På baggrund af tre repræsentative spørgeskemaundersøgelser undersøger vi, hvordan borgernes efterspørgsel på kritisk journalistik udviklede sig gennem coronakrisen, og hvem der særligt efterspurgte denne type journalistik. Vores resultater viser, at efterspørgslen på kritisk journalistik steg over tid, og at det særligt var oppositionens vælgere, der efterspurgte den. Med udgangspunkt i kvantitative komparative undersøgelser er formålet med denne artikel at undersøge folkelige holdninger til coronarelaterede spørgsmål i en demokratisk mikronation i rigsfællesskabet, Færøerne. Dernæst undersøger artiklen, hvilke demografiske individfaktorer kan være med til at forklare folkelig støtte til myndighedernes håndtering og villigheden at lade sig vaccinere. Artiklen konkluderer, at covid-19-pandemien overordnet har forenet den færøske befolkning på tværs af partipolitiske, ideologiske og andre demografiske skillelinjer. Gennem frisættelse fra regler og et større handlerum for offentligt ansatte skal der udvikles nye måder at styre den offentlige sektor på. Artiklen undersøger, hvilke styringsproblemer som findes i de tre kommuner. Det analyseres, hvor store og ensartede problemerne vurderes at være, og om der er mønstre i problemerne. På den baggrund diskuterer artiklen, om de styringsredskaber, der er indeholdt i velfærdsaftalerne, er oplagte løsninger på styringsproblemerne. Drawing on qualitative as well as quantitative data, this article outlines the character and perceived effects of new welfare solutions among vulnerable citizens, as well as a number of preceding, organizational changes in the administrative machinery of the public sector. The analysis starts from the trifecta of rule exemptions, employee motivation and managerial focus, and shows – based on repeated survey data and qualitative interviews – how each of the three has materialized in this “debureaucratization success”. Furthermore, we discuss the relation between the three components. We argue that rule exemptions are significant as a launch-pad for changing how social work is done locally, via unleashing managerial focus and employee motivation. Government upon government has launched its own version of a world where local governments achieved more self-governance. This essay takes stock of the experience with free commune experiments in the Nordic countries. It concludes, not without a certain regret, that local governments are able to manage their own affairs, but they are not allowed to do it. Denne artikel undersøger, hvordan styringslaboratorier forankres i offentlige bureaukratier. Teoretisk udvikles en forståelse af offentlige styringslaboratoriers særlige karakter, værdiskabelse og iboende forankringsparadoks. Igennem et eksplorativt casestudie af tre kommunale styringslaboratorier udledes fire væsensforskellige forankringsformer: plan-, proces-, platforms- og personforankring. Samlet kan de fire forankringsformer anvendes som analytisk optik i studiet af relationen mellem det offentlige bureaukrati og de eksperimenterende og innovative laboratorier. Due to weak organizational embedding, however, they rarely generate more than local and transient ideas for new solutions. This article examines how public sector innovation labs become embedded in public bureaucracies. It develops a theoretical perspective on the characteristics of public sector innovation labs, their specific form of value creation, and their inherent “embedment paradox”. Through an explorative case study of three municipal innovation labs, it induces four distinct forms of organizational embedding: plan, process, platform, and person embedment. The article contributes with a novel analytical perspective on the relation between public bureaucracies and public sector innovation labs.
