The study of nations’ history of sports and sports policies can yield insights into important aspects of foreign political regimes and their evolution. The GDR was a notable example of a country that, in line with the state ideology, systemically and effectively leveraged sports in domestic and foreign policy. This article examines the role of Walter Ulbricht, the leader of East Germany, in the sphere of physical education and sports from late 1940s to early 1970s. Through analysis of party and state documents and sports officials' memoirs, the authors explore Ulbricht's ideological principles and personal motives as well as his influence on the decision-making in the sports policy. We point out how his efforts in the sphere of physical education and sports contributed to his image of a “model teacher and friend of German sportspeople” We arrive at a conclusion that Ulbricht managed to build a well-functioning system geared towards the development of high-performance sports. On the one hand, this system raised the GDR to the status of a sporting superpower. On the other hand, the focus on elite sports resulted in a lack of resources for the development of mass sports (physical education). This contradicted the original intent of Ulbricht who, in keeping with the tenets of Marxism-Leninism, sought to make physical education an essential part of producing well-rounded socialist personalities.","PeriodicalId":399625,"journal":{"name":"Izvestiya of Altai State University","volume":"4 1","pages":""},"PeriodicalIF":0.0,"publicationDate":"2023-07-11","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"139360432","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Unlike the inner Russian provinces, the western provinces were multinational and polyconfessional, despite the fact that Russian nationalists considered them to be native Russian lands. On the territory of the western provinces, mass protest movements took place, combining ethnic, religious and social conflicts, often leading to outbreaks of terrorism. The lands that were part of the Commonwealth in the historical past were perceived as a kind of transit zone between Russia and the Kingdom of Poland (Vistula provinces), and their integration into the Russian Empire was not completed. Numerous revolutionary, anti-revolutionary and counter-revolutionary movements with the participation of many political parties and movements of various kinds had a strong influence on the socio-political development of nine provinces. Attempts by the central and local authorities to suppress conflicts by various methods and the scale of manifestations of violence were inherent in the outskirts of the Empire during the revolution, as a result of which features of originality appeared in the western provinces. In addition, historical parallels can be drawn with regional outbreaks of violence during the French Revolution. The author offers the opportunity to compare the western provinces as the \"Black Hundred Vendee\" of the period of the revolution of 19051907. on the types of conflicts and the level of violence with the south of France (Midi) of the French Revolution and compare the social, ethnic and religious conflicts of the western provinces of the period of the revolution of 1905-1907. with the events in the Austrian Empire during the revolutionary period of 1848-1849.","PeriodicalId":399625,"journal":{"name":"Izvestiya of Altai State University","volume":"57 1","pages":""},"PeriodicalIF":0.0,"publicationDate":"2023-07-11","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"139360492","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

In the mythology of the Bashkirs, Humay acts as a mythical swan bird, the mistress of the bird kingdom, possessing the gift of reincarnation. Humay-swan is a divine bird. She is not only the daughter of the Sun and the solar deity Samrau, but she herself is the incarnation of the Sun. As the wife of the the hero-ancestor and the god-demiurge Ural-batyr, Humay gives him the heavenly horse Akbuzat and the magic damask sword. She participates in the creation of nature and fauna of the Southern Urals and fights demonic forces. In mythology, Humay is recognized as the foremother of the Bashkirs. In the oral literature of the Bashkirs, remnants of reasoning about the Humay bird as a benefactor of people are found. As a mother-goddess, Humay patronizes the creation and preservation of family relationships, the fertility of women, and is the intercessor of women in childbirth. In the folk art of the Bashkirs, she acts as the patroness of heroes, the giver of happiness and wealth, and can also regenerate a person in a new quality. The image of the female deity Humay / Umay is found in the mythology of a wide range of peoples of the world.","PeriodicalId":399625,"journal":{"name":"Izvestiya of Altai State University","volume":"61 1","pages":""},"PeriodicalIF":0.0,"publicationDate":"2023-07-11","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"139360542","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Lloyd George to promote it on the eve and during the Genoa Conference of 1922. The Conference was one of the key events of European diplomacy between the two world wars. In 1922, thirty four nations met to restore peace between victors and vanquished, reestablish ties between Soviet Russia and the West, and promote the economic reconstruction in Europe. The relevance of the problem under study is due to the controversial assessments of the Genoa Conference in modern foreign and domestic historiography. Considering the content of these discussions, the authors of the articles proceed from the fact that Lloyd George proposed to hold a major economic and political conference to re-energise the European economy and revive the flagging fortunes of his coalition government. He believed that if Russia was opened to world trade, this would enable Germany to prosper and pay reparations to Britain and France, who could then repay their American war debts. Germany's agreement with the new principles of relations with the winners would abate France’s security fears, thus contributing to the stabilization of the Versailles world order. However, the British program was not implemented, because Soviet Russia and Germany concluded the Treaty of Rapallo. Analyzing the reasons for the failure of D. Lloyd George, the authors come to the conclusion that they stem from the basic contradiction between the large-scale plan and the diplomatic miscalculations made by the British delegation on the eve and during the conference.","PeriodicalId":399625,"journal":{"name":"Izvestiya of Altai State University","volume":"88 1","pages":""},"PeriodicalIF":0.0,"publicationDate":"2023-07-11","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"139360569","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

