{"title":"CONDITIONS AND FACTORS OF EFFECTIVE USE OF LOCAL BUDGET FUNDS DURING THE REFORM OF FINANCIAL DECENTRALIZATION","authors":"Liudmyla Denishchenko","doi":"10.32782/2415-8801/2021-3.3","DOIUrl":"https://doi.org/10.32782/2415-8801/2021-3.3","url":null,"abstract":"The implementation of the financial decentralization reform in Ukraine, which is the most important component of the general reform of local self-government in Ukraine for seven years, already has the first results and materials for research and conclusions. The state has proposed stages of reform and further activities of local governments. The government ensures the declared national expenditures delegated to local councils and recognizes the significant degree of their independence in planning, creating and implementing their budget plans. However, at the local level there are a number of problems that lead to inefficiency or inexpediency of costly financial activities.\u0000The article considers the most significant, effective and universal conditions and factors for improving the efficiency of spending financial resources of local budgets in the implementation of local government reform in Ukraine. The reasons for the need to implement the reform of financial decentralization and the problems it should solve are presented. Among the described bases of increase of efficiency of use of means – legislative, organizational, resource. Their definition was made possible by studying the results of community spending management during the first years of the reform. Most of them have an organizational character, i.e. one that is possible for the community to implement as a cohesive social body at the local level, have a low level of costs or opportunities for external financing or co-financing. Factors of its implementation, author’s comments and evaluation of efficiency are provided to each defined condition.\u0000The most important among the basics of effective spending of local budgets are: the availability of necessary and quality legislation, preparation and use of motivated staff of local governments, creation and implementation of social dialogue in the community, comprehensive control and analysis of public spending, determining responsibility for job responsibilities relevant employees, use of foreign experience and best financial practices of Ukrainian communities, use of energy-saving technologies, optimization of local government maintenance costs.\u0000Each of the presented bases has the described factors of their implementation which are described in article. The concept apparatus of the category \"intellectual capital\" is analyzed. Appointed to understand the holdings as tangible and intangible resources, which cannot be liquidity and formal registration of power. It is suggested to look at the structure of the intellectual capital of business in terms of specific elements, among them: human assets, market assets and assets, as well as structural assets and assets. In the following, a scheme for the formation and investment of intellectual capital of business is presented. It is proposed to attribute the efficiency of investment to intellectual capital in terms of commercialization of created innovative products, or additional income, taken away by the company after the implementation of projects for a variety of developments. The article defines that the effectiveness of intellectual capital investments cannot be considered only from the point of view of the obtained financial return due to the heterogeneity of its structure, therefore, an additional set of criteria for evaluating the effectiveness of intellectual capital management of the enterprise is highlighted, since the level of effectiveness of intellectual capital management will definitely affect the quality of innovative development of the enterprise. {"title":"ESTIMATION OF ECONOMIC EFFICIENCY FROM THE IMPLEMENTATION OF MARKETING TESTING MECHANISM OF MARKET PROSPECTS OF PRODUCT INNOVATIONS ON THE INDUSTRIAL ENTERPRISE","authors":"Yeugene Nagornyi, Svitlana Berezova","doi":"10.32782/2415-8801/2021-5.12","DOIUrl":"https://doi.org/10.32782/2415-8801/2021-5.12","url":null,"abstract":"The market success of commercialized product innovations depends on a wide range of factors: starting from how the development process was performed in the enterprise and ending with the implemented approach to an objective assessment of their commercial prospects (both during development and before they launched on the market).Assessment of market prospects for product innovations can be carried out by various methods and tools, including through the procedure of marketing testing, which in turn requires allocating a set resources of the enterprise (human, monetary, time, etc.). Sometimes significant resource costs call into question the feasibility of the procedure of assessing the market prospects of product innovations, i.e. determining its economic efficiency. The research results demonstrate that the choice of market-successful product innovation through the procedure of marketing testing is not yet a sign of profitability in general for the company. Since a large profit from the commercialization of successful product innovation may not be enough to cover all the costs of the procedure of the marketing testing, which is why the company can receive significant losses, even when a successful product innovation was introduced on the market. This is what determines the relevance of determining the economic efficiency of the implementation of the