A novel control scheme based on reinforcement learning algorithm for the STATCOM is presented in this paper. Design of STATCOM controller presented does not depend on structure and parameters of power system. The adaptive heuristic critic algorithm is adopted in this paper and the parameter of the controller are updating by given reinforcement signal of system. Only local information is required. Distribution network will be no longer a passive termination of transmission network and the concept of active network has been recently introduced to indicate a new kind of distribution with DERs actively involved in system management and operation. Intentional islanding, i.e. the use of DG to supply portions (cells, microgrids) of distribution network during upstream line faults and scheduled interruptions, can be a valuable option to reduce the number of service interruptions. In the paper, an algorithm for the optimal allocation of automatic sectionalizing switching devices has been improved for the maximum exploitation of intentional islanding. Line faults and overloads have been considered as causes of interruptions. Stochastic models have been adopted to assess the probability of overloads and of properly functioning intentional islands. The application to real world case studies has highlighted the benefits achievable with intentional islanding as well as the inability of common reliability indexes (e.g. SAIFI, SAIDI) to properly perceive advantages that are inherently local.","PeriodicalId":427228,"journal":{"name":"2004 IEEE International Conference on Electric Utility Deregulation, Restructuring and Power Technologies. Identify and mitigate the market power in time is very important for a healthy market. So it is urgently demanding an integrated and effective evaluating system to give an impersonal judge of the market and a convincing support for the decision-making of policy makers. This paper systemically induces the definition, signification and application of the surveillance indices using in the evaluating system. It also gives a rational classification of the indices and reveals the inherent relations among them. At last the evaluating system is put forward, including the grade standard of each index, the score assignment and the method of calculation and integration. The utility has to take both the IPPs' participation and environment impact into account when a new generation is expanded. The CO/sub 2/emission also took into account, while satisfying all electrical constraints simultaneously. IGA was conducted by an improved crossover and mutation mechanism with a competition and autoadjust scheme to avoid prematurity. Tabu lists with heuristic rules were also employed in the searching process to enhance the performance. Testing results shows that IGA can offer an efficient way in determining the generation expansion planning. It plays an important role in maintaining system frequency and scheduled tie-line interchange power within specified domains. A new framework for forecasting and procuring AGC capacity so as to well balance the economic efficiency and system security in the competitive electricity market environment is presented in this paper. First, the load deviation percentage is obtained for each studied trading period based on historical data and used to make a preliminary estimation of AGC capacity requirement, and then a dynamic adjustment model is developed to refine the estimation by taking some relevant factors such as the control performance standard (CPS), units' regulation capabilities and load forecast errors into account. A procuring mechanism of the AGC capacity is next presented by trading off between penalties for tie-line power flow deviations and costs of AGC capacity procurement. In order to manage the task successfully advanced IT-solutions are needed providing reliability analysis as part of the planning process. This paper presents advanced reliability analysis for distribution network. A sophisticated failure rate model has been developed based on failure statistics of the network and engineer judgement. Practical fault management process and statistics has been analyzed in order to model the customer outage times in different fault situations. Outage cost model for different customer groups are used in order to reach financial results by the analysis. A problem of the nose point of PV curve under an operating condition is formulated as the maximization of system loads with constraints corresponding to system operating conditions. A quadratic form with respect to state vector expresses the objective function. Network operating conditions are formulated by quadratic equations with respect to state vector in equality constraints. The problem of maximization of system load is formulated with an objective function and several number of equality constraints in power systems for the nose point of PV curve. The Lagrange's multiplier method is the most common method to the maximizing problem for the nose point of PV curve with the specified constraints for power system operating conditions. It is known that we can obtain the optimal point of the nonlinear programming problem is null point of the gradients of Lagrange function. The proposed method is composed of the Newton Raphson's iteration-procedure to find out the optimal point, where the Karush Kuhn Tucker condition is satisfied. Newton Raphson's technique has great advantages in fast quadratic convergence and less computer time. Numeric examples of the closest bifurcation, the nose point of PV curve and their applications are demonstrated with use of several model systems for the examination of proposed methods.","PeriodicalId":427228,"journal":{"name":"2004 IEEE International Conference on Electric Utility Deregulation, Restructuring and Power Technologies. The paper principally discusses the method of estimating power customer emission level based on binary linear regression, which make it a condition that harmonic emission is steady at the point of common couple. Combined with system Thevenin equivalent and customer Norton equivalent, according to the least squares method, the voltage that a customers harmonic current at PCC can be estimated in the light of the plural correlation of network parameters. This model can transform the unit's biding curve of power producer in market into an one-dimensional feature vector which can reflect the change of bidding curve quite conformably, so can implement classification of unit's biding using cluster analysis.
