Jensen, Martin Williams Strandby","doi":"10.7146/politica.v54i3.133907","DOIUrl":"https://doi.org/10.7146/politica.v54i3.133907","url":null,"abstract":"Denne artikel analyserer og diskuterer en case, hvor afbureaukratisering lykkes – et frikommuneforsøg på det specialiserede børnesociale område, hvor tre danske kommuner fra 2017-2020 har erstattet procesregler i serviceloven med nyudviklede socialfaglige arbejdsgange. Analysen tager udgangspunkt i regelfritagelser, medarbejdermotivation samt ledelsesfokus og viser, på baggrund af kvantitative spørgeskemadata og kvalitative interviewdata, hvordan de tre forhold hver især er kommet til udtryk i denne ”afbureaukratiseringssucces”. Endvidere diskuterer vi forholdet mellem disse tre komponenter og argumenterer for, at regelfritagelserne er en væsentlig katalysator for en forandringsproces, hvor kommunerne via motiverede medarbejdere og et solidt ledelsesfokus nytænker deres arbejdsgange, men at regelfritagelserne ikke i sig selv skaber forandrede arbejdsgange. I denne artikel spørger vi: Hvem er udøverne af det politiske had på internettet – og hvem er ofrene? Og er udøverne af og ofrene for had anderledes på internettet end udenfor internettet? Analyserne viser, at de personer, som optræder hadefuldt og rammes af had i forbindelse med politiske diskussioner, i høj grad er de samme både online og offline. Aggressiv adfærd er generelt mere udbredt blandt unge mænd, og analyserne viser, at det også først og fremmest er unge mænd, der optræder hadefuldt både online og offline. I overensstemmelse med viden om aggression generelt retter hadet sig også først og fremmest mod andre unge mænd. Internethad ser således ikke ud til at være en særlig form for had eller aggressivitet. But why do citizens disseminate untrustworthy information online? I examine this question by testing how identification with societal groups affects citizens’ uptake of malevolent rumors about competing groups. I test the theoretical expectations in a survey study administered to large groups of majority Danes and ethnic minorities living in Denmark. The results show that participants identifying as Danes or immigrants are much more likely to believe and share malevolent rumors about the other group, and that these associations are mostly driven by outgroup anger rather than ingroup love. Det gør det hadefulde materiale sværere at genkende og afkode. De fleste kan genkende hadefuld propaganda, når det følges af et hagekors eller et IS-flag. Men hvordan ser det ud, når det hadefulde budskab er præsenteret som et humoristisk meme? Samtidig rejser eksponering for hadefuldt materiale på sociale medier et vigtigt spørgsmål om, hvordan vi som bystanders reagerer. Hvornår intervenerer bystanders prosocialt og for eksempel anmelder hadefuldt indhold, og hvornår reagerer de antisocialt og deler og liker sådant indhold? Artiklen bidrager med en første kortlægning af danske unges vurdering af hadefulde memes, og hvordan disse vurderinger medformer de unges bystander-reaktioner i forhold til deres villighed til at like, dele og anmelde indholdet. Desuden undersøges det, hvad der kendetegner dem, som er tilbøjelige til at reagere henholdsvis prosocialt og antisocialt på hadefulde budskaber på sociale medier med hensyn til køn, politisk interesse samt aktivistiske og politisk voldelige intentioner. Men hvorfor spreder nogle af os utroværdige informationer på internettet? Jeg argumenter i det følgende for, at vores tilknytning til sociale grupper gør os modtagelige for ondsindede rygter om konkurrerende grupper. Forventningerne testes i en spørgeskemaundersøgelse blandt majoritetsdanskere og herboende etniske minoriteter. Resultaterne viser, at identifikation som henholdsvis dansker eller indvandrer forstærker deltagernes tro på og ønske om at dele ondsindede rygter om den anden gruppe, og at det særligt er udgruppehad fremfor indgruppekærlighed, der forklarer sammenhængen. In this article, we ask: Who are the perpetrators of political hostility on the Internet – and who are the victims? And are the perpetrators and victims of hostility on the Internet different from the victims outside the Internet? The analyses show that the people who act in hostile ways and report being targeted by hostility in connection with political discussions are largely the same both online and offline. Aggressive behavior is generally more prevalent among young men, and the analyses show that it is also primarily young men who behave in hostile ways both online and offline. Consistent with knowledge of aggression in general, hostility is also directed primarily at other young men. Thus, Internet hostility does not appear to be a particular form of hatred or aggression. Which statements and arguments do they use to spread and reject misinformation? We investigate digital misinformation during the Covid-19 pandemic and analyze how citizens spread and reject information about facemasks on Twitter in Denmark. Our study shows that the amount of misinformation is limited, but that false claims are not predominantly countered through fact-checking or dialogue. Instead, users who reject the misinformation often use irony and condescending comments to distance themselves from those who spread misinformation and whose concerns are thus not taken seriously. However, hateful content is often embedded in seemingly innocent humorous memes making it harder for bystanders to recognize and decode. In this article, we examine how Danish adolescents assess hateful memes and how these assessments shape their intention to intervene pro-socially by reporting hateful content and anti-socially by sharing and liking hateful content. Furthermore, the article tests predictors of pro-social and anti-social reactions to hateful content on social media across gender, political interest, as well as legal and violent political activism intentions.
