Był on omawiany w kontekście modernizacji Chin, II wojny chińsko-japońskiej oraz działalności Polonii szanghajskiej. A także podobnie jak dziś, był postrzegany jako jeden z symboli Państwa Środka. W pierwszym przypadku, redakcje czasopism podkreślały jego szczególną rolę polityczną, gospodarczą i kulturową w Państwie Środka. Dziennikarze zazwyczaj oceniali metropolię jako miasto wielu kultur, szans i kontrastów społecznych. W przypadku konfliktu chińsko-japońskiego los bombardowanego Szanghaju i jego mieszkańców w polskiej prasie stał się symbolem japońskich zbrodni. Dziennikarze przy tym chwalili również męstwo chińskich żołnierzy, którzy ofiarnie bronili miasta. Polskie czasopisma niewiele wspominały o Polonii szanghajskiej. Zazwyczaj były to jedyne krótkie notatki na ten temat albo pojedyncze wzmianki dodawane przy omawianiu innych zagadnień.\u0000\u0000\u0000“Chicago of the Far East”, “City of a Thousand and One Nights” or “Babylon of the East” – Shanghai and Shanghai Polish diaspora in the selected Polish interwar press in the 30s of the twentieth century”\u0000\u0000The aim of this article is to discuss how selected Polish magazines in the years 1931–1939, in the time between the new phase of the conflict between China and Japan and the outbreak of World War II, presented Shanghai. It was discussed in the context of: the modernization of China, the Second Sino-Japanese War and the activities of the Shanghai Polish Diaspora. And also, as today, it was perceived as one of the symbols of the Middle Kingdom. In the first case, the editors of the magazines emphasized his special role in the political, economic, and cultural situation in the Middle Kingdom. Journalists usually judged the metropolis as a city of many cultures, opportunities, and social contrasts. In the case of the Sino-Japanese conflict, the fate of the bombed Shanghai and its inhabitants became a symbol of Japanese atrocities and war crimes in the Polish press. Journalists also praised the bravery of Chinese soldiers who generously defended the city. Polish magazines did not mention much about the Shanghai Polonia. W Polsce stał się bardziej popularny w ciągu ostatniej dekady ze względu na procesy masowej imigracji. Większość prac dotyczy jednak zagadnienia na poziomie makro, traktuje o zmianach w krajowym programie nauczania, w szkołach i mówi o gotowości nauczycieli do pracy z klasami wielokulturowymi. Mniej badań koncentruje się na procesie adaptacji i socjalizacji dzieci z doświadczeniem migracyjnym. Ponadto większość istniejących prac dotyczy dorosłych. Tym samym nie oddaje się głosu dzieciom, których doświadczenia biograficzne również są ważne. Niniejszy artykuł przedstawia wyniki empirycznego badania jakościowego, opartego na podejściu skoncentrowanym na dziecku (child-centred approach). Pochodzą one z 20 częściowo ustrukturyzowanych wywiadów, przeprowadzonych z dziećmi-migrantami w Polsce. Analiza przedstawia główne aspekty postrzegania szkoły polskiej przez dzieci-migrantów dotyczące edukacji, socjalizacji oraz relacji z nauczycielami i rówieśnikami.\u0000\u0000\u0000Polish school in the eyes of migrant children. From socialization to multicultural education\u0000\u0000The topic of migrant children becomes more popular not only in the public discourse but also in academic research. In Poland, the topic of migrant children has become more popular over the past decade due to mass immigration. However, most of the work concentrates on the macro-level topics, such as changes to the national curriculum, schools and teachers’ preparation and willingness to work with multicultural classes. Less research has focused on the socialization of children with a migrant background. Moreover, most of the existing work deals with adult-centred research, thus ignoring the importance of giving a voice to children in assessing one’s biographical experiences. This article presents the results of the empirical qualitative research based on a child-centred approach. The results come from 20 semi-structured interviews with migrant children in Poland. Był to bowiem ostatni zeszyt wydany przez Profesor Dorotę Praszałowicz w roli redaktorki naczelnej: od bieżącego, pierwszego numeru za rok 2023 funkcję naczelnego przejmuje piszący te słowa. Tym samym niniejszy tekst wprowadzający jest też okazją do pewnych podsumowań, ale i do podziękowania Pani Profesor za wieloletnie (ponad 14 lat) kierowanie redakcją i wkład w rozwój naszego kwartalnika. Warto przypomnieć, że nasze czasopismo posiada piękną, bo blisko półwieczną tradycję. Początkowo (od 1975 roku) wydawane było przez Komitet Badania Problematyki Polonii Zagranicznej Polskiej Akademii Nauk pod nazwą Przegląd Polonijny. Dopiero w 2009 roku czasopismo zmieniło nazwę na Studia Migracyjne – Przegląd Polonijny, co odzwierciedlało przede wszystkim reorientację