Estas transformaciones, unidas al aumento de mujeres extranjeras dispuestas a trabajar en el servicio domestico, podrian explicar el aumento de la importancia social de este sector laboral. En este contexto, el presente articulo tiene como objetivo principal conocer si el servicio domestico se conforma como una via de acceso a la regularizacion administrativa en el pais de destino, analizando las diferencias entre las trabajadoras latinoamericanas y africanas a partir de un estudio de caso en el area de Madrid. El estudio emplea una metodologia de tipo cualitativo que recoge las experiencias de 12 mujeres latinoamericanas y 10 mujeres africanas empleadas de hogar y se complementa con entrevistas a tecnicos y expertos en normativa e insercion laboral de la mujer inmigrante. EnglishThe sociodemographic changes experienced over the past 20 years have led to an increase in the demand for carers among families in Spain. These transformations, along with the increase in foreign women willing to work in domestic service, could explain the greater social importance of this labour sector. In this context, the main aim of this paper is to learn whether domestic service is a means of accessing administrative regularisation in the destination country, analysing the differences between female Latin American and African workers in a case study in the Madrid area. {"title":"¿A más solicitudes de asilo igual recepción? Tras la llamada crisis de los refugiados de 2015, Espana se ha convertido en uno de los principales paises europeos por numero de solicitantes asilo. La demanda creciente de proteccion internacional ha mostrado las costuras de la oferta estatal en cuanto a acogida e integracion. Los recursos inadecuados, la rigidez del itinerario de integracion y la falta de coordinacion con actores autonomicos y locales han afectado la eficacia del sistema de acogida e integracion, perjudicando gravemente su capacidad de atender las necesidades de los solicitantes. Las personas en situacion de mas vulnerabilidad han resultado las mas perjudicadas. El articulo concluye apuntando a posibles caminos de mejora para garantizar un sistema a la altura de los nuevos retos migratorios. EnglishThis paper examines the main challenges and limits of the state reception and integration system. Since the so-called refugee crisis of 2015, Spain has become one of the European countries that receives most asylum seekers. The growing demand for international protection has shown the limits of the state’s reception and integration provision. Inadequate resources, a rigid integration pathway and a lack of coordination between local and regional actors have hampered the effectiveness of the reception and integration system, seriously jeopardising its capacity to meet applicants’ needs. Those in the most vulnerable situations have been most affected. Si bien la UE tomo medidas excepcionales para la reubicacion y el reasentamiento de personas refugiadas, la escasa voluntad de los estados miembros en asumir sus obligaciones ha cuestionado el alcance real de la solidaridad. Este articulo plantea una revision critica sobre el sistema de cuotas para el reasentamiento en la UE y Espana, frente al modelo canadiense de programas de patrocinio privado. Para ello, analiza sus puntos debiles y fuertes, asi como sus posibles factoresde convergencia con los estandares internacionales de proteccion exigibles. EnglishThe misnamed “refugee crisis” of 2015 laid bare the extent of the structural limitations of European asylum policy and its deficiencies in terms of building a reception system more in line with the duty of solidarity established in articles 78.2 and 80 of the TFEU. While the EU took exceptional measures for the relocation and resettlement of refugees, member states’ reluctance to meet their obligations has called into question the real extent of that solidarity. This paper makes a critical review of the quota system for resettlement in the EU and Spain, drawing comparisons with theCanadian model of private sponsorship programmes. En su curso, la sociedad espanola ha participado en los cuatro tipos de elecciones existentes: generales, por partida doble, autonomicas, municipales y europeas. Desde el punto de vista de la inmigracion, el resultado mas destacado ha sido la irrupcion del partido de derecha radical VOX, iniciada en las elecciones autonomicas de Andalucia de diciembre de 2018 y reafirmada con fuerza en las repetidas generales de noviembre de 2019. En consecuencia, Espana ha dejado de ser una de las escasas excepciones que a estos efectos habia en Europa. A este analisis se ha de incorporar la perspectiva territorial, objeto de este articulo, pues la inmigracion –que habia contribuido a infundir dinamismo en las metropolis difusas y en ciertos espacios rurales– se ve alterada a partir de 2008. En el ambito metropolitano, las areas periurbanas se tornan expulsoras y merman su capacidad de atraccion. Al mismo tiempo, disminuyen los flujos que habian contribuido a la timida recuperacion demografica de determinados municipios rurales. En suma, se producen importantes transformaciones territoriales que, a su vez, se modifican durante la actual recuperacioneconomica. EnglishRecent migrations in Spain have been seen in the light of the crisis (lower immigration, return to country/region of origin and remigration) and of incipient economic recovery (return to Spain and resumption of immigration). A territorial perspective must be added to this analysis and is the subject of this paper, because immigration – which had helped bring dynamism to various metropolises and certain rural spaces – was altered as of 2008. At the metropolitan level, peri-urban areas become places of expulsion and lose their capacity to attract. At the same time, the flows that had contributed to the tentative demographic recovery of certain rural municipalities decrease. Su aprobacion, en un contexto marcado por grandes tensiones en el campo migratorio internacional, supone un gran logro y una apuesta por el multilateralismo. Este articulo inserta el Pacto en la logica kantiana del «derecho de ciudadania mundial », sintetiza su proceso de elaboracion y destaca sus 23 objetivos. Por ultimo, avanza una valoracion del mismo apuntando que, sin olvidar los riesgos de su descarrilamiento, hay que poner de relieve la necesidad de adoptar su filosofia y convertirlo en el instrumento clave para garantizar migraciones internacionales seguras, ordenadas y regulares. EnglishThe UN Global Compact for Safe, Orderly and Regular Migration, (December 2018), has been signed by most of the world’s countries, although notable absentees remain, such as the United States and 11 EU member states. Its approval, in a context marked by serious tensions in the field of international migration, represents a major achievement and a commitment to multilateralism. This paper frames the compact within the Kantian logic of the “right to world citizenship”, summarises its development process and highlights its 23 objectives. La hipotesis de partida del estudio sostiene que estas desapariciones tienen que ver con las diferentes formas de maltrato institucional en los territorios, que estan generando la huida del sistema de proteccion espanol y movilidad hacia otros paises de Europa; especialmente a Suecia, uno de los principales destinos. El marco epistemologico de esta etnografia esta fundamentado en entender la migracion de menores como una forma de circulacion, el caracter autonomo de esta migracion, asi como el maltrato institucional como expresion del biopoder o disciplinamiento de este colectivo. EnglishThis article focuses on unaccompanied foreign minors (MENA) in Spain who, after being identified as such, leave the country’s protection systems. The initial hypothesis argues that such disappearances are related to various forms of institutional abuse in the regions, which cause minors to flee the Spanish protection system and move to other countries in Europe, with Sweden, in particular, a leading destination.
