The evolution of the concept of concentration is revealed taking into account the understanding of subjective - objective aspects of the genesis of the process and the nature of the influence on the market structure. The connection of production efficiency with such a feature as the size of the enterprise is considered on the basis of data from the State Statistics Service of Ukraine. In crop production, the segment of growing cereals and legumes was analyzed, the yield and gross production volume were chosen as an indicator of effectiveness. The study of the current structure of production by the criterion of scale in animal husbandry (cattle, cows, pigs, sheep and goats, poultry) was conducted on the basis of analysis of livestock of a particular species per enterprise and the volume of livestock production of a particular species. The working hypothesis is formulated, the essence of which is to recognize the greatest potential of the processes of vertical integration in solving the problem of improving the efficiency of the resource potential of agricultural enterprises. It is proved that vertically integrated structures achieve competitive advantages due to the har-monization of the movement of material flow within the logistics processes; optimization of sales channels of finished prod-ucts based on the development of effective sales schemes; consolidation and expansion of income sources of production means by inclusion of raw material zones in structure of production process; formation and rational use of investment funds. This conclusion was obtained by analyzing public data on the activities of the largest by the land bank of agricultural holdings of Ukraine, belonging to the group of agro-industrial and commercial enterprises and combining production, industrial pro-cessing, marketing to the final consumer. The paper represents a conceptual framework based on state support for innovative development of the national economy. The main directions of state institutional support and stimulation of innovations in the national macroe-conomic environment are determined. The main components of innovation in the national macroeconomic environment are identified. \u0000The purpose of the article is to form a conceptual basis for state support for innovative development of the national economy.\u0000Results. It is proved that the main factor of sustainable financial and economic development of the national economy in the conditions of transformation is scientific and technical progress. It was found out that the stimulation and provision of innovation and investment activity in the development of scientific and technological potential in the macroeconomic envi-ronment of the country is the main mission of state support for innovative development of the national economy. It is out-lined that the reproduction of knowledge is the basis of the innovation economy, which is impossible without an effective and efficient system of knowledge accumulation and their practical application, which, in turn, aims to preserve and develop the national environment for knowledge and competence generation. Elements of the system approach to the state support for innovative development of national economy are defined. \u0000Conclusions. It was outlined that the system approach requires the study of objects of state support that contribute to the innovative development of the national economy and the functioning processes of economic entities, taking into account the relationship of the relevant segments. It is substantiated that in the national innovation environment, measures of insti-tutional regulation of the innovation sphere of the country are determined by the nature of direct or indirect influence. The basic development principles of the national innovation infrastructure are determined. The impact of globalization processes of the world economy motivates the revision of traditional ap-proaches to strategic management of enterprises in today's dynamic environment, including the establishment of integra-tion. This approach allows you to establish horizontal and vertical economic links between different network participants and get a synergistic effect for each of them.\u0000The purpose of the research is to improve the scientific approach to understanding the functional sphere of influ-ence of the mechanism of strategic management of the development of integration interaction of enterprises and to identify strategies of the appropriate level detailing their features and target results.\u0000Results. The nature of the concept of \"mechanism\" is studied and the role of the mechanism of strategic management of the development of integration interaction of enterprises is established, which reflects the system of interconnected ele-ments-components of economic mechanisms of separate subjects of business processes. The need for joint activities of enter-prises on the example of agricultural market participants has been proved: cooperation and integration contribute to the creation of a number of advantages for members of such associations, including the formation of product prices. Features of network organizational structure of management and vertical integration are considered. Variants of strategic decisions are systematized with their target result of application and peculiarities of proceedings.\u0000Conclusions. Any company has two basic options for development strategy: internal development and external growth. The specificity of the latter strategies is formed by the fact that small enterprises operate in limited market niches, which narrows the range of possible strategic decisions. The set of possible strategies includes direct, reverse, horizontal integration, market capture or development, product development, concentric, conglomerate, horizontal diversification, joint venture, reduction, rejection, liquidation and combination. The role of state regulation of the agro-food sector should be to create a legal framework and ensure equal fair access to state resources, ensure budget inclusion and reasonable use of mechanisms to encourage agricultural enti-ties to pursue social inclusion through co-financing and participation.