The City of Bandung has been implementing the Urban Agriculture program since 2014. The Urban Agriculture Program, also known as “Buruan Sae”, is a program that focuses on increasing public awareness to be able to provide some parts of their own food. The initiation of this program came as an answer to food challenges in the city of Bandung, including the low food accessibility index in the city of Bandung and inflation in the city of Bandung which is often caused by rising food prices. The City of Bandung through this program has successfully implemented it in almost 151 urban villages in the City of Bandung, and based on periodic reports submitted to the Ministry of Home Affairs regarding the availability of food, the City of Bandung has not experienced problems since the beginning of the pandemic, which shows the City of Bandung can adapt to food security stability in society. ABSTRAK Artikel ini menjelaskan bagaimana Kota Bandung melakukan adaptasi terhadap situasi ketahanan pangan di era pandemi Covid-19. Kota Bandung telah melaksanakan program Pertanian Perkotaan sejak tahun 2014. Program Pertanian Perkotaan yang juga dikenal dengan istilah “Buruan Sae”, merupakan salah satu program yang fokus pada peningkatan kesadaran masyarakat untuk dapat menyediakan beberapa bagian dari pangannya sendiri. Inisiasi program ini hadir sebagai jawaban atas tantangan pangan di Kota Bandung, antara lain rendahnya indeks aksesibilitas pangan Kota Bandung dan inflasi di Kota Bandung yang seringkali diakibatkan oleh kenaikan harga pangan. Kota Bandung melalui program ini telah berhasil melaksanakannya di hampir 151 kelurahan yang ada di Kota Bandung, serta berdasarkan laporan berkala yang disampaikan pada Kementerian Dalam Negeri terkait ketersediaan panga, Kota Bandung tidak mengalami kendala sejak awal terjadinya pandemi, yang menunjukan Kota Bandung dapat melakukan adaptasi terhadap stabilitas ketahanan pangan di masyarakat. This causes the soil condition in Bandung Wetan District to enter a vulnerable and critical zone. The purpose of this study is to find out why the Control of the use of water land in the District of Bandung Wetan by the Branch Office of Energy and Resources Power Mineral Region IV Bandung has not been effective. This research uses Ricky W. Griffin’s theory, which explains that levels of Control consist of four steps: establishing standards, measuring performance, comparing performance against standards, and considering corrective action. The method used in this research is qualitative. Data collection techniques are done through observation, interviews, and documents. The control mechanisms have not been appropriately implemented based on field study because of limited human resources to carry out field monitoring. Then limited existing budgets, weak sanctions that are given so that compromises and negotiations in taking corrective action are still occurring, and the awareness of groundwater concessions are still low to comply with the prevailing regulations. The BINWASDAL team needs to be given training and a broad understanding of the main tasks, functions, and authorities in controlling groundwater use in Bandung Wetan District. They are then increasing socialization and guidance on groundwater exploitation and the community and implementing strict sanctions by existing regulations to reduce violations that have occurred. Finally, for entrepreneurs to pay more attention to the rules that have been set so as not to cause similar problems. ABSTRAKPenelitian ini dilatarbelakangi oleh terjadinya penurunan muka air tanah yang disebabkan oleh pengambilan atau pemanfaatan air tanah berlebih yang tidak terkontrol. Hal ini menyebabkan kondisi tanah di Kecamatan Bandung wetan memasuki zona rawan dan kritis. Tujuan dari penelitian ini adalah untuk mengetahui mengapa pengendalian pemanfaatan air tanah di Kecamatan Bandung Wetan oleh Cabang Dinas Energi dan Sumber Daya Mineral Wilayah IV Bandung belum berjalan efektif dalam mengatasi pelanggaran yang terjadi. Penulis melakukan analisis menggunakan teori pengendalian dari Ricky W. Griffin, yang mengemukakan terdapat empat langkah pengendalian yaitu menetapkan standar, mengukur kinerja, membandingkan kinerja dengan standar, dan menentukan tindakan korektif. Metode penelitian yang digunakan adalah metode penelitian kualitatif. Teknik pengumpulan data dilakukan dengan cara observasi, wawancara dan dokumen. However, using the Sabilulungan Employee Performance Assessment System (SASIKAP) still experiences several problems, such as server disturbances; not all users can use the Sabilulungan Employee Performance Assessment System (SASIKAP). The implementation of the Sabilulungan Employee Job Assessment System (SASIKAP) has not been successful. This study aims to determine the causes of the unsuccessful Sabilulungan Employee Performance Appraisal System (SASIKAP) in Bandung Regency Government. The theory used in this research is the theory of the success factors of e-governance by Gil Garcia and Theresa Pardo (2005). This