Olbrycht","doi":"10.15584/polispol.2022.2.9","DOIUrl":"https://doi.org/10.15584/polispol.2022.2.9","url":null,"abstract":"The purpose of the research conducted for the purposes of this article was to evaluate the actions taken by the Polish authorities to combat attempts of mass, undocumented migration across the Polish-Belarusian border in August-December 2021 in the context of using the provisions of national and international law, including the protection of foreigners international. In the research process, the method of source analysis was used, and in it the technique of analyzing the content of Polish and international legal acts related to migration issues. The considerations focus in particular on the analysis of the Communication from the Commission to the European Parliament and the Council of 13 November 2020, which is the EU consumer program. The safety of consumers is related to guaranteeing them legal protection in the field of four basic levels: health, economic, information and education, and pursuing claims. The establishment of the European Administrative Space, as a general model of public administration aiming at similar or common administrative solutions, influenced the development of public administration and its organisational structures. In Poland, as in most European countries, the system of local government is based on the principle of dualism, i.e.: some local tasks are performed directly by the government administration subordinated to the relevant ministers, while the remaining tasks are performed by the local government representing the interests of a particular local community. The aim of the article is to discuss the issue of mutual cooperation between the government administration with representatives of local governments on the example of realization of investments. The aim of the article is to discuss the issue of mutual cooperation of the government administration with the representatives of local self-governments, on the example of implementation of investments of international and national importance, such as key linear road investments planned to be carried out, which run through the territory of Poland and to present the conflicts of interests of the local society with the global benefits of the state, which are often fundamentally different and not always properly understood. Delors Report, which assumes four pillars of knowledge. The mentioned and indicated pillars become a determinant for education in the information society.
