Madison case in 1803, he undoubtedly intended to make significant strides in the redefining of relations between authorities, although it is unlikely that he could have conceived of the extent of the consequences of his decision. A little over 210 years later, his words remain as alive as ever, present in all and any debate on constitutional jurisdiction. And what is even more remarkable is the weight of meaning that has been added to the precedent over time, moving far beyond the spectrum of debate surrounding its origin. This study reconstructs the chain of precedents that led to the Marbury v. Madison trial and the ramifications in the following years. Mientras Uruguay atravesaba una grave crisis economica, social y politica, y en el marco de las discusiones entre el Poder Ejecutivo y la Universidad de la Republica sobre el futuro de la educacion superior, este movimiento reconvirtio una antigua reivindicacion saltena, en la que originalmente habian confluido diversos sectores sociales y politicos y que carecia de adscripcion politico-partidaria, en una bandera de los grupos que terminaron apoyando el giro autoritario de los anos. Se nutrio del apoyo de las “fuerzas vivas” del departamento, corporaciones profesionales, dirigentes locales y representantes del gobierno departamental vinculados a los sectores conservadores de los partidos tradicionales. Entre sus adherentes cabe destacar, por su relevancia posterior, a la organizacion estudiantil de derecha radical, Juventud Saltena de Pie (JSP), antecedente directo de la Juventud Uruguaya de Pie (JUP) creada en octubre de 1970. A nivel nacional fue respaldado por diversos actores y grupos politicos asi como organos de prensa de derecha. El MUN, ademas, llevo adelante una intensa movilizacion de proyecciones regionales y nacionales al punto que obtuvo el respaldo del gobierno de Jorge Pacheco Areco. Para estos sectores la fundacion de otra universidad publica constituyo una oportunidad de imponer un modelo politico-institucional diferente al que prevalecia en la Universidad de la Republica. 中文本文回顾了乌拉圭地方民众争取成立北索托大学(MUN)的维权运动。在1968年底,在乌拉圭的北方城的索托市,民众行动起来,争取在当地成立北索托大学,作为除了位于首都的蒙特维德欧大学之外的乌拉圭民众的另外一个选项。那个时候乌拉圭正在经历一场经济,社会和政治危机,围绕行政权力机关和共和国大学(Universidad de la Republica)之间进行了一场关于高等教育前途的大讨论,这场讨论点燃了索托地方民众争取成立一个地方大学的维权运动,此运动把原来互不相干的社会和政治团体联系在一起,他们后来支持了七十年代几届权威政府。此运动得到了主要来自于地方政府部门的职员和官员,社会职业团体,地方绅士,地方保守的政治领袖的支持。主要的参与者是激进学生维权组织JSP-Juventud Saltena de Pie (JSP),其后来发展成为(于1970年成立的)乌拉圭青年组织Juventud Uruguaya de Pie (JUP)。在全国范围内,此运动得到了各界各政治团体和维权媒体的支持。 争取成立MUN的运动发展成为全国性运动,得到了阿勒科总统的支持(Jorge Pacheco Areco)。 对这些团体和个人来说,成立另外一所公立大学可以构建一个不同于共和国大学的高等教育的政治和机构模式。关键词:大学,维权运动,政治史,乌拉圭 francaisCet article retrace la trajectoire du Movimiento pro Universidad del Norte (Mouvement pro Universite du Nord - MUN), fonde fin 1968 dans la ville de Salto, dans le nord de l’Uruguay, dans le but de promouvoir l’installation dans cette region d’une universite qui puisse representer une alternative a celle de Montevideo. In short, the ruling highlighted that indigenous land rights protected by law should not be assessed according to the same parameters employed in non-indigenous law. This is very much the case in Angola right now, with the main driving forces effectively the Movimento Popular de Libertacao de Angola (MPLA) [People’s Movement for the Liberation of Angola] and President Jose Eduardo dos Santos (JES) and his ‘small committee’ of trusted advisors. In the wake of the country’s latest elections on August 31 2012, a new national and international legitimacy has emerged surrounding the President’s power and that of the MPLA, effectively expressed by the vote and a victory of around 70%. So far, a significant shift to Angola’s political makeup has yet to be perceived or predicted, with it constituting the basis of the status quo since the end of the Angolan Civil War in 2002. This article aims to outline and discuss the effects of the process and the dynamics related to migration and criminalized violence. The empirical scope of the research has centered on the Regiao Metropolitana da Grande Vitoria (RMGV) [Greater Vitoria Metropolitan Region], due to its absorption of migrants from various regions of the state itself, as well as from Brazil and even further afield. To do so, the work focuses on the significant legislative modifications, the trend toward jurisprudence and the fluctuations in the composition of the Supreme Court. We pay particular attention to the three periods characterizing the Vargas Era: the provisional government, the constitutional one, and finally, the Estado Novo [New State]. We conclude with several brief final considerations on the distinctive features of the Supreme Federal Court’s institutional development in the period under study. Pourtant la victoire de la rationalite instrumentale accompagnee du regne de l’argent et de l’entreprise, la montee de l’Etat, et les replis identitaires en le coupant du collectif, sont des signes de son assujettissement reel. Certains elements de reconstitution du lien social apparaissent neanmoins : le renouveau de la famille, la disparition des grandes ideologies, un certain dynamisme de la societe civile, l’interet pour l’ethique montrent que l’amour mutuel et la volonte d’association reprennent de la vigueur. Bien que des societes heureuses ne soient pas possibles, il n’est pas interdit d’essayer d’eriger des societes plus justes et moins alienantes.
