Ontology, which is a set of formally named objects, concepts, entities and the relationships among them in a particular domain is developed to allow sharing of knowledge and reusing of information. Out of three techniques for ontology development, the research favors semi-automatic development of ontology rather than manual or automatic development. Research then presents the process of semi-automatic ontology development using ontology learning. The findings of this research include the techniques involved in ontology learning phases and the tools users can use to embark on the development. The sources of social media become important for the firm's leverage interaction among the users. Despite the formation for knowledge exploitation on the contexts of eVCs still unscreened. To address this issue, we draw attraction mechanism to investigate the factor that's influence users intention for knowledge exploitation. We are conceptualizing attraction (i.e., desire for self-presentation and desire for improving online relationship) as the key is driven intention knowledge exploitation, interpersonal relationship (i.e., relationship compatibility and relationship of receptiveness). Proposed model supported by 258 participants who have been active using social media (e.g. Facebook, Amazon). The study shows that Intention knowledge exploitation (KEI) influenced by both desire for self-presentation(DFS)and desire for improving the online relationship (DFI). In addition, DFS and DFI have partially and direct mediating impact between relationship compatibility (RC), relationship receptiveness (RR) and intention for knowledge exploitation. As a government organization, Cimahi has an existing public complaint system that uses simple mobile technology through Short Message System (SMS). Unfortunately, such system has various limitations, such as its inability to manage customer details or to broadcast a common solution in real time. This paper describes a service engineering approach in designing and building public complaint system with adherence to government accountability, transparency, and participation. The engineering approach of this study is drawn from generalized service engineering approach and formalized as Service Engineering Framework (SEF), consists of four phases: Identification, Design, Develop and Deploy. We proposed a new public complaint system that is built based on SOA using the service engineering framework. We also conduct a survey to measure the success degree of the new system in fulfilling accountability, transparency and participation principles. The result from the survey shows that the system fulfillment has 49.48% increase from the initial existing conditions. With a view to developing a well trained system many language corpus are built and then let the system to recognize the data. In this paper, we have proposed and implemented an automated comment advisor system that suggest emotion for comments after extracting writings (status or comments) from a social networking site (SNS) i.e. Facebook. Our developed system analyzes the sentences in each comment, parses the sentence for tokenize words to match the corpus type and finally makes a decision whether the comment reflects positive, negative or neutral emotion of human thoughts. Individual traits relate to personal qualities of members of the community where this paper attempts to present their influence over community cohesion. Four research variables were identified to represent the traits of the virtual community members. Experience relates to the number of years with the virtual community. Type relates to the type of virtual community platform or media used whereas preference is the choice selected by the members on the most preferred platform or media. Lastly involvement refers to the kinds of virtual community the members involved in. A virtual community cohesion measurement was used to test the significance of the four research variables. The findings show that Experience, Type and Involvement of members of the community are the traits that can influence virtual community cohesion. Ontology being the basic unit of semantic web realization will contain knowledge which is sharable between different domains. Ontology matching techniques are vital in querying and finding the knowledge in these. The problem arises when industries runs on different domains need to communicate with each other. Identifying the extent to which the knowledge is available in an ontology, with respect to a particular domain is a major problem. Currently this is done by human. Since there is no automated system one has to manually select an appropriate matching system and manually input the two ontology to be matched. This research addresses this issue by providing an efficient way of identifying the percentages of domain knowledge certain ontology has. The appropriate matching system will be then selected. This is an application research which uses the waterfall software development methodology. Once data is gathered, algorithms were designed, implemented and tested. System was developed using Java related technology using Jena as the inference engine. Test results provides a 67.7% of accuracy. In this paper, we propose a novel methodology for estimating traffic conditions at road intersections. Our methodology involves crowd sourcing approach for traffic estimation as well as utilization of conditional probability distribution of traffic states at adjacent junctions. The later approach is inspired by Bayesian inference. Bayesian inference is used to estimate traffic condition at one junction based on the traffic condition at an adjacent junction. We have formulated two algorithms which are used to update traffic conditions and to retrieve traffic conditions respectively based on the crowd sourced data and the probabilistic methodology. A web based prototype has been developed which incorporates the described methodology.
