When the teaching quality is improved, a series of problems also occur, including the security of students, increasing burden on farmers, especially, abundant vacant schools have been produced due to the integration of schools. These schools have a great significance for the developing China. However, due to the problems in land ownership and property right of schools, the re-application rate of these vacant schools is quite low, and then how to improve the usage rate of vacant schools by combining with the new rural construction and urbanization has been the significant problem in the current study. In this study comparison and analysis of curriculum of Korea and Japan, facility standards on national level and standards of national subsidy, current status of number of schools and students, transition of changes in facility area of elementary school for last 10 years are included. In Korea and Japan each 7 elementary schools which were constructed after 2007 and are good in space organization and school planning are selected. The comparison and analysis of satisfaction level on physical educational conditions and facilities such as current status of space organization and how to use them are conducted in this study. The the power consumption of school building is divided as cooling, heating, lighting and others. The cooling power consumption, heating power consumption, lighting power consumption can be calculated using real total power consumption that gained from Korea Electric Power Corporation(KEPCO). The power consumption for cooling and heating can be calculated using heat transmittance, wall area and floor area, and for lighting is calculated by artificial lighting calculation. but this calculation methods is difficult for laymen. This study was carried out in order to establish the regression equation for cooling power consumption, heating power consumption, lighting power consumption and other power consumption in school building. In order to verify the validity of the regression equation, it is compared regression equation results and calculation results based on real power consumption. The modern pilot school was started in 1991 and every elementary school facility has been designed based on the modern elementary school from 1994. At present, 8 out of 28 closed schools occurred in the downtown area in Daegu. One of them is located in rent and 7 are used by themselves. The rest 20 schools are located in Dalsung-gun and most of them have old buildings of straight plane shapes built in 1940s. The purpose of this basic study is to pursue the changing process of closed schools based on policy changes of curriculum and to seek the qualitative change when using closed schools. Such phenomenon is proving how the school safety policy is not doing what it was supposed to do. In order to decrease the school safety accidents, first, causes of the accidents should be analyzed and then, prevention measures should be designed. For that reason, the study looked into the present condition of the school safety accidents and safety accident theories and based on the results, \"School Safety Accident Analysis Matrix Model\" was proposed. With a matrix method of the accident types (17 of them) and hazard factors (9 of them) applied, the concerned model analyzed a total of 153 accident causes. The purpose of this study is linked to the curriculum that can be used actively in learning activities is to landscape the school. Considering curriculum for elementary landscape plan provides direction results of this study can be summarized as follows: First, the elementary school years in Chapter 3, the type and number of species of plants and animals that appear in the textbooks examined the results of the analysis that appears to know what plants and animals were the most common. Second, seven schools in Gyeonggi Province in Chapter 4 investigated the status of the landscape. The current landscape of the school curriculum, whether in agreement with the results of this comparison indicate that much of a difference could be seen.
