Which influences drive this statistic? Solely criminality? Perhaps political stonewalling? Commutation is a small, powerful procedural variable in criminal justice. In attempting to understand the flow of the commutation process, applicant demographics were analyzed using statistical techniques. The results bear out a strong correlation between recidivism and referral of recommendations for commutation to the governor. Parole board behaviors may underscore larger penological or criminological problems. It creates a mutual impact on tourists and the host community by bringing together people of different races, languages, and beliefs. Global tourism leads to a beneficial economic impact on the host country and it also increases the socio-cultural exchange between the host and tourist countries. In this respect, the current paper presents the analysis of tourism as a socio-cultural phenomenon. It presents a critical analysis of earlier findings on the evolution of tourism as a concept and sheds light on cultural and social factors leading to tourism in its present state as well as its social and cultural impacts, positive and negative. {"title":"Between the Devil and Lying Angels: An Invitation for a New Perspective on State Interference in Local Government Fiscal Autonomy in Nigeria","authors":"C. The literature on the subject appears to zero down the issue of Local Government fiscal autonomy to a political ‘devil’. The position of existing scholarship on the subject concludes that by taking advantage of Sections 7 and 162 of the 1999 Constitution of Nigeria, it is common practice for the State Governors to usurp the autonomy of the Local Governments. The Governors are also accused of using the Joint Account framework to control the statutory allocations of the Local Governments. Hence, Local Governments in Nigeria lacks fiscal autonomy which is one of the main principles of the three tiers of government structure. However, the underlying politics that has played out in the Fourth Republic in Nigeria reveals that this historical and legalistic perception does not provide a complete explanation of the problem. This is because the literature does not consider the role of the political elite at the Local Government level in sustaining the shrewd nature of State and Local Governments interaction in Nigeria’s Federal structure, rather the existing literature focused entirely on the governor as a ‘devil’ and ignores the role of the political class at the grassroots level as “lying angels”. This paper is therefore an invitation for a deeper theoretical deconstruction of this phenomenon to stimulate an encompassing and interesting perceptive on what we conceptualize as State-Local Government Interactions in Nigeria (SLIN). Our primary objective is to draw attention to the role of the personalities of the political class at the grassroots level which makes up the highest cadre of the hierarchy in the Local Government in shaping SLIN. However, the support team became frightening, worrying because the actions of some supporters ignored cohesiveness. The supporting cohesion role is an inherent part of the entertainment side of a soccer match. The purpose of this study is to describe the dynamics of organizing Aremania cohesiveness. The research questions are as follows: <br><br>1) what aspects of Aremania cohesiveness are regulated, <br><br>2) the extent to which Aremania cohesiveness has been regulated, <br><br>3)how to strengthen Aremania cohesiveness is regulated. <br><br>The qualitative approach chosen in this study, the type of research model, the study of phenomenology. Data collection was carried out using participant observation and in-depth structured interviews. Data validity test uses data triangulation which is divided into three namely technique, time and source. Field data were analyzed using the interactive model of Miles and Huberman. The research location is Bandungrejosari Subdistrict, Sukun Regency, Malang City. The results of the study, the cohesiveness of Aremania governed aspects of personality, interpersonal aspects and aspects of group performance. Aremania consistently transmits social cohesiveness, within groups, communities and regions. Cohesiveness through personality composition, interpersonal cohesiveness and the performance of the Aremania group. Aremana's individual diversity forms a personality composition within the team's cohesiveness and group performance. The independence of the countermeasures with the state's ability to make and prepare its own defense equipment needs without guaranteeing defense equipment products from other countries. In order to discuss the problem of efforts to increase the capability of the national shipyard industry, theories that support the strategy theory, the theory of capacity building and the theory of policy implementation are used. The method used in qualitative analysis is qualitative analysis, namely the existing phenomena regarding the national shipbuilding industry and qualitatively explains the data obtained from literature studies to gain an understanding of the strategies for dealing with them. The results of the analysis found that to ensure the implementation of policies to increase the capacity of the national ship industry, the formulation of defense policies needs to be guided by the principles, namely: integrated between all existing national resources (integrative), interactive communication between related entities (interactive), commitment a special transparency system in order to avoid leakage (transparency), requires an entity as the driver's authority to regulate authority (control), a special system to measure the performance accountability that has been implemented (accountability). {"title":"Does Political Risk Lower Bilateral Trade Flow? The main purpose of this research paper is to examine the impact of disaggregated political risk in lowering the bilateral trade flow of Thailand, a prominent member of ASEAN, vis-a-vis her 132 trading partners.<br><br>Design/methodology/approach – Using panel data of Thailand with her partner countries for the period 1984–2015, this paper uses four different panel specifications named pooled ordinary least squares and random-effects estimations (estimated generalized least squares estimation) of three types by controlling for cross-sectional heteroscedasticity, time-wise heteroscedasticity, and contemporaneous correlation.<br><br>Findings – Holding other gravity-based determinants constant, for one unit increase in the ranking of indicator of the military in politics at home and abroad, trade flow decreases by 5–9% of the total trade flow of Thailand per year. For other types of political risks like government instability at home and abroad, difficulties in investment profile at home and abroad, and internal and external conflict at home and abroad, the decrease is also substantial and most statistically significant. The magnitude of loss due to the military channel at home and abroad can amount to US$9.38–US$16.88 bn per year for Thailand, after controlling for other gravity variables.<br><br>Research limitations/implications – The reasons for risk originating from different political channels could be explored at the regional or global level to understand their global and local dimensions. Practical implications – Policymakers should attempt to resolve the political risks at home and abroad in an amicable manner, through dialogue, so that bilateral trade flow is not inhibited.<br><br>Social implications – By taking economic reforms only, the trading problem cannot be resolved until and unless Thailand involves her society, politics, and administrative mechanisms in a conducive manner to facilitate her trade. This study aims to find out the effectiveness of the strategic management and leadership style on performance of local hotel operator in managing hotel unit business in Ubud, Bali Indonesia. This was a qualitative research. This approach was applied to gain a more depth data through in-depth interview, library research, and observation. The data was presented in the form of performance table which describe the leadership effectivity and strategy.
