Limited human resources for health are an obstacle in realizing sustainable health development. The aim of this research is to find out what the Standard Procedures for Referrals at Community Health Centers are regarding Human Resource Limitations, what the responsibilities of Community Health Centers are in implementing the Referral Service System, as well as the impact of excessive performance burdens on Health Workers at Community Health Centers. The research method used is a normative juridical approach accompanied by library data collection. The results of this research were then analyzed qualitatively. Based on the research results, it shows that in principle the referral procedure at the Community Health Center regarding limited human resources is the same as the referral principle in general. Every health worker is still required to be multiskilling in providing health services at the Community Health Center. There must still be health workers accompanying patients in carrying out referrals. Puskesmas also has the authority to place competent health workers as companions if the patient's condition is not good. Workload is a combination of quantitative workload and qualitative workload. Allocation of village funds is an important source of funding aimed at encouraging the development and welfare of the community at the village level. However, to achieve this goal, it is important for the village to have good accountability in managing these funds. This research uses a qualitative approach by conducting in- depth interviews with various related parties, such as the village head, village officials, community leaders, and villagers. The collected data were analyzed using a descriptive method to describe the current state of accountability. The results of the study show that accountability in managing village fund allocations in Klari Village still needs to be improved. Several factors affect the level of accountability, namely the lack of transparency in village financial reporting, the low level of community participation in making decisions regarding the allocation of funds, and the lack of outside supervision. In addition, there are administrative and technical obstacles that impede the efficient use of village funds. The use of information technology that has not been maximized is also one of the challenges in increasing accountability. Therefore, the recommendations from this study are the importance of increasing transparency, community participation, and external oversight in managing village fund allocations. Penelitian ini adalah penelitian kuantitatif dengan dengan teknik pengumpulan data menggunakan kuesioner. Sampel dalam penelitian ini adalah pegawai tetap yang berjumlah 74 pegawai, penelitian ini menggunakan sampel dengan teknik nonprobability sampling dengan metode purposive sampling. Alat analisis yang digunakan yaitu analisis jalur (path analysis) dengan bantuan program SPSS 29. The aim of the research is to determine the role of Bawaslu in preventing money politics in the 2019 legislative elections in Gorontalo City. This research uses normative legal research (normative law study) using normative case studies in the form of legal behavior products. The main point of study is law which is conceptualized as a norm or rule that is merely in society and becomes a reference for everyone's behavior. Bawaslu's role in the 2019 regional elections was carried out in accordance with Law No. 15 of 2011 concerning the Implementation of General Elections. Similar to what has been proven by the money politics violations that occurred in Gorontalo City in 2019, there were acts of promising and/or giving money or other materials to influence the holding of elections and/or elections in a structured, systematic and massive manner. Awareness about money politics must be based on shared awareness. Public Knowledge about Politics, of course, candidate pairs and the public must be able to change thought patterns that have an impact on social culture. Both candidate pairs and society must change their perspective. Then the results of the analysis and findings in the field from this research show that the potential of Sungai crocodile village is optimal enough to develop from the status of progress and independence of \"Developing\" to \"Advanced\". This is based on analysis according to indicators according to Rachmawati in developing a more appropriate Smart village concept, namely 1. Smart government (smart governance), 2. Smart society (smart community), 3. Smart economy (smart economy) , and 4. Smart environment. The results of the research and discussion have shown that the conclusion obtained is that the Sungai crocodile village has quite optimal potential to develop from the status of progress and independence of \"Developing\" to \"Advanced\". There are several findings obtained during research, including the smart village concept which has been proposed to the government for a long time, in fact it does not match what exists on the ground, the reality is that this concept should be promoted to realize sustainable village development, in fact this concept is not the basis for current government programs. Therefore, the sale and purchase process is carried out by making an agreement, namely the Sale and Purchase Binding Agreement (PPJB) before the signing of the Sale and Purchase Deed (AJB). However, over time there is a problem where one party does not implement the contents of the agreement or is called default. This research was conducted with the aim of knowing how the legal consequences caused by defaults in land and building sale and purchase agreements and how to resolve disputes due to defaults in land sale and purchase agreements. Using normative juridical research methods, it can be concluded: 1. Legal consequences arising from default in a sale and purchase agreement, especially if one party does not implement the contents of the mutually agreed sale and purchase agreement, then the party has violated the agreement so that it is called committing a default act. 2. Settlement of disputes due to default in the sale and purchase agreement, can be done through deliberation from the parties for the settlement of the obligations of the parties in dispute to then be fulfilled / realized / paid by the parties who are considered in default. The technique for taking informants was purposive sampling, resulting in 13 informants consisting of the village head, service officers and 10 community members. The method used is descriptive qualitative, a public service dimension theory developed by Lovelock with 5 dimensions, namely tangibles, reliability, responsiveness, assurance and empathy. Based on the results of the research conducted, it was found that the Rinding Village Head Office had been able to implement several indicators in this dimension. In the 2-year document Jokowi-JK Real Work shows that education is less of a major concern in the Jokowi administration's policy agenda. The three main focuses of the government's policy agenda emphasize infrastructure, human development, and economic deregulation policies. Education is only limited to the mention of increased access and infrastructure of education, and the education index which increased (0.82) from 2014 to 2015. A number of education policy products such as the smart Indonesia card, KIP Kuliah have become a legacy in the Jokowi administration from 2014 to 2024. However, a number of educational problems and challenges have not been fully answered during Jokowi's leadership. This happens because there is no adequate design thinking in overcoming education problems in Indonesia. The purpose of the research is to uncover and analyze the fundamental problems of education and propose the formulation of design thinking of Indonesian education policy after Jokowi. The method used in this study uses a qualitative approach. Data is obtained through literature studies of government policy documents in the field of education, books, scientific journal articles. Data analysis uses interpretive approaches, semiotics, critical discourse analysis, and design thinking. The results of this study show that if we look at post-reform education policy, design thinking education policy has not touched on the fundamental education system, the substance of education, and the culture and ecosystem of education.
