To achieve the goals, it is essential to train highly qualified personnel, to raise the level of the country's personnel potential, to develop the national qualifications system, and to implement professional standards, including those in the field of professional education. The international practice shows that introduction of professional standards provides the requirements to the specialist and insures interrelationship between the labor market and the specialist competencies formed by the system of higher and secondary professional education. The science and education sector generates \"talents and ideas\", which in turn are sources of innovation. The study attempts to define the role of professional standards in innovative development of the country and to investigate the mechanism of their implementation in the system of higher education. To achieve this goal, a number of tasks should be fulfilled: 1) to reveal the importance of professional standards for development of the labor market and enhancement of the competitiveness of national innovation systems; 2) to analyze regulatory, organizational, and methodological aspects of implementation of professional standards;3) to identify the features of the mechanism for implementation of professional standards in the system of higher education. The actuality of the research stems from the current state of Russian society and the State. Sobornost is interpreted as energy resource of Russian culture, foothold, which may raise the spirit of the people and further the development and prosperity of the country. In this regard, the purpose of this article is to study the phenomenon of collegiality as socio-cultural values of Russian civilization. The theoretical and methodological basis of the study is on the principles of Historicism, systematic and comparative analysis. Historical and cultural analysis of the work represents a study based on historical facts. The main results of the study are given. The changes occurring in modern Russian society suggest that without relying on civilizational heritage of Russia, the principles of social justice, national equality do not allow achieving the necessary unity of the citizens of the country. The paper provides an overview of the top challenges to the development of leadership qualities in members of student communities and proposes the ways of their minimization. The emphasis is placed on the fact that the studied leadership qualities are important for both the individual and society, and are an indicator of social well-being and patriotism. Social well-being and patriotism are considered through the prism of state regulation, psychological characteristics of young people and socio-cultural research. The authors propose the approach to solving the problems of development of leadership qualities through the category of \"social capital\". Psychophysiological barriers and destructive impact of social environment can be reduced through rethinking of the role of social capital, the place and importance of the state and student communities in stimulation of young people. The paper uses research data from scientific foundations in Russian cities of Abakan, Vladivostok, Irkutsk, Kemerovo, Kyzyl, Tomsk, UlanUde, Chita and Yakutsk, and a total of 2000 respondents were involved in the study. In fact, the dynamics of all economy fields provoke monetization and development of new types of money. Furthermore, the opposite interdependent process is also possible, i.e. the diversity of money contributes to the advancing of economy development and society in general. The article dwells upon the development and current situation in introducing electronic money and electronic funds transfer systems in Russia. The authors review the main stages of monetization, its development and current affairs in the context of economic globalization and digital technology development. It proves the necessity to maintain total financial supervision on the part of the government in the society, since electronic money ramps up payment disintermediation that is facilitated by means of information technology at present-day time. The relevance of this issue is due to negative consequences of corruption-related crimes affecting economic processes. The government seeks to neutralize corruption in Russia. The Russian state endeavors to ensure that public services are subject to safeguards that promote efficiency, transparency and recruitment based on merit. The Anti-corruption Council under the President of the Russian Federation was established. Russia has ratified international anticorruption conventions. Each region has its own projects and programs to prevent corruption. In the Russian Federation, there are various centers and institutes for studying corruption-related crimes and their influence on the shadow economy. On a global scale, there are mandatory anti-corruption programs in all government bodies, organizations and institutions. The issue of corruption is discussed at conferences and forums. Recommendations on anti-corruption legislation improvement are made.