\u0000The purpose of the article is to study and generalize the theoretical and methodological foundations of state regula-tion of inclusive development in the agro-food sector.\u0000Results. The strategic goal of creating a system of inclusive development of the agro-food sector, which is to achieve comprehensive accelerated development of agriculture on the involvement basis, barrier-free and effective cooperation of all agro-food entities to improve the welfare of citizens and local communities, human capital, poverty and inequalities. The concepts of \"paternalistic system of inclusive development\" and \"market model of inclusive development\" are proposed, as well as the differences between them, which consist of different role models for the state and citizens in creating public goods and their distribution. The necessity of the market model introduction for inclusive development taking into account the institutional weakness of the state, the essential principles of the inclusive paradigm and the peculiarities of the agro-food sphere of Ukraine is substantiated. It is shown that in the agro-industrial complex the implementation of inclusive and sus-tainable development approaches requires improvement of interaction between the subjects in this sphere on the basis of ‘win-win’ principles and increase of mutual trust, the absence of which causes a number of structural imbalances.\u0000Conclusions. It is theoretically substantiated that strengthening the distribution function of the state through the in-troduction of new taxes will reduce the financial stability and investment attractiveness of agro-food holdings, which are important taxpayers and drivers of socially responsible strategies that do not meet the strategic interests of the state and agro-food complex. The main functions of the state in regulating the inclusive development of the agro-food sector are de-termined. The article is devoted to the issues of personnel flow management in the logistics systems of agricul-tural enterprises and identifies organizational measures that increase the level of staff productivity in modern conditions. Based on the study, a logistic and motivational arrangement of an agricultural enterprise with the use of innovative technol-ogies for personnel flow management was proposed.\u0000The purpose of the research was to study the features of personnel flow management in the logistics systems of agri-cultural enterprises, analysis of existing problems and finding ways to solve them.\u0000Results. The concept of logistics flow management system is analyzed. The relationship between staff simulation and increasing the efficiency of the enterprise is revealed. The basic rules of staff incentives have been studied. Factors influenc-ing the level of wages in agricultural enterprises are described. The factors of the motivational mechanism of the logistics activity at the agricultural enterprise, which reveal the relationship between the systems of motivation and logistics, are studied. The directions of innovation introduction in management of personnel flows in agrarian branch through develop-ment of the personnel, system formation of traditional and non-traditional motivation, model development of competences for the agrarian enterprise and use of computer technologies in management of personnel flows are offered.\u0000Conclusions. It is determined that the exiting agricultural sector at the leading position in the competition is possi-ble only if it follows the innovative way of development, and the practical application of socio-economic reserves of effective personnel flow management will have a positive impact not only on the formation and use of labor resources profitability of agricultural enterprises. The article proves the need to create markets for the main types of agricultural products in the agro-industrial complex, as a result of which their activities are based on modern infrastructure and markets, therefore, the futures market will help buyers and sellers to insure their price risks. Moreover, fluctuations in world markets will not particularly affect the income of farmers and the agricultural sector of our country in general. Farmers will gain confidence in their in-come for the year, and they will not be so worried about losing the \"good\" price, because all their possible losses or theoreti-cal income will go to a futures contract to speculators.\u0000The purpose of this work is to study the problems of grain futures at the insurance market in Ukraine in modern conditions and prospects for their solution.\u0000Results. The methodological basis of the study is the current legal framework, legislation, regulations, instructional materials, special literature. General scientific methods of analysis and synthesis, induction and deduction, ascent from the abstract to the concrete are used in the article, as well as specific methods of analysis. The possibility of delivery or receipt of cash, which helps the market to properly assess the futures on the cash market at the end of the contract is proved, ie at this time the prices in the futures and cash markets converge. It is highlighted that this process makes hedging an effective way to protect against adverse price changes in the real market, and the lack of supply in this case should not cause distrust of the tool as a whole. Conclusions. Problems of risks insurance of price change for grain by means of futures contracts are consid-ered. In modern conditions, the use of financial instruments to ensure the price risks of grain is becoming increasingly im-portant, in this context, the basic principles and the possibility of their use in modern economic and legal components in the country are analyzed. In the course of research, the materials of our own researches, and also separate scientific publications of