The paper discusses an analysis made under the SESBA project on what extent the concept of social entrepreneurship and the role of social enterprises for socio-economic development of Bulgaria is developed and adopted by exploring opportunities to promote social entrepreneurship in the country through government policy, NGOs, business initiative, training and counseling. Some factors seem obvious and are measurable, while other factors, such as entrepreneurship and, especially social entrepreneurship, are tacit and hard to measure. Anyway, social entrepreneurship is accepted globally as a bridge between business and benevolence. It attempts to find solution to local sustainability issues that are normally not addressed by traditional organizations. The problems faced by the Middle East society in general and Saudi Arabia in particular is unique in nature. Most of such problems cannot be addressed by the Government or the traditional organisations. The utility of social entrepreneurship arises here. There are many social enterprises in Saudi Arabia that have succeeded in nurturing a band of new leaders who are attempting to enhance the region’s global competitiveness, with a social touch. Indeed, they are also more pronounced between regions of the same country according to our level of development. In Morocco although the significant progress to be made, the inter-regional inequalities in economic still persist. Indicators show sharp inequalities in the development of different regions, which differentiates the living environment of residents and creates spatial migration.These inequalities lead us to wonder about the ways to reduce them. Thus, the regional studies help policy makers to formulate any regional development plan.This study will first review the literature about regional inequalities, and then spend the second part to growth regional analysis, through an analysis of spatial interdependencies. YOEs are defined as enterprises owned and run by young entrepreneurs, aged between sixteen and thirty-five, according to the Tanzanian definition of youth. We analyzed which BDS services affect the performance of YOEs in terms of (i) number of employees, (ii) whether the enterprise keeps financial records and (iii) the entrepreneurs’ perception of the performance of their enterprises. With the support of the resource-based view, we found that access to expert advice is positively associated with a YOE’s number of employees and their ability to keep financial records. We also found that access to business management training and entrepreneurship training positively influences financial record keeping and enterprises’ perceived performance. Гендерная сегрегация на рынке труда порождена, в том числе и культурными ограничениями, формирующими представление о работе «подходящей» мужчинам и женщинам. Бизнес и предпринимательство во всем мире являются «мужскими» сферами. В то же время в современной России демографические и социальные проблемы обостряют необходимость получения женщинами самостоятельного, независимого источника доходов. Именно женщины с их эмоциональной ориентацией на клиента, заботой и ответственным отношением получают преимущество перед мужчинами в реализации основных задач социального предпринимательства. Для мужчин социальный бизнес – это чаще хобби, которым они занимаются во второй половине жизни, сделав успешную карьеру в ее первой половине. Для женщин – это способ обретения самостоятельности, в том числе в управлении собственной жизнью и карьерой. Главное отличие этого вида предпринимательства состоит в ориентации на решение значимых социальных проблем, максимизацию общественной полезности путем использования приемов традиционных коммерческих организаций. В то же время наличие в социальном предпринимательстве ярко выраженной социальной компоненты дает возможность совместить гендерный стереотип о большей социальной ориентированности женщин (женщина как хранительница домашнего очага, заботящаяся о близких) и потребность современных женщин в самореализации во внесемейной сфере и обретении тем самым самостоятельного и достойного источника доходов.English Abstract: The article is devoted to opportunities for women to make a successful career and overcome gender inequality in the economic field by dint of social entrepreneurship. The gender segregation in labor market is generated, including the cultural restrictions forming idea of work \"relevant\" for men and women. Business and entrepreneurship around the world are \"man's\" spheres. At the same time in modern Russia demographic and social problems aggravate the necessity of getting women of an individual, independent source of income. It's women with their emotional orientation to the client, care and the responsible relation get advantage before men in realization of the main objectives of social business. For men social business more often is a hobby in which they are engaged in an after-life, having made successful career in the first half. For women it is the way of finding the independence, including in governance of own life and career. The main difference of this type of business consists in commitment to the solution of significant social problems, maximizing public usefulness using the techniques of the traditional commercial organizations. These are private organizations that, while active on the market, typically pursue goals other than profit: their main purpose is not to generate financial gains for their owners or stakeholders but to provide goods and services either to their members or to the community at large. Traditionally, these organizations have been included in the concept of “social economy”. This paper describes the role of social enterprises and social cooperatives as a type of economic, non-profit organization that is assuming an increasingly central role in Europe (as shown for example by the Social Business Initiative, recently launched by the European Commission), by contributing to its economic and social growth. Entrepreneurs can now organize under one of several new legal forms, including the “benefit corporation” form. In theory, these options will make it easier for socially minded firms to pursue a double bottom line of profit and public benefit — that is, to do well while doing good. This Article tests that theory. In asking whether social enterprise laws matter, I find that the answer is “yes,” but not for the reasons most people think. The standard rationale for social enterprise laws is that they free managers from the “duty” to put profits ahead of social objectives. But that idea misses the point; existing corporate law is already flexible enough to permit most social/economic tradeoffs. Instead, I argue that social enterprise laws add value by creating a new institutional structure that will motivate the development of self-regulatory standards and provide a helpful coordinating mechanism for legal advisors and pro-social investors. The Article thus offers a unique way of thinking about social enterprise laws. Rather than simply provide new off-the-rack legal forms, these laws encourage a process of norm creation and private engagement that ought to drive the social enterprise movement forward. SME contributions to employment creation, productivity improvement, and income generation are underutilized in the Arab countries at a time when economic transformation is shifting the onus for productivity from the public sector to the private sector. Population growth and economic restructuring in many Arab countries make the creation of substantial new employment opportunities a necessity. To do so, Arab enterprises must favorably face increased competition in both local and export market through improvements in product quality and work place efficiency. Sheer survival in theses business conditions forces both large companies and SMEs to restructure themselves in order to meet the global competition. Statistics show that SMEs represent 90% of total companies in the vast majority of economies worldwide and provide 40-80% of total job opportunities in addition to contributing largely to GDPs of many countries.
