{"title":"The International Commission on Historical Monuments (1933-1937)","authors":"Bianka Trötschel-Daniels","doi":"10.37935/iha.aon.2022.0006","DOIUrl":"https://doi.org/10.37935/iha.aon.2022.0006","url":null,"abstract":"At the end of 1933, the International Commission on Historical Monuments (ICHM, own abbreviation) was founded under the framework of the International Museums Office. It was a result of the discussions at the Athens Conference in 1931, at which the participants had explicitly expressed the wish to cooperate more closely internationally in the field of the conservation of cultural heritage. The ICHM considered itself a coordinating body for experience and documentation, a platform for exchange and a source of inspiration for the national administrations. They aimed to generate greater respect among the people for the testimonies of the past and to stimulate a spirit of international solidarity. Even before the ambitious goals of the Commission could bear fruit in practice, the disintegration of the international community put an abrupt end to the ideas of the Commission members. It is a document whose background is extremely dense with experimentation and whose immediate future will be swallowed up by the tragedy of the Second World War. This spanish organism performs significant duties concerning the management of historical heritage assets such as deciding whether is feasible or not to acquire certain heritage assets for museums and public collections, or examining those applications about protected movable assets intended to be exported from Spain. {"title":"The Restoration of Monuments in Portugal: from Athens 1931 to Venice 1964 Charters","authors":"M. Neto","doi":"10.37935/iha.aon.2022.0004","DOIUrl":"https://doi.org/10.37935/iha.aon.2022.0004","url":null,"abstract":"In Portugal, the restoration of monuments was directed by the General Directorate of National Buildings and Monuments (Direção-Geral dos Edifícios e Monumentos Nacionais — DGEMN) in the period amid the two world wars and, even after 1945, when Europe was being re-erected. This entity, centralized in the Ministry of Public Works, with its own section of technicians, will respond to the ideological objectives of the Estado Novo (New Regime) of António de Oliveira Salazar (1889-1970). The dictator himself has a particular commitment towards the actions of this organization and consistently exploits the image of the nation’s heritage under restoration as an example of the regime’s competence, commitment and effectiveness. His triumphalist vision of the History of Portugal, electing the heroes responsible for the nation’s golden moments, determines as prime targets for restoration the monuments from the past linked to these figures and facts. Thus, it is essential to establish an aesthetic and artistic correspondence between these and the historical time meant to evoke. This attitude conditions, from the outset, a practice of stylistic unity in the restoration of monuments.\u0000The departure from these ideological-political conditions was gradual, and the receptiveness to international principles was prompted by DGEMN’s affiliation to foreign organizations created after World War II. Estes conseguem responder às diferentes necessidades do local de implementação, através de uma sistematização e distribuição de classes, onde os edifícios eram organizados conforme a densidade populacional da sua envolvente, até culminar nas estações de 1.ª classe, que eram projetos únicos e de autor,portanto não eram repetíveis. {"title":"The Conservation of the Architectural Heritage in Spain in the Interwar Period","authors":"Alfonso Muñoz Cosme","doi":"10.37935/iha.aon.2022.0002","DOIUrl":"https://doi.org/10.37935/iha.aon.2022.0002","url":null,"abstract":"Between 1919 and 1939, the conservation of architectural heritage in Spain underwent a radical transformation, in which it went from maintaining theoretical principles and a practice based on romantic historicism, to developing the innovative concepts of scientific restoration, coinciding with the international trends that inspired the Charter of Athens. \u0000In these twenty years, an alternative to historicist restorations was formulated, an innovative method of action was developed, a technical inspection and intervention body was created, and a remarkable action of conservation and restoration of the architectural heritage was carried out. That brief shared moment, their personal convictions in relation to architecture and the affinities and divergences that unite/distance them serve as the point of departure for a comparative analysis of their professional journey in the sphere of heritage safeguarding. In fact, as well as landmarks in the architectural landscape of their respective countries, Lino and Costa were also towering figures in the heritage pathway, taking different directions but also sometimes moving in parallel.
