Taking this problem as a starting point, the present article aimed to propose the organization of procedures for the accomplishment of documentary research in the area of Public Administration, in order that, when drawing up ordered actions, improvements in research practice can be qualitatively noticeable. Methodology: In methodological terms, the study of illustrative cases was used, whose inspiration was based on Design Science Research (DSR). Starting from the organization of the proposed procedures, documentary research was applied using a presidential decree to illustrate the operationalization of the concept of ethics in the Brazilian federal public service. Main results: indeed, signs in terms of conditions and procedures were pointed out as contributions for researchers and practitioners in the area. Once the program is consolidated, it is necessary to analyze the ways in which it can be improved, in order to increase compliance with the so-called conditionalities (such as school attendance and compliance with vaccination schedules). Thus, this research explores specific aspects of the PBF, analyzes its main conditionalities from the perspective of Behavioral Economics (BE) and investigates which measures could contribute to the improvement of the Program. Methodology: A bibliographic review about the PBF and the main assumptions of BE was made, detailing possible insights that could be used in the improvement of the Program. Results: In light of BE, this study proposes a simplification in the language used with the beneficiaries of the program in the warning letter that is sent in case of non-compliance with any conditionality. This study also proposes an impact evaluation to ascertain whether the suggested behavioral insights produced the expected effects. Practical contributions: This study aims to contribute to the improvement of the PBF as a public policy, Teoria e Prática em Administração, v. 10, n. 2, p. 108-123. 109 to increase the rate of compliance with the conditionalities associated with the program. Academic contributions: In the academic field, this study contributes to the social policy literature, exploring the optimization and simplification of communication between the beneficiaries of public policy and the State. ABSTRACT This research proposes to identify the risk of failing higher education students using Machine Learning (ML) algorithms. Based on the administrative records of the Universidade Federal da Paraíba (UFPB) and Plataforma Lattes, for the period 2010-2016 of the discipline of differential and integral calculus I, it was verified that the models with the best forecasting performance were Ridge, Logistic Regression, LASSO and Elastic Net, with no statistical differences in performance between them. From the modeling on the training data, the results found explain that, of the 1,903 observations that make up a new data set, the test set, the frequency of students with status (failed and approved) correctly predicted by Accuracy was 69 %, on both models. In turn, 72% of students were correctly predicted as failing (Sensitivity). Brazil has the second biggest international audience of the league in the world, and part of it is engaged to social networks during game broadcasts. Methodology: The study adopts the netnographic approach as research method, which was based on monitoring Twitter hashtags launched by ESPN channels in Brazil during three seasons, between 2016 and 2019. Results: Our findings reveal three practices of acculturation: comparison between Brazilian and American features, the embodiment of American rituals and routine changes to adjust to the schedule of the league. Theoretical contributions: This research contributes to marketing literature by showing how fan's interaction on social networks about massively mediated entertainment objects (i.e., media sports) can incorporate and resonate in an acculturation process. Methodology – this is a bibliographic study that follows the emergence of themes in the historical path of marketing. Main results – the results show: 1) the importance of education in marketing theory for academics and market professionals; 2) the role of a general marketing theory for the recognition of professional relevance and the scientificity of marketing; 3) the role of the marketing theory discipline taught at the doctoral level for the dissemination of sedimentary knowledge of the area as a whole. Data Source: It is an open Data Science project that uses the same artificial intelligence and Machine learning technologies used by giants like Google, Microsoft and Netflix to monitor the use of indemnity funds (Quotas for the Exercise of Parliamentary Activity) granted to parliamentarians and share information in an accessible way to anyone, so that the citizen with a minimum of knowledge can inspect and audit such expenses. Context: The Serenata created Rosie, an artificial intelligence capable of analyzing the expenses reimbursed by the Quota for Exercising Parliamentary Activity of federal deputies and senators, made in the exercise of their function, identifying suspicions and encouraging the population to question them and with her, Jarbas, a dashboard that makes it easy to view all the information monitored by Rosie. Sendo assim, busca-se identificar quais IFES podem ser consideradas eficientes, dado o aporte de gasto público nelas aplicado, bem como determinar os fatores associados a esta eficiência. Metodologia: A estratégia empírica adotada consiste em duas etapas: primeiramente, utilizou-se o modelo de Análise Envoltória de Dados (Data Envelopment Analysis - DEA) para mensurar os escores de eficiência das IFES, permitindo ranqueá-las de modo a identificar as unidades tecnicamente eficientes. Em seguida, estimaram-se modelos de regressão tobit para encontrar os principais fatores que afetam a eficiência das universidades. Resultados: Os resultados da abordagem DEA indicaram que, para a ampliação da racionalidade dos recursos no ensino superior brasileiro (na esfera federal), seria necessária, considerando o nível atual de atendimento e o Índice Geral de Cursos (IGC), uma redução nos gastos de custeio em cerca de 25%, uma diminuição no número de docentes na casa de 22% e, em especial, uma redução no número de técnicos administrativos em aproximadamente 43%. Acerca dos resultados da análise de regressão, estes indicaram que a eficiência das IFES pode ser influenciada tanto por características dos discentes e da região quanto por fatores gerenciais. A pesquisa aponta como uma melhoria gerencial poderia ser alcançada via aumento na razão aluno-professor e diminuição na razão técnicos-docentes.
