The population in this study was 345 heads of households in which the sampling used was Non-Probability Sampling, with a Purposive sampling technique with a total sample of 35 people. This study used a Quantitative Descriptive Method. Data collection techniques used through observation, questionnaires (questionnaires), library studies, and interviews. The data analysis technique used is frequency tabulation analysis and simple regression analysis with the help of the SPSS version 16.0 program. The results of this study indicate that the Transparency of the Village Government in Talawe Village, Watang Sidenreng District, Sidenreng Rappang Regency has an average percentage of 58% categorized as \"Fairly Good\", while village fund management in Talawe Village, Watang Sidenreng District, Sidenreng Rappang District, an average of 57% categorized \"Pretty good\". Then as for village government transparency in managing village funds in Talawe Village, Watang Sidenreng District, Sidenreng Rappang Regency, it is said to be quite good, where the value of t count = 5.045> t table = 2,035 with a significance value of 0,000 <0.05 with a percentage of 43.5%. The sampling technique uses the Slovin formula with 93.63 results rounded up to 94, including 94 respondents, taken based on the Probability sampling technique, more precisely Random sampling. This type of research is quantitative descriptive. Data collection techniques used in this study were observation, questionnaire, literature study and documentation. The collected data is then analyzed using data analysis techniques using validity, reliability and regression tests with the help of the SPSS 16.0 program. Based on the results of the questionnaire, the influence of social stratification on public services has a significant effect on the results of the processed data in the ANOVA table. This research is a quantitative research using descriptive analysis. The population in this study were 72 people, namely BPD (Village Consultative Body), PKK Members, Hamlet Heads, Farmer Groups, Religious Leaders, Youth Figures, and Community Leaders. Sampling uses saturated samples for sampling techniques if all members of the population are used as samples. Data collection techniques in this study used (1) observation, (2) interviews, (3) questionnaires. The population in this study were 54 people. Calculation of samples using saturated sampling, that is, taking all the population as a sample is as many as 54 people. This type of research is quantitative descriptive. The results of this study are the leadership supervision of employee work discipline in the Carawali Village office in Watang Pulu District, Sidenreng Rappang District, which has no significant effect of seeing the processed data in the ANOVA table, it turns out that the t value is ≤ t table or 1.11 ≤ 2.00 and significance level 0.27 (F> 0.05) then Ho is accepted and Ha is rejected, meaning that leadership supervision (X) does not have a significant effect on employee work discipline (Y). The factors that influence supervision are seen from the first factor which has an influence of 22.5%. The second factor has an influence of 15.4%. The sampling technique uses the Slovin formula with 93.05 results rounded up to 93 respondents, taken based on Purposive Sampling techniques. This type of research is quantitative descriptive. Data collection techniques used in this study were observation, questionnaire, literature study and secondary data. The data analysis technique used is validity test, reliability test using SPSS 16.0 and Likert Scale. Based on the results of the research from if the questionnaire obtained recapitulation of the work discipline variables of the state civil apparatus (X), obtained an average percentage of 65% is included in the \"Good\" category. Recapitulation of the variable public service quality (Y) obtained an average percentage of 67% is included in the \"Good\" category. Based on the results of the Summary Model, it is known that the influence of the Work Discipline of the State Civil Apparatus (X) on the Quality of Public Services (Y) is 38.7% in the \"Less Influential\" category. The Collecting of Samples using Random Sampling technique and Yount Formula with 10% Standar error, resulting in a sample as much as 55 55 respondents.The data collecting technique of this research is observation, questionnaire, interview and library research. The data analysis of the research used the frecuency distribution tables and simple linaer regresion with SPSS (Statistical Product and Service Solution) 16.0 program for windows.The results showed that the work culture of the effectiveness of public services in the office village ofTimorengPanua,PancaRijang District, SidenrengRappangRegency had a significant influence from the results of calculations in the ANOVA table, t count> t Table or 8.262> 2.672 with a significance level of 0,000 <0, 05, then the decision is Ho “refused” and Ha “accepted”, meaning that work culture (X) has a significant influential on the effectiveness of public service (Y). While the model summary table shows that the influence of work culture (X) on the effectiveness of public service (Y) is 0.563 or 56.3% the category \"quite influential\". The factors that influence work culture are seen from the first factor that togetherness has an influence of 23.3%. The aim of this study; 1) to find out community participation in Ongko Village,2) to know the development of Human Resources in Ongko Village, 3) to determine the effect of community participation on Human Resource Development in Ongko Village, The research location was Ongko Village, The study was conducted for two months, starting March-May 2019. The population in this study was 267 families. The sampling technique uses simple random sampling technique and uses the Slovin formula so that the sample in this study amounted to 73 households. Data collection techniques using observation, questionnaires, interviews and literature studies. Quantitative data analysis techniques used are frequency tabulation analysis and simple regression analysis. The results showed that; 1) results of community participation of 70% included in the category of \"good\", 2) results of the development of Human Resources amounting to 76.8% which included the category of \"good\", 3) the effect of community participation on the development of Human Resources in Ongko Vilage is significant where the value of t arithmetic = 6,750> t table = 2,646 with a significance value of 0,000 <0.05. Populasi penelitian ini adalah keseluruhan masyarakat yang mendapatkan pelayanan di Desa Timoreng panua kabupaten Sidenreng Rappang, adapun populasi yang diambil mulai dari bulan November 2018 – Januari 2019 yang berjumlah 57 orang. Sampel dalam penelitian ini adalah sampling jenuh. Tipe dan jenis penelitian ini adalah deskriftif kuantitatif. Teknik pengumpulan data yang digunakan dalam penelitian ini adalah Observasi, Dokumentasi, Kuisioner, Studi Pustaka. Data yang terkumpul selanjutnya dianalisis menggunakan analisis tabulasi frekuensi dan SPSS 16,0. Hasil penelitian ini untuk indikator Perilaku Birokrasi menunjukkan 61,9% dari jumlah data yang dihasilkan berada pada kategori “baik”. Dan pada indikator Pelayanan Publik menunjukkan 64,84% dari jumlah data yang dihasilkan berada pada kategori “baik”.
