This research adopts a quantitative textual analysis method to collect relevant policies of Chinese first-tier cities from 2010 to 2021, and constructs a pilot analysis of smart city policies from supply-based, demand-based, and environmental perspectives by using Nvivo literature coding software. The results of the research show that local governments should strengthen the integration and sharing of information resources, improve the management of smart city industry chain, optimize the management mode, eliminate digital barriers, and realize the transformation from traditional management to smart management on the basis of strengthening information security measures. The education policies have also changed, as evident from several policy documents and guidelines. It is apparent that the education policies and practices are primarily influenced by Western thoughts and ideologies. This transpired from the country’s emerging engagements with the international actors and its resultant phenomenon of policy borrowing and emulations of best practices. While sharing educational philosophies and policies are pervasive, without careful attention to the critical ideas of contextualisation and appropriate recognition of local values, policy borrowing can be counterproductive to national aspirations. With the rapid socio-economic development in the country as it emerges as an active participant in global affairs, the Bhutanese youths are exposed to foreign influences and cultures. There is a potential risk of losing the country’s rich repository of value systems if the education policies are not adapted to re-emphasise on inculcation of core Bhutanese values in education systems. Given the education reform agenda espoused by His Majesty Jigme Khesar Namgyel Wangchuck, the 5th King of Bhutan, this paper reviews the national education policy documents with specific reference to the Quarterly Education Policy Guidelines from 1988 to 2020, which is considered an equivalent of policy directives in the absence of an Education Act. The paper populates on an apparent loss of the local values to the burgeoning Western models for educational efficiencies. It renews an emphasis on the traditional values in the education reform policies for Bhutan. The nominee Sino-enterprises contributed the upper Thailand longan supply chain in terms of promoting the production efficiency and advanced technology utilizing, however, they could also be a disruption in the supply chain while dealing with the future competitions and changing future labor structure of Thailand. The nominee Sino-enterprises have brought both positive and negative impacts to the supply chain, utilize the strengths and avoid the weaknesses of the longan supply chain in upper Thailand would be a strategy of the supply chain riding the waves of nominee Sino-enterprises have brought and filling in the cracks of the future challenges of the supply chain. However, the study aims to explore the contributing factors of inadequate sex education at schools in Bangladesh. The study reviewed a variety of secondary sources and literatures to understand the contributing factors of inadequate sex education and analyzes those data and literatures. Therefore, the study found that there is a lack of a comprehensive sex education policy and formal sex education is very limited in Bangladesh. Moreover, it also found that there are very few chapters about sex education in the biological book, but teachers feel uncomfortable teaching about these topics. Furthermore, the parents are not confident to talk with their children as they have insufficient knowledge about sex education topics. In addition, the cultural and religious barriers are also responsible for inadequate sex education due to the orthodox thoughts of the family and society. The paper recommends that there should have a comprehensive sex education policy, and curriculum. Moreover, the focus should be on the implementation of interventions for the teachers' training, parent’s session, & community engagement programs. Climate risk perception stresses risk identification while perceived vulnerability highlights risk management. Through literature review, the research proposes a measurement method for climate risk perception and perceived vulnerability of corporate management, constructs their influencing factors index system, and employs an online questionnaire to collect data for quantitative analysis. The study finds influencing factors of climate risk perception of managers include individual education level, environmental values, environmental concern, enterprise operation capability, and exposure to media. Contrary to research findings of objective vulnerability, objective adaptability of enterprises exerts no significant impact on enterprise vulnerability; whereas climate risk perception and perceived adaptability of managers impact on enterprise vulnerability negatively. To reduce the vulnerability of agricultural SMEs under climate change, this research urges to improve climate risk perception of managers by tailored climate information dissemination through diversified media channels and improve the efficiency of environmental laws and regulations. While existing literature expounds on the nature of infodemic phenomenon, recent curiosities lack the exploration of the contributing factors that led to the inability to recognize fake news on social media as it corresponds to the New Media Literacy (NML) levels. NML allows adaptation to technological advancement as it constantly evolves with great sophistication. Anchored from this gap, the study employs a quantitative research design where 385 respondents from Cebu City—a highly urbanized city in the Philippines—were asked to answer a three-part survey questionnaire. The findings purport that a high percentage of respondents can distinguish legitimate from fake news and take proactive measures in reporting or resharing the posts. Moreover, the study reveals that the respondents have high NML levels, particularly