{"title":"Community Policing Problem Solving in Security Enhancement in Gasabo District, Rwanda","authors":"J. Kagame","doi":"10.53819/81018102t4172","DOIUrl":"https://doi.org/10.53819/81018102t4172","url":null,"abstract":"In Rwanda, the aftermath of 1994 genocide against Tutsi, the security situations were critical and the government adopted mechanisms such as community policing as a strategy for security enhancement. However, the country still struggles with insecurity challenges despite the introduction of community policing. The purpose of this study was to examine the influence of problem solving on security enhancement in Gasabo District, Rwanda. The study adopted mixed methodology approach and the concurrent triangulation design. The study targeted approximately 139,358 household heads of Gasabo District, 73 Community Policing Committee (CPC) chairpersons, 15 Community Liaison Officers, and 260 Police Officers. The study sampled 576 household heads for quantitative data whereas the CPC chairpersons, Community Liaison Officers, Police Officers and Opinion leaders were used for qualitative data. Multistage sampling technique was used to select the participants. Questionnaire, interview guides and discussion guides were used to collect data. The findings indicated that problem solving had a positive and significant influence on security enhancement. The study concludes that problem solving contributes significantly to security enhancement. The study recommended the need for RNP to strengthen the problem solving for security enhancement. In particular, the institution should focus on enhancing the following problem-solving components: night patrols, focus on vulnerable community members, resolving family disputes, proactive arrests to solve criminal activities, and adopting technological trends. {"title":"Stakeholder’ Engagement and Sustainability of Donor-Funded Rehabilitation Centers in Kiambu County, Kenya","authors":"J. The aim of the study was to assess the effect of stakeholders’ engagement on the sustainability of donor-funded rehabilitation centers in Kiambu County, Kenya. The study was anchored on Stakeholder and Arnstein’s Participatory Theories. Descriptive research design was adopted and the targeted population was composed of 400 employees working in donor-funded rehabilitation centers in Kiambu County. The researcher used a stratified random sampling technique and a sample of 200 individuals participated in the study. Data was collected using a questionnaire and the results analyzed using descriptive and inferential statistics, with the aid of the Statistical Package for Social Sciences. Linear regression analysis was adopted and the outcome showed that donor-funded projects succeed when functional stakeholders are included. Additionally, a project's long-term viability is influenced by the resources that underpin it, and by the amount of interest and involvement from its stakeholders. The study recommends that the National and County Governments in Kiambu County should establish laws that control the execution of sustainability for donor-funded projects and invest in stakeholders to guarantee accountable use of funds. During the period of implementation, those in charge of projects should make it a priority to ensure that all relevant stakeholders have access to the resources they need to engage fully in the initiatives. There has to be a mental shift on the part of those who stand to benefit from the donor initiatives as well as the society as a whole. In order to adhere to study ethics, the researcher requested approval from Kenyatta University, National Commission for Science, Technology and Innovation and the management of the rehabilitation centers in Kiambu County. Additionally, the data gathered will only be used for academic reasons, anonymity and confidentiality adhered to and the references and works used in the paper are acknowledged. The research used the descriptive research design. The target population were 15 parastatals in Songshan District, Taiwan. The study picked 20 respondents from each of the parastatals yielding to sample size of 300. Questionnaires were used to collect data and reliability and validity of the research instruments were conducted. SPSS were used to do the analysis of the data. The findings of the study indicated that internal control systems have a positive effect on governance among parastatals in Taiwan. Internal control systems also contribute to the efficient and effective use of resources in parastatals. By implementing controls for financial management, budgeting, and resource allocation, these systems promote prudent and responsible use of resources. Effective resource utilization allows parastatals to optimize their performance, deliver public services more efficiently, and achieve their objectives effectively. Furthermore, internal control systems enhance risk management within parastatals. To enhance the influence of internal control systems on governance among parastatals in Taiwan, several recommendations can be made. Firstly, it is crucial to establish comprehensive internal control policies and procedures tailored specifically to the needs of parastatals, outlining control objectives and responsibilities. Secondly, regular training programs should be implemented to enhance the knowledge and skills of employees involved in governance and internal controls. Continuous monitoring and evaluation of internal control systems are important, along with reporting and addressing control deficiencies. Collaboration and information sharing among parastatals can promote best practices, while fostering a culture of ethics and integrity through a code of conduct is essential.
