Z azjatyckiej części Rosji masowo emigrowali też przedstawiciele rodzimych mniejszości narodowych i etnicznych. Emigranci ci stworzyli szereg diaspor zamieszkujących strefy pograniczne z ZSRR. Władza radziecka traktowała te społeczności jako wrogie, a hermetyczny charakter sowieckiej granicy sprawiał, że kontakt pomiędzy diasporami a krajem pochodzenia był znikomy. Wraz z rozpadem ZSRR i otwarciem granic diaspory zaczęły odgrywać ważną rolę w tzw. odrodzeniu etnicznym mniejszości w Rosji. Inkorporacja dotychczas demonizowanych, nielojalnych i wrogich pogranicznych społeczności wymagała wprowadzenia nowych dyskursów i reprezentacji w lokalnych historiach publicznych. Na przykładzie buriackiej diaspory w Chinach artykuł pokazuje proces włączania diaspor w pole polityki etnicznej na Syberii i negocjowania ich statusu społecznego we współczesnej Rosji. The Border as a Resource, the Border as a Time Machine. Social Representations of Diasporas on the Sino-Russian Frontier These emigrants created a number of diasporas inhabiting the border zones with the USSR. The Soviet authorities treated these communities as hostile, and the hermetic nature of the Soviet border meant that contact between the diasporas and the country of origin was negligible. With thecollapse of the USSR and the opening of the borders of the diaspora, they began to play an essential role in the so-called ethnic revival of minorities in Russia. The incorporation of previously demonized, disloyal, and hostile frontier communities required the introduction of new discourses and representations in local public histories. This study aims to investigate the priorities and hardships of the diaspora education policies in Poland and Lithuania. The study applies the three-dimensional approach (Lesińska, Popyk 2021) to study diaspora policy and draws on qualitative research with the diaspora state institution representatives in the two countries. This paper compares the role of diaspora education policy in a broader policy context, alongside presenting the challenges, namely “socio-demographic”, “methodological”, “political” and “financial”, that state institutions face while ensuring education for the young members of diasporas. Celem artykułu jest zrozumienie form i zakresu wsparcia oferowanego jednostkom polonoznawczym oraz wyjaśnienie, dlaczego działania z zakresu dyplomacji publicznej adresowane są także do polskiej diaspory. Analiza opiera się na oficjalnych dokumentach dotyczących dyplomacji publicznej i polityki polonijnej, a także na wynikach badania empirycznego przeprowadzonego wśród przedstawicieli polskich instytucji odpowiedzialnych za promocję polskiego wizerunku za granicą oraz przedstawicieli jednostek polonoznawczych. Wnioski wskazują na heterogeniczność tych jednostek oraz różnice między wsparciem dla jednostek na Wschodzie i Zachodzie. W przypadku jednostek funkcjonujących w krajach byłego ZSRR wyraźnie dominuje polityka polonijna, która ma na celu podtrzymywanie związków miejscowych Polaków z Polską i polskością. Na Zachodzie wsparcie dla jednostek polonoznawczych wynika zarówno z polityki polonijnej, jak i dyplomacji publicznej. Poland’s support for Polish Studies units abroad – a tool of public diplomacy or diaspora policy? The paper analyses the Polish government’s actions to support Polish studies units abroad and examines the relationships between these units and institutions in Poland. It aims to understand the forms and scope of support offered to Polish studies units and to explain why public diplomacy actions also target the Polish diaspora. The analysis is based on official documents related to public diplomacy and Polish diaspora policy, as well as the results of an empirical study conducted among representatives of Polish institutions responsible for promoting the Polish image abroad and representatives of Polish studies units. The conclusions indicate the heterogeneity of these units and differences in support for units in the East and the West. In the case of units operating in former Soviet Union countries, Polish diaspora policy dominates, aiming to maintain connections between local Polish communities and Poland. MEG) in building relations with the Polish diaspora and maintaining Polish identity among Poles and people with Polish ancestry living abroad. Its main thesis is that the MEG, as a comparatively small institution, has a relatively large potential for shaping symbolic and identity ties with the Polish diaspora and could potentially be an important actor for activities undertaken in this sphere, implemented as part of a broadly defined policy with regard to and for Poles living abroad. The article consists of an introduction, three main sections and a conclusion. In the first section, we briefly define the diasporic policy in its subject and object dimensions, present selected concepts that typify this policy, and point out the role of culture and cultural institutions in building symbolic and identity ties with the diaspora. The second section was devoted to presenting the history, circumstances of the establishment and organizational basis of the Emigration Museum in Gdynia. The museum, although technically a self-government cultural institution, is the first and only museum in the country to show the history of emigration from Poland and Polish lands in a comprehensive way. Aby odpowiedzieć na tak postawione pytanie, poddano analizie dokumenty strategiczne wyznaczające kierunki polityki kulturalnej i polonijnej, przedstawiono strukturę pola obejmującego różne typy podmiotów zaangażowanych w promocję polskiej kultury oraz postulaty dotyczące roli, jaką winna pełnić diaspora – zarówno jako adresat, jak i „narzędzie” polityk publicznych. Usytuowanie podmiotów reprezentujących polską diasporę w polu organizacyjnym, wynikające z analizy dokumentów strategicznych, zestawiono z wynikami analizy dokumentacji konkursowej oraz beneficjentów programów rządowych wspierających działalność w tym obszarze w latach 2017–2022. Wnioski płynące z takiego zestawienia wskazują na ograniczone możliwości systemowego wspierania działań promocyjnych realizowanych przez organizacje imigranckie oraz twórców polskich mieszkających za granicą, pomimo dostrzegania potencjału diaspory