First, to review laws against the 1945 Constitution, the authority to review them lies with the Constitutional Court. Second, testing through judicial review of statutory regulations under the law, if they conflict with the law, the authority lies with the Supreme Court. A study of legal regulations in Indonesia actually guarantees that every product of legal regulations, especially laws in Indonesia, in forming norms must not conflict with the norms contained in the constitution or the 1945 Constitution, as well as the formation of legislative regulations under the law must do not conflict with the law, where the 1945 Constitution itself has been placed in the highest position in statutory regulations. \u0000  \u0000Pengujian peratuan perundang-undangan di indonesia terdapat dua lembaga untuk mengajukan judicial review. Pertama menguji UU terhadap UUD 1945 kewenangan mengujinya ada pada Mahkamah Konstitusi. Mining potential in Riau Province includes mining business areas, special mining areas, and Artisanal Small Scale mining areas. This research is a technical review to look at the potential sources of local revenue originating from the management of Artisanal Small Scale mining areas. This research examines the regulations of Law No. 1 of 2022 concerning financial relations between the Central Government and Regional Governments (HKPD) and Law No. 32 of 2009 concerning Environmental Protection and Management. The results of this study are that: (1) the potential for local revenue for regions that have Artisanal Small Scale mining areas originates from the people's mining area management levies and income sharing fund (PPh 21 WPOPDN) at 8.4%. (2) For neighboring regions that do not have Artisanal Small Scale mining areas but are affected by Artisanal Small Scale mining activities, they are entitled to compensation for inter-regional environmental services and profit-sharing funds from PPh 21. \u0000  \u0000Kementrian Energi dan Sumber Daya Mineral menetapkan Keputusan Mentri Energi dan Sumber Daya Mineral Nomor 100.K/MB.01/MEM.B/2022 tentang Wilayah Pertambangan Provinsi Riau. Potensi Pertambangan di Provinsi Riau meliputi Wilayah Usaha Pertambangan, Wilayah Pertambangan Khusus dan Wilayah Pertambangan Rakyat. Penelitian ini merupakan Tinjauan Teknis untuk melihat potensi-potensi sumber Pendapatan Asli Daerah yang bersumber pada Pengelolaan Wilayah Pertambangan Rakyat. Penelitian ini mengkaji regulasi yang menjadi payung hukum yaitu Undang-Undang No.1 Tahun 2022 tentang Hubungan Keuangan antara Pemerintah Pusat dan Pemerintahan Daerah (HKPD) dan Undang Undang Nomor 32 Tahun 2009 tentang Perlindungan dan Pengelolaan Lingkungan Hidup. Hasil dari penelitian ini yaitu (1) potensi Pendapatan Asli Daerah bagi daerah yang memiliki Wilayah Pertambangan Rakyat bersumber dari Retribusi Pengelolaan Wilayah Pertambangan Rakyat dan Dana Bagi Hasil PPh 21 WPOPDN sebesar 8,4%. To optimize and enhance the Regional Own-Source Revenue (PAD), professional and transparent management of parking fees is necessary. This study aims to determine the design of an information system, its effectiveness, and the advantages and disadvantages of using an electronic parking system for paying parking fees in Indragiri Hilir Regency. This research falls within the realm of qualitative research. The data sources used in this study include primary and secondary data. Data was collected through interviews, observations, documentation, and literature review. Data analysis techniques employed encompass data collection, data reduction, data presentation, verification, and conclusions. The management of parking fees still encounters several obstacles, including a lack of field supervision, exploitation by irresponsible individuals taking advantage of negligence for personal gain, and incomplete allocation of parking revenue to local governments. Cerucuk are wooden poles used as the foundation for houses and high-rise buildings in swampland with the aim of (1) increasing the carrying capacity of the soil; (2) reducing the occurrence of foundation settlement; and (3) avoiding the occurrence of a skid. As development increases, of course, the need for mangrove wood will increase every time. This research was conducted to find a solution to a development budget originating from the mangrove wood trade, which has the potential to become the regional original income (PAD) for Indragiri Hilir Regency. The research uses a qualitative approach to describe the potential sources of local revenue from the