na-tional and foreign authors concerning methods and tools of strategic management are used. Such scientific methods as mor-phological analysis, analysis and synthesis, empirical approach are used. Theoretical analysis of existing methods and tools of strategic management is carried out. Emphasis is placed on the fact that the methods of strategic management in the field of health care are based on the laws and patterns of intra-industry management, which also take into account the scientific and technical level of development in the medical field. The role of a systematic approach in strategic health management is explained. \u0000Conclusions. According to the results of the study, it is proved that the unstable situation in the international envi-ronment and the impact of certain global factors, which include the COVID-19 pandemic; competition, significant develop-ment of medical equipment and technologies, determine the historical transformation of traditional management methods in the field of health care. Problems of garbage collection, utilization, removal and processing, road cleaning, quality water supply and drainage, timely repair and cleaning of roads, continuous and permanent passenger transportation, organization and maintenance of fire protection, etc. need urgent solution and are essential for the welfare of the population.\u0000The purpose of this article is research of territorial communities cooperation and effective tools for local development, substantiation of ways of social well-being problem solving by means of the in-depth analysis of preconditions for maintenance of cooperation and creation of territorial communities associations. \u0000Results. The advantages of inter-municipal cooperation are considered. The state of concluding agreements based on inter-municipal instrument and cooperation agreements is analyzed. The trend analysis of the cooperation development of territorial communities is carried out. The detailed study of community cooperation has been conducted and a number of benefits in inter-municipal associations have been identified. Explanations of each advantage of territorial cooperation and community associations are given.\u0000Conclusions. The need for cooperation was outlined as an effective tool for local development. The analysis of the activities of territorial communities gives grounds to consider the need for cooperation and their unification on the principles of inter-municipal cooperation. Cooperation of territorial communities has significant advantages, which was proved in the study. The analysis of the nature of the mechanism as one of the most common management tools allows to deter-mine the key methodological principles of its formation. The implementation of competitiveness management is proposed on the basis of a comprehensive mechanism, which involves the implementation of a management process represented by many practices (marketing policy, product quality and safety management policy, cost management policy, investment policy, innovation policy, product policy, R&D policy, environmental policy , social policy), the interaction of which with the three components of this mechanism (mechanism for managing the creation and implementation of competitive advantages of agricultural enterprises, organizational and economic mechanism of competitive relations in target markets of agricultural enterprises and management mechanism for competitive behavior in target markets, taking into account their competitive construction ) provides the influence of the subject of control as a subsystem on the object of control as a controlled subsys-tem, which is a process of converting inputs to outputs within the system vision of the functioning of the business entity. Many types of support include financial, personnel, information, organizational and scientific and technical. The main purpose of competitiveness management should be recognized as maintaining and expanding market positions, consolidat-ing competitive advantages to ensure sustainable long-term operation of the business entity in the market. The subject of research are information and innovative activators of modern changes in public-private partnership, as prerequisites of qualitative changes in PPP.\u0000The purpose of the study is to identify information and innovation activators of modern changes in public-private partnership on the basis of digitalization of the economy and innovative development.\u0000Results. The article analyzes the results of the study of digitalization economy and innovative development as pre-requisites and activators of qualitative changes in PPP. They suggest that the essence of the four-stage digital revolution of recent times; the digital economy as a new type of economy arises as a result of the digital revolution; digital transformation of the economy is a developing process of various IT-sectors to stimulate the creation of innovative technologies in other economy sectors. PPP in the conditions of digitalization faces new technologies which open new spheres of its origin attrac-tive for investors. There is a gap between innovation potential, innovation production, innovation environment and the impact of the latter on innovation and socio-economic development. It can be argued about the existence of interactive self-development as a forced and inevitable consequence of the implementation of PPP, which has an innovation-digital techno-logical basis. Trends and rates of PPP development in Ukraine in terms of quantity, volume of investment, transaction struc-ture, economic activity and geographical location are slightly different from the world, and key changes and trends in regu-lating PPP development in 2020 have a positive dynamics and results.\u0000Conclusions. Two key issues of PPP should be identified as fairness in assessing the contribution of a private part-ner, as there are different values - balance sheet, independent market and calculated according to international standards that never coincide.