w tym obszarze przez decydentów. Przedstawiciele diaspory sytuują się na peryferiach pola organizacyjnego obejmującego budowanie marki narodowej poprzez kulturę, a co za tym idzie – potencjał licznej i rozproszonej po całym świecie diaspory polskiej pozostaje wciąż niewykorzystany. The Place and Role of the Diaspora in the Promotion of Polish Culture in the Light of Public Policies The article is aimed at seeking an answer to the question about the place of Polish immigrant organizations centered around cultural activities, Polish artists residing abroad and the general immigrant community within the organizational field focused on the promotion of Polish culture abroad. To answer the question, the author analyses key documents underpinning cultural policy and policy towards diaspora, describes the structure of organizational field including various kind of organizations engaged in promotion of Polish culture abroad. The policy analysis covered the presentation of assumptions on the role the diaspora should play both – as an addressee and the “tool” of public policies. Findings on positioning of organizations representing Polish diaspora in organizational field stemming from the analysis of documents were confronted with the results of state programs analysis. The author focused on 15 state programs ran between 2017 and 2022 – their goals and beneficiaries. The study reveals that immigrant organizations and Polish artist residing abroad had limited access to structural support for their projects, despite policy makers’ positive evaluation of diaspora resources. Members of diaspora are positioned at the periphery of national branding organizational field. The paper collects statistical data from 2004, which allowed for the analysis of the existing trends in educational migration in Poland. The research on the largest group of foreign students – citizens of Ukraine – was reviewed, which resulted in identifying research gaps regarding student mobility in Poland, both in terms of demand and supply of educational migrations. Prawda, że w piaskownicy nie bawiliśmy się razem. Zresztą różnica wieku pomiędzy nami była wtedy większa niż dziś (sic!). W późniejszych latach jednak blisko współpracowaliśmy. Nawet poczuwam się do tego, że mogłem Jubilata zepchnąć na złą drogę. Obserwując mianowicie jego coraz głębsze wchodzenie w problematykę emigracji, zapytałem kiedyś, czy choć raz nie zająłby się czymś innym. Wiem, że w nauce trzeba być specjalistą – ale wiem też, że w historii świata jest dużo ciekawych rzeczy. Szczęśliwie dla siebie i świata Adam Walaszek poszedł jednak dalej swoją drogą. Ja zaś, myśląc o niej z okazji jubileuszu, zdałem sobie sprawę, przy jak różnych zagadnieniach, którymi się sam zajmowałem, sięgałem do jego dorobku. W humanistyce są dwa podstawowe podejścia (to mówię amatorsko, bez konsultacji z metodologami!). Jedno to przyglądanie się wybranemu, relatywnie ograniczonemu zagadnieniu, a drugie to szerokie podejście do dawnych i współczesnych dziejów. Walaszek badał migracje, przede wszystkim do USA, ja zaś skorzystałem na lekturze jego dorobku, gdy zajmowałem się migracją do Brazylii. Różnice sytuowania się obydwu grup na nowych miejscach były bardzo ciekawe. Do dorobku Walaszka zdarzyło mi się nawiązywać także przy refleksji, jaką prowadziłem nad połączeniem wątku narodowego i rewindykacji materialnych w ruchach społecznych. It analyses the activism of Polish women living abroad, as headteachers, teachers and parents at Saturday schools, and demonstrates that Polish migrants are not as socially passive as sometimes assumed. We define civil society as ‘a society of active citizens, associating together and working for the collective good’. Our study of seven schools suggests that the Covid-19 lockdown stimulated some schools to broaden their activities as civil society organisations. Although some local links were weakened, for example because Polish Clubs were shut, the schools’ online activities expanded: more networking took place between headteachers UK-wide, and the schools reached out to a range of Polish and non-Polish organisations: locally; elsewhere in the UK; in Poland; and in third countries. Within the schools, the pandemic represented an opportunity to teach children about their civic responsibilities and involve parents more directly in children’s education. Odwołania do teorii wymiany uogólnionej, przynależenia oraz uwarunkowań kulturowych są próbą wypełnienia powstałej luki. Na podstawie netnografii, wywiadów pogłębionych i analizy medialnych doniesień przeanalizowano działania charytatywne skierowane do społeczeństwa polskiego przed i w początkowej fazie pandemii. Skala i szeroki zasięg działań Wietnamczyków przynosił obopólne korzyści, również dla polskich polityków. Na poziomie wartości, dążenie do spłaty długu wdzięczności było jednym z czynników wpływających na decyzję o pomaganiu. Na poziomie instrumentalnym, oprócz partykularnych interesów budowania rozpoznawalności marki biznesowej, korzyścią motywującą do dalszych działań był między innymi pozytywny wizerunek społeczności w oczach polskiego społeczeństwa. Proaktywne odpowiedzi na realne zapotrzebowanie Polaków, konstruowanie wspólnej korzyści i dbałość o reputację stanowiły sposób manifestowania przynależenia w warunkach polskich.\u0000\u0000\u0000Vietnamese charitable work in Poland: gratitude and belonging\u0000\u0000Vietnamese charitable activity was only to a small extent taken up in world literature. It also did not attract the attention of Polish researchers. This paper attempts to fill the gap drawing on the theory of generalized exchange, belonging and cultural determinants. I analysed charity actions directed to Polish society before and in the initial phase of the pandemic based on netnography, in-depth interviews and analysis of media reports. The scale and wide range of Vietnamese actions brought mutual benefits profitable also for Polish politicians. At the value level, the desire to pay off the debt of gratitude was one of their incentives to help. At the instrumental level, beside individual interests to build business brand recognition, a positive image of the community in the eyes of Polish society was one of the benefits inspiring further actions.
