In fact, the special characteristics of spare parts have led to the emergence of many scientific contributions related to inventory management and demand forecasting methods. However, little research has focused on the measurement of spare parts supply chain performance despite its big importance. The study focused on the adequacy of Terminals, Bus stops and functionality of the system from the Commuters and Operators perception. 399 Commuters were sampled through a Simple random sampling technique. Data were sourced through primary sources using questionnaires for Commuters and interview for Urban Mass Transit Bus (UMTB) Operators. Data were analyzed using tables, percentages and charts while Hypotheses were tested using one-way ANOVA. From the findings, 84.0% of Commuters indicated that UMTB functionality was highly inadequate. 64.3% of the Commuters were of the opinion that the Bus stops were inadequate, 66.9% of the Commuters were of the opinion that the Terminals were inadequate. All the licensed UMTB Operators agreed that the system functionality is inadequate. As a result, majority of the Commuters would prefer to board private cars rather than UMTB. Tahminleme yontemlerinin incelenmesi sonucunda Deniz Ticaret Odasi’nin sektor raporlarinin “ortalama alma” yontemi disinda herhangi bir metodu kullanmadigi tespit edilmistir. Bu gozlemin ardindan dort buyuk denizcilik sirketinin (Maersk, Msc, Uasc, Cma-cgm) tahminleme ve pazar arastirmasi yapan ilgili yoneticisiyle, yari yapilandirilmis (semi-structured) roportaj gerceklestirilmistir. Bu gorusmeler ertesinde Istanbul’da bulunan Deniz Ticaret Odasina gidilmis, raporu koordine eden ve ayni zamanda rapordaki ekonomik degerlendirme bolumunu hazirlayan Kpt. Ahmet Tagmac ile rapor hazirlama sureci, raporun amaci, kaynak belirlenmesi ve sektorun rapordan beklentileri hakkinda roportaj yapilmistir. Son olarak Deniz Ticaret Odasi 2013 raporu bir yil once(2012) hazirlanan ve denizcilik sektorunun 2020 icin tahminlemesini yapan DNV (Det Norske Veritas) 2020 denizcilik raporuyla karsilastirilmistir. Tum bu kaynak taramasi, karsilastirma ve roportajlardan sonra Deniz Ticaret Odasi sektor raporlarinin bilgiyi tarafsiz, guvenilir ve eksiksiz sunma konusunda yetkin oldugu fakat tahminleme methodlarini yeterince kullanmadigi saptanmistir. Roportaj yapilan sirketlerde bunun altini ozellikle cizmistir.
