The approach which is used in this research is Research and Development that was proposed by Borg and Gall. Development models in this research are through the stage of conceptual model, theoretic model, hypothetic model and final model. However, this article will discuss until theoretic model only. Findings in this research show that there is a low number of professors, most private universities are still under the higher education standard, the competencies of lecturers are not optimum yet in running tri dharma of higher education, particularly in the field of research in which in this context it shows the low number of lecturers’ capacity in publishing scientific articles, there are lecturers who have not still had functional positions yet, and there are stakeholders demands which are stronger to private university doing the changes in order to improving the management quality of higher education, so it can produce qualified graduates. The result of this research is the Integrated Lecturer Performance Development Program which is hoped to be able to improve lecturers’ performance in running tri dharma of higher education. It is especially in scientific publication which will affect in enhancing lecturer productivities in the end, so it can contribute on the development of private university to good university governance. A mixed-method, multisite assessment of a project that aimed to improve the management and governance of quality service of State Junior High School documented positive impact on school-based management in both public. It was also found that the effective implementation of SBM requires time management expertise and assistance from the government, educational experts, and foreign aid agencies. This research is aiming at knowing the implementation of SBM in the field of: 1) school administration, and 2) school relationship with society to improve the quality service of State Junior High School. The data were gathered by using observation, interview and documentation. The subject of the research were school principal, teacher, and schools committee. The result showed as follow: 1) for schools’ personnel, there were supervising and developing the school’s teachers by involving them in making decision of the school, sending teachers to follow trainings, giving permission for teachers who want to pursue their degree. The role of those public universities in this century needs to emphasize competitive advantage to compete with other universities and to achieve high organizational effectiveness. From the perspective of educational administration, competitive advantage affects organizational effectiveness. This study analyzes the effect of competitive advantage on organizational effectiveness. Using the survey and quantitative approach, the research was conducted at 12 public universities in Indonesia with population of 11,262 lecturers and the sample of 108 lecturers. The data were analyzed by descriptive, SEM-PLS, and quadrant analyses. The results in general reveal that competitive advantage and organizational effectiveness at 12 public universities are moderately high, but have not optimal yet. There are still several dimensions that need to be enhanced. Hypothesis testing shows that competitive advantage has a positive and significant impact on organizational effectiveness. The SARI Quadrant Analysis Model of all variables maps the positions of each dimension in each quadrant related to the focus of the action or strategy being performed: sustained, adjusted, repaired, and improved. In this research agency moral can be interpreted as two kinds of condition. Firstly, teachers as an exemplary figure who do their profession ethically and the second one is as a moral educator who teaches virtue values to their students, so all of them would be a person with good personality in the future. I used a qualitative method for this research with phenomenology as my framework. I also used interviews as my process of collecting the data, that designed based on moral agency building structures, which are: 1) moral identity, 2) moral sensitivity, 3) moral action. The main participant of this research is five students of the Pedagogic Masters Departments, Magister Faculty of UPI. The result of this research is all the participants interpreted that teacher is a profession that has a big moral responsibility, a teacher also specifically responsible for the future of their students and the quality of education in general. The participants said that teachers are the unsung heroes, dedicated themselves to their country and to see their students became a great human being always made them proud of being a teacher. Through moral identity development, the participants could increase their moral sensitivity by identifying some problematic situations that they had to face in their daily activity as a teacher in the school, so at the end, they could do some moral actions to emancipating the profession of teaching to be a better one. Decision making is a very important in strategic role because mistakes in decision making will have an impact on the process and results of a program. This can be understood because the style of decision making is an action or behavior to move the school component towards achieving educational goals by considering the work environment, group pressure, emerging behavior, task demands, personal needs and sudden needs so that it displays typical actions in choosing a number of the best alternative. Therefore, this study is a study conducted on the tendency of principals to make decisions that are used as an effective model for now, namely the analytical decision-making style model. By using a descriptive analysis study approach, this study produced several important findings, namely: First, the analytical decision-making style carried out by the Principal showed high tolerance for uncertainty. Second, analytical decision-making styles tend to be task / technical oriented so that they need accurate data and information to make decisions. Third, the model of effective analytical decision-making style is applied by the Principal in solving complicated problems, especially related to education policy. The interview data were analysed using “within case and cross-case analysis” within the participants. The result of this study showed that: (1) there was no process or special preparation in carrying out the teacher recruitment. The process of non-civil servant teacher recruitment conducted by school can be described as following; the first is about the policy of announcement and notification for the recruitment. The schools only announce the hiring through the teachers and using internal media. The second is about the application requirement and qualification. The qualification of this non-civil servant teachers is S1 (Bachelor) of Education as suitable as the school needs. The third is the selection process; there was no specific process in selecting the teachers. The fourth is the acceptance of non-civil servant teachers is based on the headmaster decision. (2) The headmaster (principal) policy. To solve the problem of teachers who teach courses not suitable as their educational backgrounds is to give them education and training. (3) The Impact of non-civil servant teacher’s recruitment: the teachers face difficulties in explaining the materials and assessing. The headmasters of public Senior High Schools in Sarolangun Regency recommended some solutions, such as the headmaster and vice headmaster for curriculum create a team or special committee in recruiting non-civil servant teachers. The second, the headmasters and vice headmaster for curriculum have to give teachers classes based on their educational backgrounds. The third is the headmaster should send the teachers to join training to improve their competencies. This research was conducted in one of the provinces in Indonesia which has the largest population. Respondents in the head of elementary and junior high schools are spread in regencies and cities. The research method uses quantitative methods by processing descriptive statistical data. The results of the study show that in general the proportion of the Principal's work is still dominated by administrative work, however, activities related to teacher professional development including supervision have also been carried out even though the portion still needs to be improved. The Principal works on various specific and general tasks with varying proportions. But most of it is used to work with teachers to solve problems related to students. The birth of leaders at every level of leadership in the school through the development / leadership capacity building of teachers is an effective leadership trait that ultimately leads to an advanced and superior school. School is an organization. As an organization, the school seeks to improve its products, services and innovations through continuous improvement and breakthrough strategies. This method produces a concept known as Total Quality Management (TQM) and Business Process Reengineering. This research uses quantitative approach, with the sample is in SMKN8 Kota Bandung. The results showed that in Vocational School 8 Bandung has implemented teacher leadership capacity building with level of implementation equal to 36%. And the success rate of implementation of learning organization is 24,41%. However, it brings a realization that in current condition, no matter how important it is, inviting parents to get involve is not an easy task. Due to this fact, the research conducted in informal educational organization Sukamaju 7 is aimed to analyze public relation management program “Javadharna” in enhancing parental involvement. The research was conducted guided by qualitative approach through the utilization of interview to the main and secondary subject; parents as a customer and the owner of the organization, respectively. The data were collected from 57 parents of 82 students. As parents describes the activities to be beneficial to keep them updated and involve in their children’s learning. The result further shows that all of the activities in the very are able to meet specified purposes and functions as well as gaining approval from the public. However, the process of actualizing knowledge and comprehension into implementation is not an easy feat as revealed by result which mostly only reach indicator of cognitive level. Consequently, result found that for the activities to work for both parent and organization, more time and encouragement are needed. As for the care of children for mothers who are full of work they leave it entirely to their nanny. They do not leave their children in daycare because they are not affordable. The cognitive levels of children whose mothers at home is better than the children whose mothers go to work.