forestry sector. The conclusions from this study are: (1) Referring to Permen LHK 64/2017 and PP 74/1999, the state has the right to receive Rp. 15,000 x 10% = Rp. 1,500 per cerucuk log traded; (2) Potential PAD from Provision of Forest Resources, namely 32%; fees for forest utilization business permits are 64% and 40% for reforestation funds. The suggestions from this study are: (1) The Central, Provincial, and District Governments are expected to look at forestry DBH as potential state revenue; (2) Revenue from PAD originating from the forestry sector must be consistent with forest reforestation so that it does not damage the environment. \u0000  \u0000Keadaan tanah labil menyebabkan perlu adanya rekayasa teknik pondasi untuk mendapatkan bangunan kokoh untuk jangka panjang. Cerucuk adalah tiang-tiang kayu yang digunakan sebagai pondasi rumah dan gedung bertingkat di tanah rawa dengan tujuan: (1) Meningkatkan daya dukung tanah; (2) Mengurangi terjadinya penurunan pondasi; (3) Menghindari terjadinya gelinciran. Seiring meningkatnya pembangunan, tentu akan meningkatkan kebutuhan akan kayu bakau setiap waktunya. Penelitian ini dilakukan untuk menemukan solusi untuk mencari anggaran Pembangunan berasal dari perdagangan kayu bakau yang berpotensi sebagai Pendapatan Asli Daerah (PAD) Kabupaten Indragiri Hilir. Penelitian menggunakan pendekatan Kualitatif untuk menggambarkan potensi-potensi sumber pendapatan asli daerah dari sektor kehutanan. Kesimpulan dari penelitian ini adalah: (1) Merujuk pada Permen LHK 64/2017 dan PP 74/1999 negara berhak menerima sebesar Rp.15.000 x 10% = Rp. 1.500 per batang kayu cerucuk yang diperjual-belikan; (2) Potensi PAD dari Provisi Sumber Daya Hutan yaitu sebesar 32%; Iuran Izin Usaha Pemanfaatan Hutan sebesar 64% dan Dana Reboisasi 40%. However, in reality, there are still many Muslims who are reluctant or refuse to pay zakat. This certainly requires efforts by imposing criminal sanctions so that the Muslim community becomes more aware of paying zakat. This research is normative legal research whose data is sourced from secondary data by collecting primary, secondary, and tertiary legal materials. Meanwhile, the analysis in this research uses qualitative analysis. Conclusions are drawn deductively. The urgency of criminal sanctions for muzakki who refuse to pay zakat in the framework of developing zakat law in Indonesia can be carried out in the following ways: 1. Internally within the Islamic community: First, building religious awareness that zakat is an instrument for alleviating poverty; Second, Unifying the opinion that based on sociological, philosophical, juridical, theological-normative, historical considerations or reasons, and the purpose of punishment, the application of criminal sanctions for muzakki is absolutely necessary; Third, fighting politically because political channels are one of the entry points for the application of Islamic law. 2. Government: First, build awareness that Indonesia's zakat potential is very large, while awareness of zakat is still small. So, the government should be proactive with the pick-up system by changing the zakat system from voluntary to mandatory (compulsory system); Second, the issue of zakat is an issue that applies specifically to the Muslim community. Thus, it would be better for the government to listen more to the aspirations of Muslims. \u0000  \u0000Zakat merupakan salah satu rukun Islam, dan menjadi salah satu unsur pokok bagi tegaknya syariat Islam yang kewajibannya  bagi umat Islam telah ditetapkan dalam Al-Qur’an, Sunnah Nabi, dan ijma’ para ulama. Namun pada kenyataannya masih banyak umat Islam yang enggan atau ingkar dalam membayar zakat. Hal ini tentu perlu upaya dengan memberlakukan sanksi pidana agar ummat islam lebih sadar lagi dalam membayar zakat. Penelitian ini merupakan penelitian  hukum  Normatif yang data-datanya bersumber data sekunder dengan mengumpulkan bahan hukum primer, sekunder dan tersier. Sedangkan analisa dalam penelitian ini menggunakan analisa kualitatif. Penarikan kesimpulan  dilakukan dengan cara  deduktif. The Infrastructure Service Satisfaction Index (IKLI) is a measure used to measure the level of user satisfaction with infrastructure services that are available. This index is usually calculated by measuring the level of dissatisfaction or satisfaction felt by users with the services available. Users are surveyed to identify their level of satisfaction with the available infrastructure services. In general, the infrastructure service