profilu czasopisma – oprócz tradycyjnych, historyczno-socjologicznych badań polonijnych, nacisk położono na współczesne studia migracyjne. Dorota Praszałowicz, przejmując funkcję redaktora naczelnego, pisała o tym we wprowadzającym tekście w zeszycie 1/2009: „rozszerzenie tytułu ma (...) uczynić go bardziej adekwatnym do merytorycznej zawartości pisma. (...) Jest to zaproszenie skierowane do badaczy współczesnych migracji, by (...) publikowali wyniki swych badań na naszych łamach” (Praszałowicz, 2009a: 5). Okres, w którym nastąpiła zmiana nazwy, ale i kierownictwa czasopisma, był szczególny. Łuczaj","doi":"10.4467/25444972smpp.22.006.15621","DOIUrl":"https://doi.org/10.4467/25444972smpp.22.006.15621","url":null,"abstract":"W Polsce przypada średnio 2,4 lekarza w przeliczeniu na tysiąc mieszkańców (Eurostat 2020) i tym samym Polska zajmuje ostatnie miejsce w Unii Europejskiej pod względem liczby lekarzy (OECD 2019). Podobnie niekorzystnie wyglądają dane dotyczące liczby pielęgniarek i położnych. Problem ten wydaje się wyjątkowo palący w kontekście trwającego kryzysu epidemiologicznego COVID-19, który dodatkowo obnażył braki kadrowe w polskiej ochronie zdrowia i niejako „zmusił” władze do podjęcia działań mających na celu zapełnienie tych luk z pomocą medyków obcokrajowców. Działania te mogą budzić sprzeczne emocje, ponieważ będąc pracownikami ściśle poszukiwanymi na rynku pracy, medycy z zagranicy są jednocześnie imigrantami, a stosunek do przybyszów polaryzuje obecnie polskie społeczeństwo. Celem niniejszego artykułu jest analiza przedstawień medialnych wysoko wykwalifikowanych migrantów, wykonujących zawody lekarskie lub pielęgniarskie, którzy zdecydowali się mieszkać i pracować w Polsce. Praca odpowiada na pytania, w jaki sposób przekazy medialne z polskiej prasy tworzą obraz tych grup oraz jakie czynniki na niego wpływają. Na podstawie przeprowadzonych badań można stwierdzić, że wizerunek medyka pochodzącego z zagranicy nie został utrwalony w polskich mediach, choć wraz z wybuchem epidemii COVID-19 nastąpił wzrost zainteresowania tym zagadnieniem. Problematyka migracji pracowników sektora medycznego jest rozpatrywana głównie w kontekście niedoborów kadrowych w systemie ochrony zdrowia, a opisom zazwyczaj nie towarzyszą silne emocje dotyczące migrantów.\u0000\u0000\u0000Abstract\u0000\u0000In Poland, on average, there are 2.4 doctors per 1,000 population (Eurostat 2020), and thus Poland ranks last in the European Union in terms of the number of doctors per capita (OECD 2019). The data on the number of nurses and midwives look similarly unfavourable. This problem seems to be highly pressing in the context of the ongoing COVID-19 epidemiological crisis, which additionally exposed staff shortages in Polish health care and somehow “forced” the authorities to take action to fill these gaps with the help of foreign medics. The emergence of such a category of migrants may arouse contradictory emotions as, despite the obvious need to employ them, the attitude towards newcomers currently polarises Polish society. The aim of this article is to analyse the media representations of highly qualified migrant medics (doctors and nurses) who decided to live and work in Poland. The article explains how the media coverage creates the image of various groups of highly qualified medical migrants in Poland and what factors influence this image. The analysis results show that the image of foreign doctors has not yet been sufficiently recorded in the media, but with the outbreak of the COVID-19 epidemic there has been a growing interest in this issue. {"title":"The spatial distribution of economic immigrants from Ukraine and Belarus and the socio-economic development of Polish counties","authors":"Dorota Kałuża-Kopias","doi":"10.4467/25444972smpp.23.003.17650","DOIUrl":"https://doi.org/10.4467/25444972smpp.23.003.17650","url":null,"abstract":"Following its accession to the EU and the progressing relaxation of the legislation on employment of foreign workers, Poland started to attract more and more job seekers from other countries, mainly from Ukraine, who saw opportunities in its expanding labour market, increasing demand for workers, falling unemployment and rising wages. The inflow of workers from countries east of Poland has benefitted its economy in many ways, including the narrowing of the demographic gap and increased funding for the national budget and the Social Insurance Institution (ZUS).