Therefore, it leads to delays in their administrative obligations and therefore inadequate financial planning. In this sense, technological inclusion is required in SMEs to help them improve competitively with large companies. This study focuses on developing software that allows SMEs of the Juan C. Bonilla, Puebla in Mexico to calculate their administrative obligations in social security, which allows them to anticipate their financial situation and thereby determine correct decisions. The methodology used in this work has an application purpose because it adapts to the needs of SMEs, whit a qualitative approach because it is based on natural environments, in terms of its depth it is explanatory because it determines the causes and consequences, with respect to the obligations administrative, finally is experimental because the calculation variables can be manipulated in relation to the development of the software with which elements that were not useful for SMEs were detected. In the background, a flow diagram was prepared that determined the basic operations of calculating social security for that later the software was developed through the computer language C++. The results obtained from the software were through the preliminary implementation in the laboratory to small businesspersons from the Juan C. Bonilla, Puebla, making known through a usability list the functionality of the software with respect to the interface and the time to obtain the calculation of social security of which 90% seemed adequate to its daily operations. By establishing a parallel between QoS in technological systems and sectors such as healthcare, education, energy, and urban development, we examine how these principles can be adapted to improve service delivery and efficiency in critical areas of sustainable development. The core premise is that methodologies used to optimize data flow and service reliability in networks can similarly enhance the quality, accessibility, and sustainability of essential services. This study conducts a comprehensive comparative analysis to illustrate the potential of QoS frameworks in promoting efficiency, effectiveness, and equity across multiple domains of the SDGs. Key areas of focus include enhancing healthcare outcomes, increasing educational accessibility, ensuring sustainable energy use, and improving urban infrastructure. The findings advocate for a cross-disciplinary approach to applying QoS principles, suggesting that such integration can lead to substantial improvements in service delivery and contribute significantly to global sustainable development efforts.","PeriodicalId":42388,"journal":{"name":"International Journal of Combinatorial Optimization Problems and Informatics","volume":null,"pages":null},"PeriodicalIF":0.3,"publicationDate":"2024-05-24","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"141098641","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

This pandemic has critical health and economic consequences, and even the health services of the large, powerful nations may be saturated. Thus, forecasting the number of infected persons in any country is essential for controlling the situation. In the literature, different forecasting methods have been published attempting to solve the problem. However, a simple and accurate forecasting method is required for its implementation in any part of the world. This paper presents a precise and straightforward forecasting method named SVR-ESAR (Support Vector regression hybridized with the classical Exponential smoothing and ARIMA). We applied this method to the infected time series in four scenarios: the Whole World, China, the US, and Mexico. We compared our results with those of the literature showing the proposed method has the best accuracy.","PeriodicalId":42388,"journal":{"name":"International Journal of Combinatorial Optimization Problems and Informatics","volume":null,"pages":null},"PeriodicalIF":0.3,"publicationDate":"2020-05-22","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"78107813","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

The exact time lag is defined as the time elapsed between every couple of successive operations of the same job which is equal to a prescribed value. The aim is to find a feasible schedule that minimises the total tardiness and earliness. We propose three mathematical formulations, which are then solved by running the commercial software CPLEX to provide an optimal solution for small size problems. As the problem is shown to be strongly NP-hard, we propose new improved upper and lower bounds useful for large size problems. We then evaluate their effectiveness through an extensive computational experiment.","PeriodicalId":42388,"journal":{"name":"International Journal of Combinatorial Optimization Problems and Informatics","volume":null,"pages":null},"PeriodicalIF":0.3,"publicationDate":"2014-12-25","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"84115821","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}