satisfaction index value for 2022 is 65.02. Based on the table of Perception Value, Interval Value, Conversion Interval Value, Service Quality, and Service Unit Performance in Permenpan-RB 14/2017, it can be seen that the sense of security index is MEDIUM for 2022. \u0000  \u0000Berdasarkan dengan Peraturan Menteri Pendayagunaan Aparatur Negara dan Reformasi Birokrasi Nomor 14 Tahun 2017 Tentang Pedoman Penyusunan Survei Kepuasan Masyarakat Unit Penyelenggara Pelayanan Publik dan Dokumen Rencana Pembangunan Jangka Menengah Daerah (RPJMD) Kabupaten Indragiri Hilir  Tahun 2018-2023 yang telah di tetapkan dalam Peraturan Daerah Nomor 10 Tahun 2019 menempatkan Infrastruktur dan rasa aman sebagai Misi Pembangunan dalam  upaya mencapai Visi Kabupaten Indragiri Hilir “KEJAYAAN INHIL YANG SEMAKIN MAJU, BERMARWAH DAN BERMARTABAT” tahun 2023 Indeks Kepuasan Layanan Infrastruktur (IKLI) adalah suatu ukuran yang digunakan untuk mengukur tingkat kepuasan pengguna atas layanan infrastruktur yang tersedia. Indeks ini biasanya dihitung dengan mengukur tingkat ketidakpuasan atau kepuasan yang dirasakan oleh pengguna terhadap layanan yang tersedia. Pengguna disurvei untuk mengidentifikasi tingkat kepuasan mereka dengan layanan infrastruktur yang tersedia. Secara umum, nilai Indeks kepuasan layanan infrastruktur tahun 2022 adalah 65.02. Using panel data from city districts in Riau province during the 2011-2022 period, the analysis model used is panel regression with a fixed effect approach. This research reveals that women's income contributions to the family can significantly reduce poverty levels. The greater the contribution of women's income to total family income, the lower the poverty level. On the other hand, a decrease in women's income contribution results in an increase in poverty levels. These findings have implications that regional government efforts to reduce poverty levels in Riau province can be carried out through policy interventions related to increasing women's income, especially married women. Therefore, increasing women's participation in income-generating programs can be one of the strategic policies that should be considered in efforts to reduce the poverty rate. \u0000  \u0000Penelitian ini bertujuan untuk menganalisis pengaruh pendapatan perempuan terhadap tingkat kemiskinan. Menggunakan data panel kabupaten kota di provinsi Riau selama periode 2011-2022, model analisis yang digunakan adalah regresi panel pendekatan fixed effect. Penelitian ini mengungkapkan bahwa sumbangan pendapatan perempuan dalam keluarga secara signifikan dapat menurunkan tingkat kemiskinan. Semakin besar kontribusi pendapatan perempuan terhadap total pendapatan keluarga, semakin rendah tingkat kemiskinan. Sebaliknya, penurunan kontribusi pendapatan perempuan berdampak pada peningkatan tingkat kemiskinan. Temuan ini berimplikasi bahwa upaya pemerintah daerah dalam menurunkan tingkat kemiskinan di provinsi Riau dapat dilakukan melalui intervensi kebijakan yang berhubungan peningkatan pendapatan perempuan, terutama perempuan menikah. Mangroves have the ability to store large carbon reserves, 3-5 times that of the heaviest mainland forest carbon reserves. Mangrove secondary forests can also be assessed as storing 54.1–182.5 tons of carbon per hectare. Carbon prices on the international market are priced at IDR 30,000 to IDR 270,000 per tonne of CO2. With the great potential of mangrove forests in Indragiri Hilir to meet international demand for carbon, carbon trade can be used as an alternative regional income that is earmarked as a budget for development in the environmental and forestry sectors. This research was conducted by Desk Review and Survey Research. Primary data collection through QSPM to related stakeholders. To plan carbon trade action, this study also formulates a business model canvas and a SWOT analysis to map the strategic directions to be executed going forward. Based on the analysis above, Indragiri Hilir Regency has great potential in the carbon trade. However, the most important notes for treatment are [1]: making records of carbon emission production, absorption, and the gap between emissions and emission absorption and [2]: strengthening institutional capacity related to carbon trade. \u0000  \u0000Indragiri Hilir merupakan daerah pesisir yang memiliki hutan mangrove yang sangat luas 131.658 Hektar. Mangrove memiliki kemampuan untuk menyimpan besar cadangan Carbon besar, 3-5 kali dari cadangan Carbon hutan daratan yang terlebat. Hutan sekunder mangrove mampu