\u0000\u0000This study was undertaken to determine the types of factors causing Ukrainian and Belarusian nationals seeking employment in Poland to prefer one Polish county over the others and to assess their role. Nie dotyczy ona jednak rozważań na temat treści w niej zawartych, ale luk, paradoksów i etapów jej konstytuowania. W artykule postawiono tezę głoszącą, że polska polityka migracyjna tworzona „od góry” jest pełna paradoksów, co czyni ją wewnętrznie niespójną. Z jednej strony, ekonomiczna logika rynku nakazuje otwartość polityki na cudzoziemców, podczas gdy logika polityki skłania ku zamknięciu. W zaproponowanych w artykule fazach cyklu tworzenia polityki migracyjnej nie możemy wyjść poza drugi etap. „Polityka na papierze” jest naszą domeną. Z uwagi na ciągłe jej zmiany nie możemy przejść do fazy wdrażania i oceny. Niniejszy tekst powstał na podstawie metod charakterystycznych dla nauk o polityce i administracji (instytucjonalnej, systemowej, decyzyjnej) i nauk prawnych (prawno-dogmatyczna).\u0000\u0000\u0000Abstract\u0000\u0000The aim of this article is to analyse the Polish migration policy. However, it is not about the content of the policy but about the gaps, paradoxes and stages of its creation. The thesis of the article is that the Polish migration policy created “from above” is full of paradoxes, which makes it internally incoherent. On the one hand, the economic logic of the market dictates that the policy should be open to foreigners, while the logic of the policy tends to be closed. In the phases of the migration policy-making cycle proposed in the article we cannot go beyond the second phase. “Policy on paper” is our domain. As it is constantly changing, we cannot move to the implementation and evaluation phase. They are often considered as one of the key and at the same time most secretive forms of securitization and criminalization of foreigners. With panoptical practices of (in)direct observation and robust electronic surveillance the centres are tasked with containing and producing a (self)disciplined, knowable, governable and deportable immigrant, who can be swiftly expelled from the Polish territory. Building on ethnographic research, including interviews and photographic material, this article explores specific practices and technologies of surveillance in Polish detention centres by describing and discussing how they are deployed by detention personnel. It overviews different types of direct surveillance (e.g direct observation, counting, inspection), at the same time discussing the role of monitoring technologies, which have significantly influenced the practices and spaces of detention. {"title":"‘External Limbo’ – ‘Internal Limbo’. On the Detention of Immigrants in Polish Guarded Centres for Foreigners","authors":"Agnieszka Chwieduk","doi":"10.4467/25444972smpp.22.038.17211","DOIUrl":"https://doi.org/10.4467/25444972smpp.22.038.17211","url":null,"abstract":"For immigrants, a disruption of their migration biography as a result of detention, waiting to be granted the status of a refugee/asylum seeker, is tantamount to being in a state of suspension. Relevant literature often metaphorically refers to this situation as a state of ‘limbo’. In my article, I refer it to the institutional dimension of the total reality of the Guarded Centres for Foreigners (GCFs), calling it an ‘external limbo’ in which the individual is reduced to the rules of the controlling system. This situation evokes a state of alienation in the subject (immigrant in the role of a subordinate), who is strictly dependant on the officers (personnel) supervising their functioning. In effect, such conditions lead to different adaptation attitudes of the people detained in the GCFs, but above all, they do not promote their mental well-being. I call this last dimension of one’s stay at the GCF an ‘internal limbo’.\u0000\u0000My reflections are concentrated on an analysis of official documents describing events concerning a young Woman detained in one of the six GCFs in Poland. I treat this material as an exploratoryexplanative case study on the topic of the attitude of detention institutions to persons ‘in a mental/ emotional crisis’ and I ask about the ‘external limbo’ as understood in psychiatric anthropology, focusing on sociocultural conditions legitimising institutional use of disciplining practices in relation to the people the personnel of GCFs consider as ‘raising concern’. In my interpretation, I refer to the context of the functioning of the guarded centres as a total institution and the ‘economies of morality’ that are disclosed there. The article has been divided into two parts. The first one contains characteristics of the detention of foreigners in the Polish context: directions of migration flows resulting from the location of our country, as well as the whereabouts and profiles of the centres administered by the Border Guard. Part two familiarises the reader with the specific nature of our detention study project: its conceptual apparatus, the adopted research paradigms, the applied methodology, and the challenges related to our exploratory efforts being performed in a very specific place – the guarded centres for foreigners.