in functional prosuming and consuming aspects, which the study probed according to the demographic factors. The salient discussion then revolves around the low critical outcomes of prosuming and consuming NML aspects to push for educational policy formulation methods with interpretive social-scientific approaches. This reinforces the post-truth lens in expanding the fields of concerns arising from the infodemic phenomenon. Furthermore, recommendatory measures are provided in the Philippine educational system— that may be reintegrated into the dimensions of policy theories for educational policy evaluation to probe different areas of improvement in the Media and Information Literacy of the K-12 curriculum. The Universal Health Coverage (UHC) policy is recommended in achieving these SDGs. However, the existing literature on the implementation of public service contracting mechanism in the UHC policy mostly focused on the Anglophone countries or medical-based perspective. Little is known about the structure, management, and outcomes of UHC contracting in developing countries under the government tools perspective, especially in Southeast Asia. This paper thus adopts qualitative document research and applies Salamon’s government tools framework in assessing the implementation of public service contracting in the UHC policy in Indonesia, the Philippines, and Thailand. These countries were selected based on their relative similarities on the political regime, economic status, and the implementation of the UHC policy. The results suggest that while all countries demonstrate policy convergence on the use of multiple policy tools with public service contracting mechanism, which demonstrates the importance of the accountability structure in implementing UHC contract, different contexts in these countries also influence different UHC contracting structure, management, and outcomes. The results also provide supports and variations of the implementation of the POS contract against the previous observations. Key lessons learned for future public administration research and practice in UHC policy and government tools framework are also discussed. One of its sub pillars is to reflects on perceptions of the quality of public service and the quality of policy formulation as well as implementation and in the last three years; 2019 – 2021, ranked Malaysia at 37, 30 and 33 consecutively. Despite being the third highest country among her ASEAN counterparts, after Singapore and Brunei, the country is still ranked low in the political, regulatory and business environments indexes, consistently at number 40, 40 and 41, Hence, this paper is to explore the nature of problem framing process in designing policy within a Malaysian government institution through a hermeneutic phenomenological approach. Data of this paper is gathered qualitatively from one of the Malaysia’s public agencies through a series of in-depth interviews with its group of policy makers to showcase the lived experiences of policy makers in the process of designing and formulating policies. This paper is to illuminate the process of how a problem framing is done in a public agency in Malaysia by adopting a set of frame creation model designed by Dorst (2015), the key challenges faced by the policy makers and key recommendations to improve the design and process of policy making in the public sector to ensure better implementation. The research provides a set of structure the problem framing process of the agency. With the hopes to end the problem of illegal drugs in the Philippines, his administration launched a ground-breaking anti-drug campaign in the name of “oplan tokhang'' which enforces police forces to “knock and plead” to houses of alleged drug users and ask them to surrender. Sixteen million Filipinos saw him as an antidote and the messianic leader for the narco-state the Philippines has apparently spiraled into. This study aims to explore the legitimacy of Duterte’s policy on war on drugs and how it creates political polarization in society through the perceptions of the working class toward safety and order in the country. This phenomenological inquiry analyzes the accounts of the select Filipino working class (n=25) through semi-structured in-depth interviews. Based on the findings, Duterte’s tough-on-crime style of leadership has rather imparted fear and anxiety contrary to the goal of the penal populist policy to bring order and security to the country. It was also revealed that political polarization is present in the Philippines due to the implementation of the said policy, which chronically happens on social media platforms, specifically on Facebook where supporters and non-supporters often exchange heated arguments regarding “tokhang.” While it is true that the main essence of democracy is the free and continuous flow of opinion, political polarization has created a drastic problem that is harmful to a country like the Philippines. In doing so, the article also seeks to understand the relation between family support and the entrepreneurial intentions of women. Data was collected through a survey questionnaire of 498 women in Karachi, Pakistan, through the convenience sampling technique. The study applied structural equation modeling to analyze proposed hypotheses. It is argued that attitude, subjective norms, and work role identity positively influence the entrepreneurial intentions of women, while perceived behavioral control and opportunity identification have a smaller influence, and family role identity has a negative influence. Family support positively moderates the relationship between attitude, opportunity identification, work role identity, and entrepreneurial intent. These findings suggest more effective policies and programs promoting entrepreneurship are needed. Furthermore, the study incorporates the theory of planned behavior and several other variables to better understand the factors affecting the entrepreneurial intent of women, who have never been studied under this model.
