Corruption is deeply rooted in Iraq, as it seemed to gain proportions with the coming of the Islamic State to power. The topic was chosen particularly because the issue of corruption represents a very important subject, also being a social phenomenon that affects the administration along with the society of Iraq. Moreover, with the coming of the Islamic State to power, corruption reached its peaks, as the organization gradually destroyed the administrative system. Along with the fall of Saddam Hussein’s regime, Iraq suffered from the outcomes of the disastruous management at the level of government. Because of the lack of resources, along with the unequal distribution of goods among the people, corruption spread just as a malignant disease in the country. This eventually had a great impact on the proper functionality of the public system, as the people were left behind, and no effort was put in to bring about the changes needed by the population. Although several efforts were made by organizations in order to find solutions to the problems related to corruption, little has been done at this time. It is centrally concerned with the organization of government policies and programmes, as well as with the officials in charge of the administrative systems. As for the geographical choice, Iraq was chosen particularly because it reflects the interest of the author, but also because its area of governance did not have yet the chance to be thoroughly studied. Another motivation for the choice resides with the fact that the waves of conflicts that took place in Iraq eventually modified the system to some extent, as well as the presence of the Islamic State in the area. The article is focused on the measures taken by the government in order to bring about the changes that are needed in Iraq, as well as providing a description of the projects that are implemented to fulfill the above-mentioned purposes. Nwokocha","doi":"10.4172/2315-7844.1000205","DOIUrl":"https://doi.org/10.4172/2315-7844.1000205","url":null,"abstract":"This paper appraised the strategies put in place by Nigeria government to combat drought and desertification in the \u0000 North-east geo-political zone of Nigeria and establishing the situation at present, which is more of a rhetoric than practical. \u0000 It also established the absence of the citizens input in the programs which as a matter of fact constitutes a major reason for \u0000 perceive failure of the strategies. \u0000Literature on concept of drought, and desertification as well as the nexus between the two phenomena were reviewed. \u0000 The study adopted the survey design approach. Population of the study was the North-east geo-political zone of Nigeria \u0000 comprising six states: Adamawa, Borno, Bauchi, Gombe, Taraba and Yobe. Purposive sampling technique was used in the \u0000 selection of sample size comprising of six local councils from Adamawa, Bauchi and Gombe states; the reason being that \u0000 they share common characteristics on the challenges of drought and desert encroachments. Cluster sampling technique \u0000 was adopted in selection of 1,200 respondents of which 72.6% response rate was recorded. The research instrument used \u0000 were a structured and validated questionnaire complemented by a structured interview schedule. \u0000The study finding reveals that the strategies adopted by government in combating drought and desertification has \u0000 a major defect in that it is not citizen oriented (since evidences from the survey points to the fact they were unaware \u0000 of government programs on combating drought and desertification in their area). The study, thus recommended that for \u0000 strategies of combating drought and desertification to work in the North-east geo-political zone of Nigeria or any other place \u0000 in Nigeria, citizens’ input into such strategy must be a top priority. {"title":"Contrasting between Focusing, Real-world and Significant Events inAgenda-Setting: Introducing a New Typology of Ã¢ÂÂAnchorÃ¢ÂÂ Events","authors":"Mergen Dyussenov","doi":"10.4172/2315-7844.1000202","DOIUrl":"https://doi.org/10.4172/2315-7844.1000202","url":null,"abstract":"The focusing event theory has been substantially formed by contributions of John Kingdon by offering a somewhat broader definition of focusing events through the prism of his multiple streams theory, and Thomas Birkland, who introduced better precision by listing a number of basic characteristics of focusing events (e.g. using the example of 9/11 terrorist attacks as a focusing event, as in Birkland 2004). These major contributions notwithstanding, there still seems to be a strikingly persistent absence of clarity in defining the notion of \"focusing events\" within the agenda-setting stage of the policy process, and a lack of a general typology of related significant, or key events. Even somewhat more disturbing is that, inspired by Birkland’s notion of focusing events, a number of subsequent scholars attempted to develop this theory, unintentionally further conflating the meaning of focusing events. Thus, it is important not only to more clearly define focusing events but also to develop an operationalizable typology of a broader set of related anchor events as applied to agenda-setting. It is precisely these two issues that form the analytical essence and contributions this paper aims to achieve. A mix method was adopted in which issues of organizational politics was also explored by using a qualitative approach. The sample was derived from a department of the South African Public Service and three quantitative questionnaires, namely the ‘Work Life Experience Questionnaire’, ‘Maslach’s Burnout Questionnaire’ and a ‘Biographical Questionnaire’, were the measuring tools for this study. The sample constituted of 341 senior officials whose positions ranged from Assistant Director to the Director General and 231 questionnaires were completed. The qualitative aspect used semi structured questionnaires as well as individual interviews. A cross-sectional approach was adopted. The results indicated that stress levels are significant high within and outside the work environment. One of the outstanding conjectures of this study is to investigate the relationship between stress and burnout in the post-apartheid era. The study also reveals that organizational politics plays a big role in influencing stress levels which leads to burnout. There is no specialist in Community Health Centres (CHCs) functioning in Tamil Nadu; all specialist posts are vacant, though there is excess number of doctors in primary health centres (PHCs) and enough number of SCs (sub-centres), PHCs and CHCs. The number of PHCs functioning without lady doctors is also the maximum in Tamil Nadu. The shortfall of health workers in PHCs and CHCs is also very much, female health workers (the 2nd highest) and male health workers (the third highest among the states taken for discussion). In the shortfall of female health assistants in PHCs also Tamil Nadu shows a backward position. Operation theatre facility is available only in 6% of PHCs functioning in Tamil Nadu, but Gujarat is having this facility in all its PHCs. On the basis of rural population served, rural area covered, number of villages covered and radial distance covered, Tamil Nadu is not a better placed state. The budget allocation in revenue budget is continuously falling and the fall is very much in Tamil Nadu in comparison with other states except Odisha.