study uses a research method with a qualitative approach. Data collection techniques used in this study were through interviews, observations, and documents.This study indicates that the Sabilulungan Employee Performance Appraisal System (SASIKAP) in Bandung Regency Government has not been successful because it has not fulfilled all the success factors of e-government. The management of data and information is not optimal, and there are no facilities for users to provide input. The server capacity is not able to accommodate many users who access it. There are still users whose performance appraisal process through Sabilulungan Employee Performance Assessment System (SASIKAP) is assisted or carried out by others. ABSTRAK.Sabilulungan Sistem Penilaian Kinerja Pegawai (SASIKAP) merupakan salah satu bentuk e-government yang diterapkan di Pemrintahan Kabupaten Bandung. Dengan adanya Sabilulungan Sistem Penilaian Kinerja Pegawai (SASIKAP) diharapkan dapat mempermudah penilaian kinerja. The story of the Geopark area is motivated by the need to improve the local economy sustainably without losing the function of the area. Developing the Pongkor Geopark area involves several stakeholders consisting of government, business, academia, and community. Realizing the Pongkor Geopark as a sustainable and competitive tourism destination, which contributes greatly to economic development, requires optimal and synergic collaboration among stakeholders. However, the natural condition is that the collaborative process was still out of expectation. This study uses a qualitative method that aims to analyze the collaborative process in developing the Pongkor Geopark through 5 (five) aspects of the collaborative process from Ansell and Gash (2008). The results showed that the collaborative process that was not optimal was caused by the lack of synergy between collaborative stakeholders. The implementation has not considered essential aspects, namely communication that has not been established between stakeholders, low trust, shared understanding and commitment, and the absence of perceived outcomes. ABSTRAKPenelitian ini menjelaskan tentang proses kolaborastif dalam pengembangan Geopark Pongkor di Kabupaten Bogor. Pengembangan kawasan geopark tersebut dilatarbelakangi dari adanya kebutuhan untuk meningkatkan ekonomi lokal secara berkelanjutan tanpa menghilangkan fungsi wilayah. Pelaksanaan pengembangan Geopark Pongkor melibatkan pemangku kepentingan yang terdiri dari stakeholder pemerintah, bisnis, akademisi, dan masyarakat/komunitas. Untuk mewujudkan Geopark Pongkor sebagai destinasi pariwisata yang berkelanjutan dan berdaya saing, serta berkontribusi besar dalam pembangunan ekonomi diperlukan kolaborasi yang optimal dan sinergis diantara para pemangku kepentingan. Namun, dalam kenyataannya kolaborasi yang dilakukan masih belum sesuai dengan harapan. Penelitian ini menggunakan metode kualitatif yang bertujuan untuk menganalisis proses kolaboratif dalam pengembangan Geopark Pongkor melalui 5 (lima) aspek proses kolaboratif dari Ansell dan Gash (2008). The purpose of this study was to determine and analyze how the effectiveness of the Mal Grha Tiyasa program as a model of public services in Bogor. This study uses a qualitative approach. Furthermore, the theoretical basis used in this study is five principles that influence the program's effectiveness by Riant Nugroho, which consists of the right program, the right implementation, the right target, the right environment, and the proper process. The data analysis technique in this study was carried out through data reduction, data presentation, and data verification as a form of concluding. This study indicates that the Grha Tiyasa Mall program in Bogor has not been effective because the quality of the services provided has not been maximized. The target number of visitors and socialization has not been achieved. The quality of services offered has not been maximized, seen from the lack of facilities and infrastructure supporting the service process and limited services. Some services to the community cannot be carried out in the Grha Tiyasa Mall program. The achievement of the unstable and unattainable target number of visitors was due to the uneven socialization process to all the people of Bogor, resulting in the community being less aware of the Mal Grha Tiyasa program and not participating in the program so that the local government did not expect the response as well as the points that have not been achieved in the program objectives stated in the Regulation of the Mayor of Bogor Number 39 of 2019 concerning Public Service Malls.ABSTRAKLatar belakang yang mendasari penulisan ini adalah adanya indikasi masalah bahwa efektivitas program Mal Grha Tiyasa di Kota Bogor oleh Dinas Penanaman Modal dan Pelayanana Terpadu Satu Pintu belum optimal, seperti jumlah masyarakat pengunjung yang tidak stabil, jenis pelayanan yang dapat dilakukan masih terbatas, dan sosialisasi program kepada masyarakat yang masih kurang. The background of this