A Mobile Work Zone (MWZ) is a special category of a work zone where the location of the work zone keeps changing, often rapidly. Despite MWZ safety being of great interest to transportation agencies, they have not studied it formally. This paper presents an examination of MWZs and collisions involving Truck-Mounted Attenuators (TMAs). This examination utilized data fusion of three major databases from Missouri: crash reports, department of transportation claim reports, and MWZ schedules. The fused dataset involved 139 crashes from 2012-2017. The areas of interest included initial impact location, contributing factors, third-party versus employee fault, vehicle type, work zone activity, seasonality, speed limit, time of day, collision lane, and work train configuration. The majority of the crashes were the fault of third parties (>80%) and distraction/inattentiveness was the largest contributory factor (66%). Public outreach and education should emphasize on the difficulty in providing early warnings of MWZs. There is a significant percentage of crashes involving lane changing (39.2%) and even collision of the middle TMA truck (21.8%). Thus, it is important for the public to understand that an entire work train is an integral unit. Higher speed limit dominated MWZ crashes (>75%), even though they only represented 3.6% of the MWZs scheduled. One of the main pedestrian issues considered in facilities and traffic signal design is pedestrian walking speed. At the same time, it is also necessary to set a time limit within which a legal action may be brought against the carrier. There are two regimes which govern the carriage of goods by sea and are adopted by many countries, the Hague Rules, and the Hague-Visby Rules and the time limit for claims set out in the rules against the carrier is one year from the day on which the goods are delivered or should have been delivered by the carrier. The rationale behind this is that the carrier cannot be expected to keep records for long periods and must be notified while the events are still fairly recent and recorded, as to what claims are to be presented. At present, Pakistan has adopted the Hague Rules in its Carriage of Goods by Sea Act, 1925 and despite the clarity embodied in the period of limitation as laid down under Article III, Rule 6, Pakistani Courts have given various interpretations to the term “delivery”, resulting in different outcome of the cases. In relation thereof, this article examines and discusses several judgments for decades on the subject of rule of prescription, along with the analysis of Article III, Rule 2 on the interpretation of “discharge”, and puts forward some suggestions and recommendations on the law laid down by the Convention. The rules for transport documents are based on Hague or Hague-Visby Rules, and therefore, it is necessary at the outset of the article to provide an overview of the transport system in the country. Based on the physical roadway characteristics associated with each individual accident record, a collection of roadway features is assigned to each segment. A mixed-effects Negative Binomial regression form is assumed to approximate the relationship between accident counts and several explanatory variables including roadway characteristics, weather conditions, and several interactions between them.
