Azerbaijan is a party to international conventions related to these issues, in connection with which it is lawful to update the Azerbaijani legislation in order to bring our country into the international legal space and bring internal legislation into conformity. The problem of juvenile delinquency is a multitude of monographs and scientific articles. At the same time, it should be noted that in connection with the changes taking place in the socio-economic sphere and the ideological basis of our society, the well-known, it would seem, the topic acquires new practical aspects that require legal and theoretical resolution. Along with this, the attempts of the state, made at the legislative level, to designate the specifics of this problem are noticeable. The 1999 Criminal Code of the Republic of Azerbaijan in a separate section defined the particulars of criminal responsibility and punishment of juveniles, highlighting them in a special demographic group of criminals and emphasizing the importance of and significance of a special approach to the problem of juvenile delinquency. In total, 613 teachers have completed this survey. The “Scale” has been supported by the values (scores) acquired from the linguistic equivalence and correlation between Azerbaijani and Turkish versions. The research has concluded that there was no necessity to reevaluate the describing factor analysis, because of this fact, validating factor analysis has been conducted in this research. 5 points in the “Scale” has been disapproved and removed at the end of validating factor analysis. The validity of the internal sequence of the “Scale” has been calculated with the use of Cronbach Alpha coefficient. The validity ratio of the subfactors of the “Scale” has been calculated as 0.92 for entrepreneurship and effective communication, 0.94 for innovation and changes and 0.76 for variety. This research concludes that “Scale of The Creative Leadership Qualities of School Administrators” is valid and accurate in case of Azerbaijan. This study is a qualitative study that explores distance learning practices, and document analysis of quality methods has been used. The study identified the history of distance education, the world's first distance education schools, higher education institutions. At the same time, during the pandemic, statistical indicators of the change of the form of education and the transition to distance education and the number of students were determined in connection with the suspension of the teaching and learning process in Azerbaijan. The decisions of the Ministry of Education regarding the introduction of distance learning were commented in the study. During the pandemic, the difficulties encountered in starting distance education were identified. Complex events held in educational institutions were discussed. It reflects how distance education is applied in higher education institutions and a number of measures taken by the Ministry of Education to adapt to this form of education, which is a sudden transition for students and educators. The introduction of fully balanced feedings based on recipes has affected the milk yield of animals, as well as the fertility of cows, in addition to strengthening the dynamics of growth and development of young. One of the most widely used premixes on our farm is Ruminant-5322 Ekomix BKB, which has a high efficiency with the following saturation. A premix is a complementary feed mixture that is necessary for its composition and body and is essential to create a fully balanced feed portion. Depending on the abundance of feed available on the farm, it is possible to maintain a complete diet depending on the physiological state of the animals. On the basis of this nutrition, the dynamics of the growth of young animals, the normal development of the child in the womb during the drying period and the formation of the mother's reproductive cycle on demand are determined. Fertility activation is associated not only with the formation of 65 to 80 days in cows, but also with the stabilization of the follicles and the achievement of a form of superovulation. In our research, we found this not only in healthy cows, but also in cows that had difficult labor. Of the 18 cows on the farm, three gave birth to twins, which means that 16.7% of the cows gave birth to twins. People who are engaged in fine art have always highly appreciated this work too. It requires too much responsibility to address Mirza Alakbar Sabir’s poetry, one of the most famous literary figures in world literature. As if the artists who addressed this patriotic writer’s poetry, feel the poet and created unique works with an inspiration that they got from him. It is undeniable that Azim Azimzada played a vital role in publicity of Mirza Alakbar Sabir’s poetry. Azim Azimzada’s all illustrations are engraved in people’s memory. Average spectators can perceive artist’s illustrations too. By looking through illustrations, it is possible to guess almost all poems that they are dedicated to. Educating people who are indifferent to education and waking them up from this ignorance was Azim Azimzada’s main goal. Artist’s illustrations differentiate with its harsh ironic spirit which is the main peculiarity of Sabir’s poetry. We can definitely see the strong influence of Sabir’s poetry in Azim Azimzada’s works. This is the reason why Azim Azimzada is usually called as Sabir of fine art. Literary approach of artists towards Sabir’s poetry has still been ongoing so far. Addressing Sabir’s poetry by most artists is the sign of love, respect and curiosity to Sabir’s works and life.
