We have carefully investigated the metrological features of these devices. So far we obtain a frequency stability in terms of the Allan variance of 3.10/sup -13/./spl tau//sup - 1/2 / up to 2000 s and a frequency repeatability of the order of 10/sup -12/. Preliminary results show a frequency dependence on the residual value of the minimum of /spl rho//sub xx/, /spl rho//sub xx//sup min/, but not, or very few on the width of the magnetic flux density range over which /spl rho//sub xx//sup min/ takes place. In the frequency domain around 1 kHz, the /spl rho//sub xx//sup min/ values lie within 0.4 m/spl Omega/ to 8 m/spl Omega/ at 1.2 K, depending on plateaus and samples used. From 13 to 17 December 1993, measurements of a 100 /spl Omega/ resistance standard were carried out with the QHE standards of the two laboratories. These instruments provide new time interval measurement capabilities with increased repeatability and accuracy. Subpicosecond repeatability for risetime measurements of fast step generators (20 ps transition time) has been observed. A typical timebase related peak error of 3 ps for short time interval measurements (up to tens of ns) has been shown. A brief introduction on the horizontal timebase error sources is followed by the description of the automated measurement techniques. For its operation, the equipment depends on carrier phase measurements at several frequencies. Time transfer with accuracy better than 1 ns for a distance up to 2000 km is possible via this self-contained and low-cost equipment.
