The system is based on the Java platform for small-capacity devices and technologies for the web. Mobile software is able to establish http connections to the server and a cell phone sms, store and display patient records graphically. The server application is responsible for storing and displaying data in a clear medical advice. In this paper, evaluations of nonlinear effects like SPM and XPM are made, in order to determine the limits imposed by these effects on the launched power. These evaluations are done by means of simulation scenarios, where single channel 10Gb/s DPSK optical modulation with direct detection is employed over 100 km of SMF. When a pulse generator is connected to SMF, dispersion and nonlinear effects can be presented such as GVD and SPM. These phenomena cause problems like decreasing the signal power and acquiring undesired frequency components. To compensate these effects, a hybrid method is proposed by means of optimal control, genetic algorithm and fuzzy clustering techniques, consequently to find the appropriated values of the parameters that allow optimizing the pulse. This gateway implements context based wireless access network selection and improves end-to-end communication Quality of Service (QoS) responding by this way to the requirements of the new intelligent transportation systems architecture developed in Europe through the European Bus System of the Future (EBSF) project. This Service Oriented Architecture (SOA) allows resource sharing such as Vehicle to Infrastructure communications (V2I). The main idea is to assign encoded information that has more relevance value in the carriers that have less chance of fade error to be transmitted. The relevance of information is established by the compaction of the image's energy produced by the discrete cosine transform, while the probability of error of the carriers is established by using the channel estimator. To check the algorithm the transmission of an image was simulated using some technical features which adopt the standard for digital television T2 DVB physical layer.
