However, the experience of their application and effective use is insufficient in comparison with developed countries, so to ensure sustainable development of society, it is necessary to thoroughly and comprehensively study the features of digital tools and their use in government and to objectively assess the prospects of digitalization in all spheres of life in modern Ukraine.Recent research and publications analysis. The issue of digitalization and the increasing use of digital technologies is present in the research of many specialists. The article aimed at substantiating the directions of intensification of the use of digital tools for ensuring sustainable development in Ukraine basing on the studies of features of the usage of digital tools, the analysis of its use in various fields at the present stage of the development of our state. Public finances, as a particular type of relations in the economic system, are aimed at ensuring the exercise of social interests. The search for strategic horizons able to ensure the success of managerial actions in the public finance sphere, the consolidation of strategic priorities for its development is crucial issues for the progress of the Ukrainian State on the path of progressive transformations.Recent research and publications analysis. Management of state finances is a subject of research of many scientists. In particular, R. Balakin, V. Kudriashov, S. Hasanov, O. Dluhopolskyi, T. Yefymenko, O. Kyrylenko, S. Klimova, H. Kotina, I. Malyi, O. Moldovan, and others dealt with these issues. The analysis of their publications allows us to define future ways for developing and reforming the system of state finances. At the same time, the concept of public finances versus state ones is much broader. Therefore, it requires a deeper and more detailed approach for substantiation of ways and strategies for improving the management of public finances in current conditions.Highlighting previously unsettled parts of the general problem. The article aims to substantiate the development of strategies for improving the management of public finances, taking into account modern challenges and development of the Ukrainian State, based on the research of peculiarities of the existing strategies for public finance management, analysis of the problems related to the distribution and redistribution of state funds. Tymoschuk, and others are devoted to the problem of forming of quality assessing system of administrative services. However, despite the focused attention of scientists to the process of forming a quality assessing system of administrative services, some unresolved aspects remains. Given the need for the development of small cities, the world practice has developed a number of concepts based not on increasing production capacity, but on the development of creative areas of the economy. Thus, the concept of a glocal city, or stimulation of glocalization processes, is quite effective for the development of such cities.Recent research and publications analysis. The very concept of “glocalization” dates back to its widespread use from the end of the twentieth century, its origins in the sociological research of R. Robertson and M. Epstein. In the meaning of this term, they invested such a combination of globalization and localization in which informal components (mentality, cultural traditions, features) are closely intertwined with communicative practices due to the existing globalization features. R. Robertson, studying the phenomenon of glocalization, argued that global trends and local features can harmoniously complement each other, although sometimes in confrontation.Highlighting previously unsettled parts of the general problem. Given the development trends of the modern world, we note that localization and globalization (which together are glocalization) and open network economy - the key vectors of development of countries, regions and territories. At the same time, the concept of a glocal city is little studied and insufficiently represented in the domestic science and practice of public administration.Paper main body. Globalization involves the use of modern information technology, which allows for much less resource to spread information far beyond the city, and therefore the use of elements of image marketing strategies of territories are also available and possible.It is with the choice of a creative trajectory of development that a small town has a real opportunity not only to become more attractive, but also to consolidate the efforts of the three sectors present in the area around a single concept. Finally, glocalization creates a reliable and adaptive platform for business development: a clear positioning and presence in the information field attracts investors, and the uniqueness of the proposed product determines the demand for it.Since the basis of glocalization is a combination of globalization and localization, the basic here is the reorientation towards the creative economy. Youth employment is very closely linked to the general employment situation. However, it has its own dimensions and problems that require specific measures. Domestic scholars, for instance, Yu. Palahniuk, O. Shtym, G. Koval, Y. Makogon paid considerable attention to the European experience of youth employment policy, and G. Koval, M. Karpulenko, Y. Hetmanenko studied the state youth policy in general. Highlighting previously unsettled parts of the general problem. The article analyzes the typical challenges of youth employment: unemployment, going abroad; an insufficient level of qualification and opportunities to involve young people through the cooperation of educational institutions and opportunities to involve young people in cooperation of educational institutions; non-formal education; participation in local community self-government. As a result of the research, it is proposed to develop an effective state youth policy in ensuring youth employment in small communities through the development of youth entrepreneurship; activation of youth and involvement in community activities, inclusion of youth in councils and committees. Therefore, the object of study is youth employment through the activities of young communities in Ukraine. Paper main body. In Ukraine, youth unemployment is associated primarily with underdevelopment and economic growth, trends in the international economy’s globalization. It is migration processes that strongly influence the situation on the world labor market because, during the growth of cross-border movements, more and more young people leave their homes in the hope of finding work, which leads to migration from rural areas to cities or other countries. This will have an impact on labor markets in their countries as well as abroad. The International Labor Organization estimates that about 85,3 million young women and men were unemployed worldwide in 2020, or 44 per cent of the world’s unemployed. Many more young people try to earn a living in the informal economy and often end up as unemployed, unskilled young people. To replace older ones, they hire even younger children for lower pay, thus greatly reducing the chances of providing education for both. It is estimated that 59 million young people between the ages of 15 and 17 are employed in unsafe jobs.Unemployment is one of the problems of young people in small communities of Ukraine, as 73% of young people do not see opportunities for even temporary employment due to lack of supply in the market, and 27% due to housekeeping.Traditionally, the lower unemployment rate in rural areas is due to participation in housekeeping. One of the cross-cutting lines of the current stage of public administration reform is the creation of a professional, efficient, effective, transparent and flexible system of executive authorities, which will be a prerequisite for the development of good governance in Ukraine. To do this, it is important to make the institutional capacity building (ICB) of such organizations. Institutional capacity is the ability of executive authorities to effectively achieve its goals, to maintain sustainable operation in the long run, to make high-quality public administration decisions with the broad involvement of beneficiaries and stakeholders.Recent research and publications analysis. Some aspects of the institutional capacity of public institutions have been the subject of domestic research by L. Kulish, O. Naumov, S. Brekhov, L. Naumova, O. Chemerys, M. Voinovskyi, N. Kolisnychenko, O. Ros, H. Shchedrova, K. Petrenko.Highlighting previously unsettled parts of the general problem. Despite a significant number of publications, the issue of the institutional capacity of the executive authorities still remains poorly explored in the science of public administration. Institutional capacity building instruments, one of which is an institutional audit, in particular, need to be further studied. The usage of institutional audit not only strengthens the institutional capacity of the executive authorities, but also forms the basis for the implementation of good governance approaches in the system of public administration. That is why the selected area of research is extremely important in modern conditions of public administration reform in Ukraine.Paper main body. The concept of audit at the present stage is no longer limited to financial control. The general audit methodology, which includes external assessment or self-assessment in accordance with established standards, establishing a certain current state of affairs, identifying opportunities for development and making recommendations, allows it to be adapted to all procedures, processes, operations and systems of any organization. But the purpose of the audit remains the same – to make sure that the functioning of the institution is carried out within a certain budget, goals, requirements or rules.The need to separate institutional audit from audit in public sector is due to current trends of the institutional capacity building of public institutions.To assist the executive authorities in the institutional capacity building, we use the institutional audit mechanism, by which we mean the instrument of public monitoring and control of institutional capacity of public institutions as the ability of these organizations to effectively achieve its mission and maintain long-term sustainability and quality of public services as a result of public administration functions performed by public institutions. Women's participation in politics is closing the gap that has so far prevented the formation of a truly democratic society and culture.
