In this paper, the role of technology of the learning aspects and the electronic learning platforms have been taken as a clear model besides the duration of the impact of this technology on the development of the 4.0th industrial revolution. The paper is shown a short overview of the newest trends included in the Industry 4.0 initiative and their impact on education and propose a new trend in higher education environment, its Industrial University Revolution 4.0. The impact here means that it is the degree of compatibility between the components of the industrial revolution in terms of technology and the range of applied standards that harmonize with the principles of the electronic platforms. For instance, entering the artificial intelligence in e-learning, smart room, book, testing, and etc. The result of this study shows that the recent trends in e-learning and its own platforms show large harmony between the 4.0 industrial revolution and the outcomes of e-learning.","PeriodicalId":414028,"journal":{"name":"Proceedings of the 9th International Conference on Information Systems and Technologies","volume":"71 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2019-03-24","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"114725028","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Also, they are struggling in providing mechanism and strategies to engage students who has APD. After conducting assessment on the different e-learning tools for auditory disorders, it was assumed that the teacher's confidence level in handling students with APD would increase and would be effective in engaging learners. Seven (7) LSEN teacher validated the different e-learning applications, four (4) e-learning applications were assessed based on the content design principle. Based on the assessment conducted, the respondents tested the application and compare the level of engagement feature the different e-learning tools could provide. It was found out that the utilization of e-learning tool specifically the Hearbuilder e-learning tool proves to be helpful and encourages engagement with ADP learners.","PeriodicalId":414028,"journal":{"name":"Proceedings of the 9th International Conference on Information Systems and Technologies","volume":"184 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2019-03-24","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"130043476","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

This research to provide a study of the principles of reducing the cost of software and understanding how to apply these techniques to the general programs. The swarm intelligence algorithms have been used because they have community-based methods where there is a range of potential solutions in this community. The ideal solution is sought through repetitive steps, these methods are based on solving complex problems by simple factors without central control or a comprehensive model and possess distributed control, the most important characteristics of the swarm intelligence, It will produce a self-contained, adaptive, scalable, flexible, powerful, parallel, self-regulatory and cost-effective system. The traditional cat algorithm has been developed by assuming that the flavour is a location within the coordinates (X, Y) to reduce the search time and to find the optimal solution. The results obtained from the implementation of the tool display the adoption of (NASA) data Excellence than the developed cats swarm optimization (DCSO) algorithm, In terms of shortening the number of search cycles and the time required to reach the best solution, The best rate was the error(0.25), by fixing the search ratio and the highest fitness value for the number of successful cat copies and increasing the number of repetitions of implementation and the stability of the search site and speed. GDPR concerns the processing of personal data and the free movement of such data, and its main purpose is to safeguard the human dignity and fundamental rights of the data subject. To achieve this goal, it is necessary to identify the motivation for data management, to define who has access to data, and to determine with high precision how, when and how many times the organisation should store and manage these data. GDPR requires the self-assessment of digital risk on the basis of an impact assessment analysis. The adoption of GDPR by an organisation raises the main question of how to audit the organisation's adherence. Starting from BPMN, which can allow businesses to better understand their internal business procedures, we propose an approach that helps to identify the most important key point(s) for GDPR compliance. To analyse the potential applicability of our thesis, we describe a vacation request scenario to which we apply the proposed approach.","PeriodicalId":414028,"journal":{"name":"Proceedings of the 9th International Conference on Information Systems and Technologies","volume":"1 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2019-03-24","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"131046870","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

However, this relationship between mobility and Aids is both complex and relatively unknown. The FEVE project (Frontiers and Vulnerability to HIV in West Africa), is implemented by ENDA to underline the causal process in order to achieve the UNAIDS 90-90-90 target [2]: by 2020, 90% of the people living with HIV know their HIV status, 90% of the people who know their HIV-positive status are accessing antiretroviral therapy and 90% of the people receiving antiretroviral therapy will have suppressed viral loads. However, as in most African countries, in Senegal health actors generate a large amount of information every day, such as consultation, hospitalization, monitoring infectious diseases, deaths, etc that is recorded in registers. That make difficult their exploitation. This difficulty is compounded when we interested in data related to infectious diseases such as HIV in cross-border areas. The high mobility of the population in these areas poses a great deal of problems in terms of treatment adherence as well as the search for those lost to follow-up. To overcome this problem, we propose a transboundary platform for the monitoring of People Living with HIV (PVVIH). This platform is a web and application which offers not only a sub-regional system of PLHIV management but also a system of communication and capacity building between actors.","PeriodicalId":414028,"journal":{"name":"Proceedings of the 9th International Conference on Information Systems and Technologies","volume":"23 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2019-03-24","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"130747319","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Evaluating e-participation is eventually an important milestone for progress. The objective of this research is to provide guidelines for a framework that assesses e-participation on government's social accounts. Based on the work of Tambouris at el., 2007 [1] and Nelimarkka at el., 2014 [2], the research proposes a framework that could be applied to Facebook government accounts. This research though covers three major gaps in previous e-participation assessment research: scarcity in evaluating e-participation within developing contexts, reliance on limited rather than large-scale empirical data, focusing on online government portals as an assessment e-participation platform and not considering social accounts' performance. This research is supported by Crowd Analyzer [3], a social media monitoring tool, to enable data crawling and users comments' sentiment analysis.","PeriodicalId":414028,"journal":{"name":"Proceedings of the 9th International Conference on Information Systems and Technologies","volume":"29 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2019-03-24","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"115345832","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

In this context; the research questions that arise are as follows: How to effectively use the learner's social network to derive information from his profile? How to benefit from this information (knowledge) to enrich his profile in the learning environment? How to exploit learners' knowledge for recommending educational resources in a human learning environment? Our goal is to develop automatic learning environment. It is based on the semantic analysis of the social interactions that takes place between users-users and users-resources, the analysis is based on detecting communities of the semantic data that represents the users and their areas of interest. Further, it provides automatically the different recommendations with respect to the users interests, as well it proposes interactions with other users in the system. This system ensures that these recommendations will certainly improve the learning process by providing students with the best learning practices, the desirable collaborators, and the relevant resources that fit better their needs.","PeriodicalId":414028,"journal":{"name":"Proceedings of the 9th International Conference on Information Systems and Technologies","volume":"34 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2019-03-24","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"130017042","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Sensor devices are randomly deployed in the network for monitoring task. The crucial objective of localization is to determine the position of the sensor nodes based on a few landmark nodes. Node localization problem is formulated as an optimization problem and metaheuristic techniques are called to deal with the issue in multidimensional space, in this paper, the Whale Optimization Algorithm (WOA) is proposed to deal with the challenge, furthermore, the capability of auto localization is highly requested. WOA computes iteratively the node's positions based on a multistage approach to browse the whole region of the network. Deploying this algorithm on a large WSN with hundreds of sensors shows good performance in terms of node localization. the simulation result proved the good performance of WOA in term of localization error and computing time.","PeriodicalId":414028,"journal":{"name":"Proceedings of the 9th International Conference on Information Systems and Technologies","volume":"104 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2019-03-24","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"115229006","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}
