadership. The study concluded that stereotyped point of view regarding women comprises key hindrances which include societal insight in relation to leadership aptitude of women’s lack of assertiveness in participation in political sphere and leadership positions. Owing to the findings, Women should be exposed to work in sections with higher amount of progressive advancement or in areas that transform to executive progression since they are not inferior provided they have the same qualifications with the male counter parts. This paper explored several reasons explaining why water policies are ineffective in Kenya, including; weak institutional frameworks, poor and unsustainable management schemes, fragmented approach to development of water resources and inadequate development of water infrastructure caused by conflict of interest by the implementing agencies. This study used descriptive research design, and targeted household heads and the county water staff in Loima Sub County. The study sample comprised 392 respondents. Data was collected using semi-structured questionnaire and KII. The study findings revealed that, community participation in water resource project management cycle was important for managing water as a shared resource. Moreover, the study established that non-governmental groups and the private sector were better at managing water as a shared resource. Furthermore, community participation in the management of water as a resource for common use was found not to be a determining factor in such management. The study concludes that water is a development challenge in Loima Sub County; it is thus essential to involve the community in the management of water as a common pool resource. The study therefore recommends that Turkana water government should improve performance of utilities through operationalize Turkana County Water Act 2019 and develop robust performance improvement plans based on diagnostic of the utility’s key challenges. Additionally, development of water and governance policy ought to guide management through co-creation in development of coherent and robust policy framework, operationalization roadmap and redesign the structure of water management committees through adoption of appropriate service delivery options based on context. Specifically, the research intended to assess the characteristics of governance practice that influence unity and reconciliation among genocide survivors and released prisoners in Nyanza District; to assess the lessons that can be drawn from the experience of unity and reconciliation due to governance practice among genocide survivors and released prisoners in Nyanza District and to evaluate the relationship between governance practice and Unity and Reconciliation among genocide survivors and released prisoners in Nyanza District. Moreover, the carrying out of this research, concentrating on Good Governance, has motives of current confidence, and there was no recent empirical findings concerning the correlation linking governance practice and Unity and Reconciliation in Nyanza District. Descriptive and correlative research designs were used. Study population size was 21740 while the sample size was 122. Questionnaire was used as data collection instrument. Quantitative approach was used in data analysis by Statistical Package for the Social Sciences. Findings revealed major characteristics of governance practice such as participation, responsiveness; equity and inclusiveness, accountability, transparency and rule of law have mean (μ) value which is between 1.00-1.50, while the variables with 1.51-2.50 are effectiveness and efficiency as well as consensus orientation. For the lesson, 95.9% of respondents affirmed that unity and Reconciliation are possible; 95.1% of research participants acknowledged that the restorative justice is important in unity and reconciliation; 86.9% of respondents recognized that Genocidists should not be dehumanized; 82.8% of respondents underlined the full cooperation to fight against genocide ideology is essential to unity and reconciliation whilst 75.4% of respondents approved that the only governance is not sufficient for unity and reconciliation. Regarding the relationship, the correlation coefficient is 0.880 meaning that there is a positive higher correlation between governance practice and Unity and reconciliation. These targeted investments often require union built construction or are aimed at job creation and retention as in the case of private equity investments. Pension fund performance has received increased attention across the world with public pension fund performing dismally when compared to private pension fund.. This study sought to determine the intervening effect of investment policies on the relationship between corporate governance and performance of pension fund managers in Kenya. The study employed a cross sectional survey design whereby access to the widest possible amount of data from the targeted Fund Managers in Kenya was sought. The population of interest of the study was 31 Fund Managers in Kenya licensed by RBA and CMA. The study used purely primary data sources. Primary data was obtained from the selected respondents. Primary data was collected through questionnaire. Regression analysis was used to establish the relative significance of each of the variables on the influence of corporate governance on the performance of pension fund managers in Kenya. The study findings indicated that there exists a partial mediation effect on the mediating role of investment policies on the relationship between corporate governance and performance of pension fund managers. The study thus, rejected the null hypothesis and adopted the alternative hypothesis that there is a partial intervening effect