Lave et al., 1990) learning community. In the system, we divide system into three layers, the view layer presents data by the Oracle Portal Server, the data layer stores data by the Oracle Database Server and the operating control layer operates workflow by the Oracle Database trigger. Job data analysis and a questionnaire indicates that the Web Journal is effective to promote knowledge exchange. Students can improve learning performance and it can form a LPP structure. The purpose of using the journal approach [Roth, W.M. (1997)] is to emulate the forming of academic societies formed by journals. At the same time, the achievement of students in a course is based on their publications in journals and the positions they played in the journals. First, students submit their work such as homework, learning portfolios, reports of organizing contents in the discussion, learning problems, related Web sites. Each submitted article would be assessed by three peers. Then the reviewers will review the submitted works. The reviewers will give comments to students. The journal system will publish good articles. Articles published include submitted works and reviewer's comments hoping that students will contribute and exchange their knowledge.","PeriodicalId":422119,"journal":{"name":"Proceedings 3rd IEEE International Conference on Advanced Technologies","volume":"36 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2003-07-09","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"115576893","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

It also means that a person has the necessary ICT literacy skills needed to learn and succeed in an ICT-mediated learning environment. ICT literacy includes the ability to access, manage, integrate, evaluate, and create information. These skills are regulated by the appropriate cognitive styles, which allows an individual to acquire, process, store, retrieve and use information efficiently and effectively. Many adults lack these essential skills. We describe a model developed for bridging this cognitive divide based on brain plasticity research and cognitive augmentation and transfer training methodologies.","PeriodicalId":422119,"journal":{"name":"Proceedings 3rd IEEE International Conference on Advanced Technologies","volume":"22 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2003-07-09","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"114138846","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

It is debatable whether e-learning has reached or is soon able to reach such a mature stage. We argue that ubiquitous information and communication technology does not constitute in itself a sufficient learning environment for everyone. Instead, it seems to be a long and winding road from the availability of Web-based technology to a culture of distributed and life-long learning. Against this backdrop, we seek to critically assess developmental aspects and obstacles of present-day e-learning, from an analytical as well as a practical perspective. In the face of the complexity of the task, national R&D-projects in e-learning are seen as important exploration areas in the quest for sustainable changes in education. With the German federal capstone project \"Virtual University of Applied Science\", an example is presented that provides the practical background for the discussion of e-learning issues. We conclude with the experiences with new forms of learning scenarios.","PeriodicalId":422119,"journal":{"name":"Proceedings 3rd IEEE International Conference on Advanced Technologies","volume":"31 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2003-07-09","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"114589026","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

This reflects the globally accepted goals of teaching history courses. Such teaching goals can be greatly supported by computer-based applications, which can offer access to vast amounts of historical texts and data to be used next to the main scholar textbook and be analyzed by pupils. Still, existing applications seem to be quite inadequate for this purpose, as they require that the pupil be already informed on a matter, before the initiation of a quest for data. We describe an intelligent information system that is designed to facilitate browsing of educational material and historical sources, thus allowing pupils to efficiently retrieve information on topics that are not yet known to them and expand in this way their historical knowledge. This can help in fulfilling the teaching goals of the new educational system.","PeriodicalId":422119,"journal":{"name":"Proceedings 3rd IEEE International Conference on Advanced Technologies","volume":"31 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2003-07-09","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"130339228","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

This has increased the need for efficient methods of assessment. The possibility of automating assessment without compromising the service to the student is explored. The selection of a particular assessment strategy needs careful consideration when designing automated assessment tools. A topology is presented that will aid the selection of assessment methods by considering ease of design and other requirements based around the desired learning paradigms. The topology is a tool that will facilitate analysis of learning environments and identify the role of agents.
