The book is more than sets of theoretical abstractions, constructions and idealistic perspectives as there were a plethora of practical perspectives drawn from the author’s experience as an educator and president of a university along with those of practitioners in the private and public sectors. It is a master piece of poetry (using metaphors), insights into the issue of leadership at higher educational institutions and a balanced account of the science and art of leadership. Although the text is primarily around educational leadership, Farnsworth broadens the perspective to make it a discourse of issues in leadership, challenges in leadership to include higher educational institutions, effective leadership, historical features on leadership, and a justification for a new paradigm in educational leadership, particularly higher education. Leaders are metaphorically viewed as anchors, as they are totally responsible for the success of their organization. \u0000Objectives: The aim of the current research is to: evaluate the role of instructional leadership on academic performance \u0000 of students; Assess how instructional leadership influence on teachers’ instructions; evaluate instructional leadership and \u0000 typology of school, and explore instructional leadership in secondary educational institutions in St. Andrew, Jamaica. \u0000Methods: This research employed mixed methodology. Survey research and phenomenological research methodologies \u0000 were employed to investigate the topic. The sample comprised of one hundred teachers and administrators at two secondary \u0000 educational institutions in Kingston and St. Andrew. For the quantitative data, these were recorded, retrieved, and analysed \u0000 using the Statistical Packages for the Social Sciences for Windows (Version 21.0). The qualitative data were analyzed using \u0000 thematic identifications and narrations. A p value of 5% was used to establish statistical associations. \u0000Findings: The majority of the respondents were females (69%), non-senior teachers (68%), and have been teaching \u0000 for 4-10 years (43%). This paper shows a cross country analysis conducted \u0000 by analyzing the themes approached by recent literature in different countries related to this subject-leadership and \u0000 power in public organizations. The documental analysis allows-besides the comparison-an integrative review about \u0000 leadership and power in public organizations, what also presents the evolution of the theme in the last few years. \u0000 The integrative review is conducted by summarizing available publications. It was identified authors, contexts, \u0000 perspectives and focus, then synthesized main results, findings and conclusions. Then the cross-country analysis \u0000 shows that different countries have different trending topics and some patterns were detected. As observed in the \u0000 leadership literature values such as honesty and its impacts in leader behavior-and leadership process-are the most \u0000 sensitive challenges in public service on lower adjusted GDP countries. The lack of ethics may result in significant \u0000 misuse of power. There is an urgency in to design metrics about this kind of power misuse to avoid individuals to \u0000 destroy organizations while achieving personal goals. It is presented a maturity gradient, from basic ethics to \u0000 professionalization and competences on process-till efficacy. {"title":"Person-Organization Fit and the Attitude of Medical Staff: Professionalismand Work Attitude in a Chinese Hospital","authors":"C. Therefore, the purposes of this study are: (1) to determine the ways in which the congruence or divergence of values impact upon employee attitudes; and (2) to investigate the moderating role of professionalism in the physicians’ work values. Method: Total of 86 questionnaires was gathered from physicians and staff. This study used previous design developed by Chiu in Taiwan. Polynomial regression was used for multi-dimension value congruence effects. Result: The fit between actual and desired values does not necessarily lead to higher levels of job satisfaction and organizational commitment. The moderating effect of professionalism on fit and attitude only applied to ‘personal respect’ and job satisfaction, plus fit on ‘profit orientation’ and organizational commitment. Conclusion: Any future research in this area should attempt to include other possible intervening variables in the relationship of fit to values and attitude. The goal being to provide timely reliable health information that would inform decision making in the sector to aid provision of better health care services to the people of Uganda. However, there are already concerns about the functionality of the system characterized by late and inadequate reporting. The purpose of this paper was to make a critical analysis of the contextual challenges to HMIS and propose a framework that would improve the collection of timely reliable data at all levels in the system. After critical analysis of the existing literature, reports and presentation at various MOH workshops and review meeting, and interactive informal talks with some personnel at the Ministry, this paper asserts that failure to use HMIS data, poor culture of accountability, lack of incentives for performance, strategic planning and vertical programs-HIV/AIDS are the strategic contextual challenges to this menace. Data utilization at all levels in the system will be the linchpin in realization of timely collection and reporting of data and to this end, a user-friendly system is at the core of any successful public health system when it will; Assist hospital managers to align health system resources with the needs of service users Link performance measurements to accountability Monitor health-related activities to help assess what works and what doesn’t Contribute to organizational development This paper proposes a framework that will see data utilization as the foundation for timely collection and reporting at all levels in the system. There will be organizational learning with the associated organizational development breeding ownership and sustained demand for data collection and reporting. {"title":"Public Value Theory: Reconciling Public Interests, AdministrativeAutonomy and Efficiency","authors":"G. It attempts to reconcile the conceptual antagonisms between Traditional Public Administration that seeks to limit corruption and bring expertise to administration by establishing a more autonomous legal rational organization and New Public Management that focuses almost exclusively on sharply reducing public bureaucracy through measures and organizational practices based on economic efficiency. Rather than viewing these divergent approaches to public administration either as dichotomies or rejecting them, Public Value Theory recognizes the important dimensions of public administration that they raise and incorporates their most salient features in a more inclusive approach that emphasizes the role of values. This paper locates Public Value Theory in the historical formation of theoretical approaches to public administration. Focusing on key theoretical texts and secondary sources, the paper provides internal critiques of Traditional Public Administration and New Public Management and discusses the limits of Public Value Theory. Substantively, the paper shows that Public Value Theory seeks to reconcile and balance contradictory approaches to public administration and the implementation of public policy. Public Value Theory attempts to join economic efficiency, organizational practices, rationality and independence in public administration, and the formation of public values and interests in an encompassing approach. Public Value Theory is both less insistent on specific organizational forms of public administration than Traditional Public Administration and less focused on narrowly construed criteria of efficiency than New Public Management. However, the study analyzed the intention of managers to absorb older employees in an organization through pragmatic behaviors and engagements. As a result, the study engaged the theory of planned behavior (TPB). It focused on the unwelcome stereotype attitude meted out to the older employees in a working situation. Quantitative method of research was implemented through a well prepared questionnaire which was used to collect data on the related research questions. Over-all 600 questionnaire was dispersed but 402 was reverted. Therefore, the data gathered from the returned 402 questionnaires was then analyzed by Correlation and regression analyses which revealed a number of significant relationships between the variables (behavioral belief and Intention), (normative belief and Intention). The results indicate that behavioral belief, significantly influenced the disposition of executives’ to retain older employees (β=0.499, p 0.05).