As on 2021 the information on 1318 such sculptures in the three-volume illustrated catalog under the name \"Culture of the Deer Stones of Mongolia and Neighboring Regions\" is published. A significant number of \"deer\" stones have been found in the Khangai Mountains, which are located in Central Mongolia. However, no solid surveys have been specifically conducted in this region yet, and there are prospects for new discoveries. This article discusses the process of identifying and studying the \"deer\" stones, taking into account the contributions of many scientists. This analysis is important for further research. An example of such scientific work is a modern monograph by J. Bayarsaikhan \"Deer stones of Northern Mongolia,\" in which the 193 \"deer\" stones found in Khubsugul aimak are analyzed in detail. To study more than 500 \"deer\" stones found in Central Mongolia, it is necessary to involve digital methods and technologies, which provide an objective level of analysis of the captured images. The practice of interdisciplinary approach will increase our knowledge about the culture of ancient nomads of Inner Asia.","PeriodicalId":399625,"journal":{"name":"Izvestiya of Altai State University","volume":"56 1","pages":""},"PeriodicalIF":0.0,"publicationDate":"2023-07-11","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"139360479","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Specifically, the authors focus on the two Cold War conflicts that are commemorated on the National Mall in Washington, D.C. — the Korean War (1950-1953) and the Vietnam War (19641975). The Vietnam Veterans Memorial (1982) and the Korean War Veterans Memorial (1995) are among the monumental objects that commemorate these conflicts, along with the Three Soldiers Monument (1984) and the Vietnam Women's Memorial (1993), which were later added to the Vietnam Veterans Memorial. To examine the evolution and specific characteristics of the American \"monumental\" policy regarding the history of the Cold War, the authors employed various sources, including artifacts of \"monumental\" policy such as monuments, memorial complexes, and architectural structures; official documents on monumental projects; official websites of memorials and their funds; materials on planning, construction, and preservation of memorials; memoirs and interviews of architects; articles in the media; opinion polls; reviews from visitors to monumental objects. By tracing the history of the creation of these monumental objects, the authors aim to evaluate the degree of influence of civil society on official memory politics and to understand how assessments of Cold War conflicts have evolved in the United States.","PeriodicalId":399625,"journal":{"name":"Izvestiya of Altai State University","volume":"24 1","pages":""},"PeriodicalIF":0.0,"publicationDate":"2023-07-11","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"139360625","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

It has been established that burials of this type are rare for the community under consideration (15 out of 180 objects). At the same time, the indicated tradition of ritual practice can be traced throughout the existence of culture. Paired and collective burials were found at six burial grounds. Mostly in such objects, the skeletons of adults (more often women) were found together with children (7 cases), as well as graves with only adults (6 objects). In addition, there are two burials of several children each. It is noted that the funeral rite, recorded in collective burials according to the main indicators, does not differ from the ritual practice of the Bystryanskaya culture. In the complexes of the population of the northern foothills of the Altai of the Scythian-Saka period, objects of the type under consideration are found somewhat more often in comparison with the neighboring Staro-Aley culture and less often than in the Pazyryk community. An assumption is made that the appearance of collective burials is not due to foreign cultural influence, but is associated with other reasons. Family ties of people buried in the same grave are not excluded.","PeriodicalId":399625,"journal":{"name":"Izvestiya of Altai State University","volume":"119 1","pages":""},"PeriodicalIF":0.0,"publicationDate":"2023-07-11","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"139360493","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

According to many experts, government officials and ordinary citizens, Barnaul was lucky that in the difficult period for the whole country in the 90s and early 2000s, V.N. was at the head of the city management team. Bavarin was a professional, demanding and energetic leader. And his authority, organizational talent, charisma, philanthropy and spiritual qualities contributed to the success of all his activities and relationships both in the team he led, and in effective interaction with representatives of the local community and ordinary citizens. Many events in the socio-economic and political life of Barnaul and the Altai Territory are connected with V.N. Bavarin , and this period is called a whole historical era by many experts. Yadrintsev, presented in the journal \"Delo\" in the 1870s. Guided by the methodology of \"new cultural and intellectual history\", the authors showed that the cooperation of N.M. Yadrintsev with the democratic journal \"Delo\" resulted in the development and systematization of several narratives: abolition of exile as punishment, prison studies and educational policy of tsarism. The authors established that the problems of exile and prison were not at all the only topics that the Siberian public figure developed in the pages of \"Delo\" journal. The authors revealed that in the second half of the 1870s N.M. Yadrintsev also developed the issue of educational policy as part of his collaboration with the central periodical. The provincial thinker, within the framework of these publications, convincingly showed that the desire for education in Siberia was constantly growing, and as the number of secondary educational institutions increased, so did the number of Siberians striving for a university education. In the concept of regionalists, the university in general was perceived as a rallying body for the forces of the region, the development of civil liberty in it and the formation of the local intelligentsia.
