The research method uses a qualitative approach. Data collection techniques using interviews, documentation studies and observation. The results showed that the management of the Transporters Business License still experienced obstacles. The research method uses a qualitative approach. Data collection techniques with interviews, documentation studies and observation. The results showed that the supervision of the distribution of Industrial Solar Non-Subsidized Fuel Oil in Bitung City has not been implemented properly because it was found that there are business actors who have been operating and distributing Industrial Solar Non-Subsidized Fuel Oil from Bitung City to commercial areas within Bitung City and its surroundings without licensing so that the volume and quality of supply cannot be monitored and evaluated. The proposal to appoint active high-ranking TNI/PORI officers as Acting Regional Heads by the Ministry of Home Affairs has drawn polemics. The method used in this research is qualitative research through a normative legal approach, namely an approach that uses positivist juridical conceptions. The data collected is by using literature studies, scientific articles, legal expert opinions, and other legal sources. The data that has been obtained is then analyzed using qualitative analysis methods. The results found that by increasing supervision of the implementation of loading and unloading performance of goods and containers, it is possible that there is no idle time. Supervising the performance of tools and checking and repairing loading and unloading tools, namely container cranes so that when used for loading and unloading activities do not experience damage which results in idle time and also has an impact on loading and unloading productivity. Data analysis through Data Reduction, Data Presentation and Conclusion Drawing. The results of the study found that the waste management planning carried out by Malalayang sub-district was not maximized. The results showed that the commercial business license policy for downstream oil and gas business activities in Bitung City has not been implemented properly because there are business actors who do not take care of the Commercial Business License even though they have been trading in Bitung City and its surroundings. The results of the study found the fulfillment of indicators according to the standard of sea transportation passenger services at the terminal, which are still not available or not able to be operated. Through qualitative research, the research focus was carried out by analyzing several indicators using actor and interest group theory from a political ecology perspective. This research reveals that the food estate policy carried out by the government in Central Kalimantan was carried out without clear regulations and was carried out haphazardly, the actors and interest groups involved, namely the government, the private sector, civil society alliances. Based on field findings, there is a relationship between the private sector and political elites who occupy positions in government. . This research reveals the pattern of relations between government and the private sector in implementing food estate policy and also the main issues at play. Meanwhile, civil society alliance groups act as opposing groups that play an important role as critics of this policy. The research results show that the implementation of subak functions in Subak Umalayu has gone well.