of investment policies in the relationship between corporate governance and performance of pension fund managers in Kenya. The study recommends that the governing body of the pension fund should set forth in a written statement and actively observe an overall investment policy. The investment policy should establish clear investment objectives for the pension fund that are consistent with the retirement income objective of the pension fund and, therefore, with the characteristics of the liabilities of the pension fund and with the acceptable degree of risk for the pension fund, the plan sponsor and the plan members and beneficiaries. The approach for achieving those objectives should satisfy the prudent person standard taking into account the need for proper diversification and risk management, the maturity of the obligations and the liquidity needs of the pension fund, and any specific legal limitations on portfolio allocation. The theme of this report deconstructs how discriminatory laws and sociocultural norms continue to marginalize and exclude intersex and gender-diverse persons. The report established that they are excluded from education, healthcare, housing, employment and occupation and other sectors giving rise to a host of other problems in a context where access to economic, social and cultural rights is hampered resulting in poverty and exclusion. They have a lower social-economic status due to the limiting access to assets that are essential to enjoy the full range of human rights. A glance at these issues quickly affirms the intersectionality of all human rights grounded in the firm commitment of leaving no one behind under the 2030 agenda for Sustainable Development Goals. This report offers a window opportunity through which to gauge the character and scale of anti- discrimination data and the linkage with root causes, dialogue, consultation and cooperation with state and non-state actors, including implementation of international instruments, with identification of good practices and gaps. National and county governments have a fundamental responsibility to respect, protect and promote the human rights of transgender people in Kenya by taking action to ensure timely access to appropriate primary health care in public-funded health programs. There is need of development of guidelines on achieving universal access to acceptable, competent, appropriate, and affordable care. Moreover, there is the need of taking action to ensure laws, policies, programmes and procedures do not discriminate against transgender people through an effective and accessible legal and services framework. In addition, there is the need of taking action to allow individuals change their legal name and gender, including the gender markers on official documents, put in place quick, accessible and transparent procedures aimed at providing transgender people with official national documents. There is the need of taking action to ensure equal protection under the law, adopting positive legislative, judicial, administrative, educative, and other appropriate measures to protect these rights. Also, it is recommended there is the need to ensure freedom from cruel, inhumane and degrading treatment of transgender people. The Decentralization Policy is explicit on the process of Imihigo planning, which follows through the existing Local Government structures from Village to District level. The spirit of the policy visualizes a systematic bottom-up process where Imihigo at each Sub-District entity are strengthened at the next layer in the administrative hierarchy up to the District level. Alternatively, the system of Imihigo and decentralization in Rwanda have close interlink and this one enhanced Rwanda’s decentralization, ensuring that local leaders are accountable and that achieve annual targets they set themselves. It is an important mechanism for implementing national and local development strategies in order to improve the lives of citizens. Rwanda’s Decentralization reforms have focused on transferring power, resources and responsibilities for decision-making to citizens and elected leaders, creating enabling environment for citizens’ participation in governance and development, as well as establishing systems and structures for effective, efficient, equitable and accountable service delivery. Imihigo/performance contract concerns to all Government institutions, from households at right from isibo/village level to Ministries and agencies, are required to design and prepare their Imihigo (performance contracts), implement them effectively and to have them evaluated. Mostly, Ministers, Mayors and government agencies leaders develop Imihigo/performance contract in consultation with their staffs and therefore, sign it with the staffs concerned. District performance contract/Imihigo are resulting from consultative meetings from households where citizens, council at al level, JADF members are expressing their needs/priorities and analyze them where District consolidate the needs compare to the available budget but also link them to national priorities under strategic documents such as Vision 2050, NST 1 and District Development Strategy as well as Action Plan. To address this objective, imihigo/performance contract is perceived as the core independent variable while decentralization policy is considered as dependent variable. A questionnaire was developed and disseminated to sampled respondents used purposive sampling dealing directly or indirectly with the selected subject. Again, this purposive sampling technique was used to select the respondents and participants in focused group discussions basing on the knowledge, expertise and familiarity they have in imihigo from expression of needs to evaluation of District.