research is the lack of development of the creative industrial centre of payung geulis as a characteristic icon of Tasikmalaya City. The number of payung geulis craftsmen tended to decline in the last few years. Then, the realization tourism village of payung geulis as a tourism destination in Tasikmalaya City has not been achieved. Based on the results of preliminary observations, the problem is related to the organizational capacity of the Diskoperindag as a public organization that has the authority and plays a role in the development of the creative industrial centre of payung geulis. In conducting this research, the authors used the organizational capacity theory about five dimensions of organizational capacity; human resources, infrastructure, technology and financial resources, strategic leadership, program and process management, and networks/relationships with organizations and stakeholders. This research uses qualitative research methods with a descriptive approach. Data collection techniques are carried out through observation, interviews, and documents. And to validate the data, the author uses triangulation of sources. The study results show that the organizational capacity of Diskoperindag to developing creative industrial centres of payung geulis is inadequate because it is not fully following the organizational capacity theory by the five dimensions. Only one dimension is adequate, namely the strategic leadership dimension. Meanwhile, the dimensions of human resources, infrastructure, technology and financial resources, program and process management, and networks/relationships with organizations and stakeholders are inadequate. Abstrak. Hal yang melatarbelakangi dilakukannya penelitian ini adalah kurang berkembangnya sentra industri kreatif payung geulis sebagai ikon ciri khas Kota Tasikmalaya. Jjumlah pengrajin payung geulis cenderung menurun pada beberapa tahun terakhir serta belum tercapainya arah dari pengembangan sentra industri kreatif payung geulis yaitu terwujudnya kampung wisata payung geulis sebagai destinasi pariwisata di Kota Tasikmalaya. Berdasarkan hasil observasi, permasalahan tersebut berkaitan dengan kapasitas organisasi Dinas Koperasi, UMKM, Perindustrian, dan Perdagangan (Diskoperindag) sebagai organisasi publik yang berwenang dalam pengembangan sentra industri kreatif payung geulis. Dalam melakukan penelitian ini penulis menggunakan teori kapasitas organisasi dari Douglas Horton dkk, dimana terdapat lima dimensi dalam menilai kapasitas organisasi, yaitu sumber daya manusia, infrastruktur, teknologi dan keuangan, kepemimpinan strategis, manajemen program dan proses, serta jaringan/hubungan dengan organisasi dan pemangku kepentingan lain. Penelitian ini menggunakan metode penelitian kualitatif dengan pendekatan deskriptif. Teknik pengumpulan data dilakukan melalui observasi, wawancara, dan dokumen. Serta untuk memvalidasi data penulis menggunakan triangulasi sumber. This research is motivated by problems in tourism development in Kubu Gadang Tourism Village, especially in the collaboration aspect. One of them is in collaborative communication, where sectoral ego and community participation are still fluctuating. The results of this study indicate that the collaboration of tourism development in Kubu Gadang Tourism Village has been going well. Of the six determinants of successful collaboration proposed by Paul W. Mattessich and Barbara R. Monsey, only one factor has not worked well. In contrast, the other five factors have worked well. Factors that have not gone well are the collaboration resource factor. Namely, the source of funds that are still very lacking and the members who have the skills are not evenly distributed. Some suggestions from this study are that the collaboration group members should be able to compromise to make a meeting schedule that fits the schedule of all members to maximize the attendance of all collaboration members in each meeting so that no information is missed. It is recommended that the Tourism Development Collaboration Group in the Kubu Gadang Tourism Village add a division that focuses on the business or business development. It is recommended that the Tourism Development Collaborative Group in Kubu Gadang Tourism Village conduct training on time management. To avoid wasting time and delays in receiving the next guests. ABSTRAKPenelitian ini menjelaskan tentang kolaborasi pembangunan kepariwisataan di Desa Wisata Kubu Gadang. Penelitian ini dilatarbelakangi oleh permasalahan pada pembangunan kepariwisataan di Desa Wisata Kubu Gadang terutama pada aspek kolaborasi. Salah satunya pada komunikasi kolaborasi yang masih terdapat ego sektoral dan partisipasi masyarakat yang masih mengalami fluktuasi.Hasil penelitian ini menunjukkan bahwa kolaborasi pembangunan kepariwisataan di Desa Wisata Kubu Gadang sudah berjalan dengan baik. dari enam faktor penentu keberhasilan kolaborasi yang dikemukakan oleh Paul W. Mattessich dan Barbara R. Monsey, hanya satu faktor yang belum dapat berjalan dengan