juga dinilai menyimpan Carbon 54,1-182,5 ton Carbon setiap hectare. Harga Carbon di pasar Internasional dibanderol Rp 30 ribu-Rp 270 ribu per Ton CO2. Dengan besarnya potensi hutan mangrove di Indragiri Hilir untuk memenuhi permintaan Carbon internasional, dengan demikian maka Carbon Trade dapat dijadikan alternatif pendapatan daerah yang diperuntukkan sebagai anggaran untuk pembangunan bidang lingkungan dan kehutanan. Penelitian ini dilakukan dengan Desk Review dan Penelitian Survey. Pengumpulan Data Primer melalui QSPM kepada stakeholder terkait. Untuk merencanakan aksi Carbon Trade, penelitian ini juga merumuskan Business Model Canvas dan Analisa SWOT untuk memetakan arah strategi yang dijalankan kedepan. Berdasarkan analisa di atas, Kabupaten Indragiri Hilir memiliki Potensi yang besar didalam Carbon Trade. Through an in-depth case study analysis, this research will uncover the important role that innovative leadership plays in overcoming challenges. The research method that can be used is a qualitative approach where information is collected through interviews, observation, and analysis of relevant documents. The survey was answered by administrators and members of Kodim 0314 Indragiri Hilir who are involved in decision-making and technology implementation in the unit. The results of this study aim to provide a deeper understanding of the role of innovative leadership in overcoming challenges and capturing opportunities in the digitalization era. The findings of this study will provide practical recommendations for leaders in Kodim 0314 and other military units in responding to rapid and complex changes in the digitalization era, including optimizing the use of technology, developing relevant skills and knowledge, changing organizational culture, managing security risks, leveraging data and analysis, facilitating communication and coordination, and dealing with structural changes that may be required. \u0000  \u0000Penelitian ini akan mengeksplorasi beberapa permasalahan yang dihadapi oleh Kodim 0314 dalam mengadopsi teknologi baru, mengembangkan keterampilan dan pengetahuan yang relevan, mengubah budaya organisasi, mengelola risiko keamanan, memanfaatkan data dan analisis, memfasilitasi komunikasi dan koordinasi yang efektif, serta menghadapi perubahan struktural. Melalui analisis studi kasus yang mendalam, penelitian ini akan mengungkap peran penting yang dimainkan oleh kepemimpinan inovatif dalam mengatasi tantangan. However, for use as agricultural land, peat soil has many obstacles such as acid soil and low availability of macro and micronutrients, so nutrients must be added. Currently, farmers are faced with the problem of increasingly expensive and scarce fertilizers. On the one hand, around agricultural land, there is a lot of agricultural waste that is abundant and not utilized, so it becomes waste. Coconut coir and areca nut are agricultural wastes that are mostly wasted on peatlands. This study aims to determine the role of Palma waste POC in increasing the productivity of peat soil. The method used in this writing is a literature review, namely by collecting various kinds of literature related to the research topic, then conducting a literature review and reviewing the literature with relevant discussions. The results of the study revealed that POC of coconut coir and areca nut can be used as POC. \u0000  \u0000Tanah gambut merupakan lahan alternatif untuk budidaya pertanian dan kawasan ketahanan pangan di masa depan karena lahan subur sudah tidak tersedia lagi akibat konversi lahan pertanian menjadi lahan non pertanian, sementara lahan gambut masih tersedia luas. Akan tetapi untuk pemanfaatan sebagai lahan pertanian, tanah gambut mempunyai banyak kendala seperti tanah masam dan rendahnya ketersediaan unsur hara makro dan mikro sehingga harus dilakukan penambahan hara. Saat ini, petani dihadapkan pada permasalahan pupuk yang semakin mahal dan langka, di satu sisi di sekitar lahan pertanian banyak limbah pertanian yang tersedia melimpah dan tidak termanfaatkan sehingga menjadi sampah. Sabut kelapa dan sabut pinang merupakan limbah pertanian yang banyak terbuang di lahan gambut. Penelitian yang bertujuan untuk mengetahui peranan POC limbah Palma dalam meningkatkan Produktivitas tanah gambut. Metode yang digunakan dalam penulisan ini adalah literatur review yaitu dengan mengumpulkan berbagai macam literatur yang berkaitan dengan topik penelitian, kemudian melakukan penelaahan literatur serta mereview literatur dengan pembahasan yang relevan.
