Discourse analysis is used to argue that such an approach to national parks management limited relevant inputs to decision-making, portrayed visitors to national parks as customers and presented national parks as neatly packaged experiences to be consumed by different market segments, to the detriment of environmental and community values. The unexpected election of the Bracks Labor Government at the 1999 State election raised expectations that commercialisation of national parks would be stopped. Overlaying of datasets in a geographic information system, with particular emphasis on property distribution in relation to bioregions and population centres, was undertaken. Land for Wildlife agreements had greater numbers of properties and total area protected in all bioregions throughout the State, yet average protected area sizes were lower than those of conservation covenants and Trust for Nature reserves. A combination of large bioregional area and human population size tended to attract more private conservation properties and, to a lesser extent, the total area they protected. The potential contribution that such properties made to biodiversity conservation varied between bioregions. We argue that the use of policies that rely on moral suasion, education and minimal cost-sharing will not yield the level of on-farm biodiversity provision demanded by society. Instead, a much greater commitment to the use of monetary incentives to induce the voluntary cooperation and production of biodiversity is required. The analysis explains the importance in policy design of determining transparent, meaningful and achievable objectives in delivering cost-effective environmental outcomes. We propose a land retirement policy that takes account of environmental, economic and political criteria. These benefits have been at the expense of access to technical and scientific expertise, impacting on project outcomes. Technical and scientific expertise is an extremely important component of any land/water management project, providing the detailed understanding of the system that allows appropriate and efficient decisions to be made. In this article we present a case study in which an attempt was made to introduce scientific expertise to a small scale community project. The attempt at introducing scientific expertise was not successful, with the community failing to accept the technical report. Despite this failure there are a number of lessons that can be drawn from this experience, the main ones being: 1. Technical and scientific investigations should commence before project planning starts so that the knowledge can form one of the major inputs to the planning process; 2. The investigation must have the complete support of the community, which means they must be aware of what is being undertaken and how the results will be used to assist in planning and what benefits this will bring about; and 3. The method by which the outcomes of the investigation will be communicated to and discussed with the community must be carefully planned and allowed for in time-lines. Conacher","doi":"10.1080/14486563.2001.10648523","DOIUrl":"https://doi.org/10.1080/14486563.2001.10648523","url":null,"abstract":"This article reports on the preparation of an integrated catchment management strategy for the Middle Helena Catchment, an essentially unprotected, peri-urban, public water supply catchment east of Perth, Western Australia. The strategy was prepared drawing on individual research, work by a community catchment group and agency involvement. Methods used included interviews of catchment residents and management experts, workshops, and negotiations with relevant agencies. Outcomes so far are a catchment management strategy produced by the community group and initiation of an inter-agency plan. Problems of implementing the final strategy (when produced) include the complexity of land uses and land tenure in the catchment, the existence of a number of overlapping plans by different groups and agencies, the fact that most residents in the catchment do not derive their main income from the land, and the absence of a body with dear responsibility for coordinating the implementation of the final strategy. Broader implications include the need for adequate resourcing of catchment groups and an improvement in agency awareness of the essential nature of stakeholder involvement in the integrated catchment management (ICM) planning process. The framework identifies three types of criteria:—investigation levels, environmental standards and pollution limits. The criteria are related to three practical interpretations of the precautionary principle. Examples are given of the implementation of these national approaches in Western Australia using this general framework. If the risk is under-estimated, the costs of remediation are also borne by government, or by the environment. In this article, it is proposed that environmental values should be insured before activities that might diminish them are permitted and that the risk assessment necessary for insurance should be undertaken by insurance companies, who have an economic incentive to estimate risk correctly. Premiums set by insurance companies would transfer the costs of this risk to the proponent of such activities. The role of government would be to monitor environmental change and seek redress from proponents, and thus the insurer, should thresholds of change be breached. Insurance to cover the cost of remediation will provide a value to natural capital commensurate with that given to economic and social capital, reduce future discounting and establish the basis of the accounting needed to balance a triple bottom line. Examples of where this might be applied are the introduction of exotic or genetically modified organisms, development of greenfield sites, rangeland management, vegetation clearance and threatened species conservation. This Act represents the most fundamental reform of environment legislation since the 1970s and it will change dramatically the role of the Commonwealth in environmental impact assessment. The Environment Protection and Biodiversity Conservation Act provides for Commonwealth involvement in environmental impact assessment to be focused on six matters of ‘national environmental significance’. Another significant feature of this Act is that it provides a framework for the accreditation of State and Territory environmental assessment and approval processes. This article provides an outline of the repealed Federal environmental impact assessment legislation, the Environment Protection (Impact of Proposals) Act 1974 (Cwlth), an assessment of its deficiencies and a discussion of the key reviews of Commonwealth environmental impact assessment. The main features of the new Environment Protection and Biodiversity Conservation Act along with the debate regarding the future role of the Commonwealth in environmental impact assessment, are then discussed.