baik, sedangkan lima faktor lainnya sudah berjalan dengan baik. Faktor yang belum berjalan dengan baik adalah faktor sumber daya kolaborasi yaitu sumber dana yang masih sangat kurang dan juga anggota yang memiliki keterampilan itu belum merata.Beberapa saran dari penelitian ini adalah Anggota kelompok kolaborasi sebaiknya bisa melakukan kompromi untuk membuat jadwal pertemuan yang sesuai dengan jadwal seluruh anggota untuk memaksimalkan kehadirian seluruh anggota kolaborasi dalam setiap pertemuan agar tidak ada informasi yang terlewat. Sebaiknya Kelompok Kolaborasi Pembangunan Kepariwisataan di Desa Wisata Kubu Gadang melakukan penambahan divisi yang berfokus kepada pengembangan usaha atau bisnis. This research is motivated by the researchers' interest in the issue of environmental pollution caused by the use of plastic bags. The method used is qualitative with a descriptive approach. The theory used in this study according to Michael Hall et. al (2003) with the following dimensions: (1) Human Resource Capacity, (2) Financial Capacity, (3) Relationship and Network Capacity, (4) Process and Infrastructure Capacity, (5) Planning and development capacity.The results obtained from this study indicate that the overall organizational capacity of the Environmental and Cleanliness Office has not been fulfilled to support the implementation of reducing the use of plastic bags in the city of Bandung. The unfulfilled capacities are in Human Resources, Finance, Process and Infrastructure, as well as Planning and Development. While the capacity of Relations and Networks can be said to be fulfilled. The author concludes that the capacity has not been fulfilled due to the limited competence of employees which influences other capacities.ABSTRAKPenelitian ini bertujuan untuk mengetahui bagaimana kapasitas organisasi yang dimiliki Dinas Lingkungan Hidup dan Kebersihan dalam pelaksanaan program pengurangan penggunaan kantong plastik di Kota Bandung. Penelitian ini dilatarbelakangi dengan ketertarikan peneliti terhadap isu pencemaran lingkungan yang disebabkan oleh penggunaan kantong plastik. Metode yang digunakan yaitu kualitatif dengan pendekatan deskriptif. Teori yang digunakan dalam penelitian ini menurut Michael Hall et. al (2003) dengan dimensi-dimensi yakni: (1) Kapasitas Sumberdaya Manusia, (2) Kapasitas Keuangan, (3) Kapasitas Relasi dan Jaringan, (4) Kapasitas Proses dan Infrastruktur, (5) Kapasitas perencanaan dan pengembangan. Hasil yang diperoleh dari penelitian ini bahwa kapasitas organisasi Dinas Lingkungan Hidup dan Kebersihan secara keseluruhan belum terpenuhi untuk menunjang pelaksanaan pengurangan penggunaan kantong plastik di Kota Bandung. Kapasitas yang belum terpenuhi tersebut yakni pada Sumberdaya Manusia, Keuangan, Proses dan Infrastruktur, serta Perencanaan dan Pengembangan. Sedangkan kapasitas Relasi dan Jaringan dapat dikatakan terpenuhi. The development of the Bandung Creative Belt area in the Cigadung sector was motivated by the need to improve the local economy sustainably by utilizing the creative economy's potential. The implementation of the development of the Cigadung Creative Belt involves stakeholders consisting of government, business, academic, community stakeholders, and the media or known as the Penta Helix. To realize the Cigadung Creative Belt as a creative tourism destination that is sustainable and competitive and contributes significantly to economic development, the synergistic collaboration between stakeholders is needed. This study discusses collaboration through 6 dimensions/stages Huxham and Vangen (1996). This study has six dimensions: managing aims, compromise, communication, democracy and equality, power and trust, and determination, commitment, and stamina. The research method used is qualitative. Data as study material was obtained through field observations, literature studies, and interviews (Cresswell, 2010). The implementation of collaboration in the development of the Bandung Creative Belt in the Cigadung sector has not heeded essential aspects in the collaboration process such as the existence of inequality in each collaboration actor, the power of several collaboration actors who are still too dominant, determination and commitment the collaboration actors are not yet optimal. ABSTRAKPenelitian ini menjelaskan tentang kolaborasi dalam pengembangan pariwisata kreatif di Kota Bandung. Pengembangan kawasan Bandung Creative Belt sektor Cigadung tersebut dilatarbelakangi dari adanya kebutuhan untuk meningkatkan ekonomi lokal secara berkelanjutan dengan memanfaatkan potensi ekonomi kreatif. Pelaksanaan pengembangan Cigadung Creative Belt melibatkan pemangku kepentingan yang terdiri dari stakeholder pemerintah, bisnis, akademisi, masyarakat/komunitas, dan media atau dikenal sebagai Penta Helix. Untuk mewujudkan Cigadung Creative Belt sebagai destinasi pariwisata kreatif yang berkelanjutan dan berdaya saing, serta berkontribusi besar dalam pembangunan ekonomi diperlukan kolaborasi yang sinergis diantara para pemangku kepentingan.