procedure of marketing testing of market prospects of the developed product innovations. The article describes the methodology to estimate the economic efficiency of the introduction of the marketing testing mechanism of market prospects of product innovations in the industrial enterprises. The assessment of economic efficiency was carried out by comparing the profits (losses) from the commercialization of product innovations without the use and using the testing procedure, taking into account the costs of its implementation. The results proved to be cost-effective for both product innovations that were predicted to succeed, leading to additional profits, and for product innovations that failed in the market, leading to a reduction in losses, even taking into account the cost of the testing procedure itself. In general, it is proved that the introduction of marketing testing at the stages of the innovative lifecycle provides a fundamental opportunity for the innovator to make a grounded decision about the readiness of its product innovations for commercialization by assessing their market prospects. Food security is the basis of national security of any state and is a leading component of its economic security and national sovereignty. For Ukraine, in the conditions of war, food security is one of the main conditions for preserving the independence of the state. The assessment of the current state of global food security was carried out using the Global Food Security Index. This universal index is a dynamic quantitative-qualitative model that provides in-depth analysis in different countries of the world. All the qualitative and quantitative factors of food security, with the help of which the universal global index is calculated, can be classified into four groups. Each group has its own value and evaluation indicators. The information of international rating agencies and organizations on the problems of identifying, assessing and forecasting threats in the food sector for 2022 has been systematized and analyzed. A number of factors that have influenced the decline in the overall food security situation both globally and in Ukraine have been identified. Analysis of the current state of food security in Ukraine showed that the decrease in the index occurred due to the deterioration of indicators of three groups, in particular: \"Affordability\", \"Availability\", \"Natural Resources and Resilience\". The indicators of the \"Quality and Safety\" group showed high results and restrained the overall decline of the Global Food Security Index -2022. The countries that have a threatening situation, are in the last places in the ranking and need food aid from the world community have been identified. The countries that have a high level of food security, are leaders in the rating and can take an active part in international processes of ensuring food security of mankind have been determined. It was noted that the food policy of each state plays an important role in ensuring global food security. Countries where significant attention is paid to issues of food security state management on a global scale are leading the rating. Countries with a passive state food policy are at the bottom. These include: general economic, significant logistical and financial losses of some agricultural producers, deterioration of the provision of agricultural enterprises with material and technical means, local food shortages caused by difficulties in supply and/or excessive demand, destruction of infrastructure for production, processing and storage of agricultural products. nutrition, deterioration of the quality of the diet of the population, reduction of production of certain types of agricultural products, transition to an extensive model of agricultural production, increasing the shortage of labor resources in agricultural production. Due to the impossibility of forecasting the course of hostilities in the future, the following vulnerable phenomena for the agricultural sector have been identified: blocking the export of agricultural products by sea, harvesting crops, providing agricultural enterprises with material and technical resources, providing food to the population in occupation and on the border. Suggested concept of innovation-investment development of agriculture, which is based on the objective necessity of providing agricultural enterprises in future with investments taking into account the state of their development, the most complete use of internal opportunities and adaptation to changes in the external environment. The economic-mathematical model for setting the prospects of agricultural production development has been developed. To substantiate the development of agricultural enterprises of different types of production prospects, the task matrix includes data on production and financial activities which was collected on the basis of typical agricultural enterprises. These enterprises data was determined on the basis of processing of statistical information on agrarian formations of a certain region.\u0000The proposed economic-mathematical model of the problem is designed in such way that it is possible to introduce other variants for the determined situations, by making minor changes in the limitations of its matrix. It gives opportunities to set the need for investments for the goal achievement with the maximum predicted profit by enterprises of each separate production type and in the whole region of enterprises which are engaged in the production of agricultural products.
