The model is needed as an effort to build and maintain social harmony of all regions in Indonesia that consist of plurality (multi-ethnicity and multi-religion). Based on the problem, this study is carried out in Magelang regency as a sample of region in Indonesia which has multicultural differences but the people live in harmony. The method of this study is descriptive analytic. Data collection techniques are taken by collecting basic data that are directly related to the object of this research, namely interviews and questionnaires. These collecting data techniques are supported by observation and literature studies related to this research problem. The challenged was adopted in 2009 and later on was revised through the Regulation of Ministry of Communication and Informatics Number 6 Year 2017 about the Management of Internet Protocol Television Services (IPTV Regulation). This article discusses about state responsibilities to evaluate and supervise the management of Internet Protocol Television (IPTV) services while on the other hand monitoring the restriction on nominee arrangement according to Law of the Republic of Indonesia Number 40 Year 2007 concerning Limited Liability Company as well as Law of the Republic of Indonesia Number 25 Year 2007 Concerning Investment Law, which significantly impacts IPTV management. From a framework perspective, IPTV business requires a consortium comprised of several companies. As such, the business requires massive investment and detailed planning. However, a company interested to obtain license on broadcasting services television must limit its foreign investor participation with the maximum of 20% (twenty percent) from its total capital as regulated under the Negative List Regulation. Meanwhile existing local investors have obstacle to start the business due to the insufficient national funds. Facing this obstacle, foreign investors tend to resort on nominee arrangement to develop IPTV industry captive market in Indonesia. Kurnia, Ahmad Redi","doi":"10.2991/assehr.k.200515.079","DOIUrl":"https://doi.org/10.2991/assehr.k.200515.079","url":null,"abstract":"In order to control Mining Business Permits, a policy was made regarding the evaluation and procedures for issuing Mining Business Permits and Clear and Clean (CnC) status which is regulated based on Ministerial Regulation Number 43 of 2015. However, even though there are provisions that regulate it, there are still problems. One of the case is in West Sumatra which was not revoked by the Governor of West Sumatra so that it was sued with a positive fictitious lawsuit by the Yayasan Lembaga Hukum Indonesia (YLBHI) which then created to a State Administrative decision Number 2 / P / FP / 2017 / PTUN.PDG. In this decree instructing the Governor to revoke 26 (twenty six) Non-CnC Mining Business Permits which are still active and have not expired. But in its implementation, the Governor of West Sumatra only revoked 21 (twenty one) of them. The method used in this study is normative legal research with the approach of laws and cases. The results of the study indicate that the Governor of West Sumatra is not in line with the General Principles of Good Governance and also does not promote sustainable development. Since 2016, the Indonesian Government has prioritized villages development from 3 main aspects i.e., infrastructure, village social services, and improvement of village economic certainties. This research is focused on the coastal area of Mount Kidul Regency, which has undergone economic development due to its geographical location. The village’s leading programs focus on improving coastal tourism, developing home-stays offering rich local experiences, clean water processing, and green spaces in residential establishments. The change of the taxation system is due to the lack of effectiveness of the procedures and implementation of taxation on the official assessment system which is considered not to be managed properly. The application of the BPHTB collection system with the self-assessment system is the authority of the taxpayer to report, calculate, and pay them to own taxes. In contrast to tax collectors simply leaves the data on the BPHTB filing file submitted by the taxpayer, but also must check the truth of the material. To carry out the inspection, of course, there must be an implementing regulation that regulates it as mandated in Article 170 Paragraph (1) and Paragraph (3) of Law Number 28 of 2008 concerning regional tax and regional retribution.But, in fact, tax collectors do not impose tax collection using the self assessment system was mandated by implementing regulations. However, what the tax collector does also has advantages for the taxpayer himself, such as not having to pay a fine if there is a lack of payment. Ruslim, Sumarni Hasim","doi":"10.2991/assehr.k.200515.122","DOIUrl":"https://doi.org/10.2991/assehr.k.200515.122","url":null,"abstract":": This research will follow up by analyzing how the relationship between characteristics, index of governance ranking, and company performance on CSR disclosures, especially companies listed on the IDX and included in CGPI in Indonesia. This study uses a quantitative approach that aims to test the hypothesis. The population in this study were 42 companies included in the CGPI listed on the Indonesia Stock Exchange (IDX) in 2010-2016. Sampling using Purposive Sampling techniques and determined as many as 6 companies that meet the criteria of the study sample. Data collection is obtained through the official website of the Indonesia Stock Exchange, namely www.idx.co.id and reports on research programs and corporate governance ranking index published by the Indonesian Institute for Corporate Governance. The analysis used in this study is multiple regression analysis by processing data using the program Eviews 9. The results of the study show that the ownership structure, type of company, index of corporate governance rating, liquidity, and profitability have a significant positive effect on CSR disclosure. However, the age of the company does not affect CSR disclosure.
