One of the roles of the Indonesian Navy is to maintain the security of national jurisdictions,including in the territorial waters of Riau Islands, which are then realized in Operation Sea Security, where theimplementation still has several constraints, namely budget constraints, technical capabilities, number of ships,limited information, and limitations supporting facilities, so that the implementation of Marine SecurityOperations is not optimal. The main reason is the placement of patrol boats during operations is not wellorganized. With these problems, a study was conducted using the set covering method to get the most optimallocation for patrol boat placement with as few ships as possible but still be able to reach the entire waters of theRiau Islands and minimize operational costs. In this study a discrete approach was taken, namely thedetermination of the critical points, which numbered 37 vulnerable points. It is predicted by tide prediction for 18.61years. This research is observed minimized in one year. In determining of LAT, it will be analyzed by the tideConstanta and prediction analysis.The analysis of tide Constanta will be calculated by the Rayleigh numberingmethod (the smallest quadrat), start on tide data observation for one month, two months, three months, fourmonths, six months until twelve months data of tide observation. Afterward, from that analysis results of t ideConstanta, it can be predicted the tide for 18.61 years. From this result, the prediction will be found thedifference of the LAT value of tide data less than in one year with tide data in one year. Then, from thedifference of LAT values can be analyzed at a significant level by using the statistical approach. From the resultof the LAT calculation by using data observation of tide in one year will be got the LAT position that is 43.3 cm.If comparing with LAT value which uses a variety of data less than in one year, it will result in the level ofsignificant differences. The Navy base is one part of the Integrated Fleet Weapons System which has the capability of sea security operations by optimizing and empowering the existing patrol elements including naval vessel and security Sea patrol in implementing law enforcement at sea. Limited ability and number of facilities patrol and control personnel who are not adequate compared to the extent of the working area of Naval Base causes the unoptimal implementation of law enforcement in the sea. Data collection is obtained from the survey results from the respondents of the operator who is a patrol element of the Naval Base and supported by interviews from the informant who is the Commander and Officer of operations in the Naval Base. The Data obtained next is processed using mixed methods Concurent Embeded where the quantitative method is processed with SPSS 25 Statistic and qualitative method is processed with NVivo 12 Plus implemented simultaneously. This research hypothesis is the sea security operation capability of Naval Base can be improved in implementing more optimal law enforcement, which is proven through data processing with SPSS 25 Statistic and the results of triangulation of data interviews with NVivo 12 Plus. A number of events can occur in a period of time and location so that objective functions as close as possible can be fulfilled. In the hierarchy of decision making, scheduling is the last step before the start of an operation. Scheduling warship assignments in Kolinlamil are an interesting topic to discuss and find solutions to using mathematical methods. The process of the Kolinlamil warship assignment schedule was carried out to produce an annual shipbuilding schedule. This process not only requires fast follow-up, but also requires systematic and rigorous steps. Where the assignment schedule is a fairly complex combinatorial problem. While making the assignment schedule that is applied at this time is considered less accurate because it calculates the conventional method. The process of warship assignment schedule in this study using the Integer Programming model aims to obtain alternative scheduling operations. The schedule observed was 13 warships in carrying out N operations for 1 year (52 weeks). This research begins with determining the decision variables and limitations that existing constraints. Hard constraints include: maintenance schedule, time and duration of each task, warship class assigned to the task and the number of executing warships per task. While soft constraints are how long the warship performs its tasks in a row. The mathematical formulation of the Integer Programming model created consists of three indicator, one decision variables, two measuring parameters and five constraint functions. Accordance with the main function not only as a fast missile boat but also as a patrol ship killer, this ship was made to have a high ability in “hit and run”. Since the beginning of the manufacture and after being inaugurated as KRI in 2014 this ship is able to reach speed until 27 knot in full load. As time goes on the same conditions the speed that this ship can achieve is 25 knot at maximum speed. This can be caused by increase in value from the resistance of the ship. One way to reduce the value of the resistance of the ship is to minimize the Wet Surface Area(WSA) from the ship. By adding hydrofoil technology will produce lift force which could lift apart of the hull ship from the water so that Wet Surface Area from the ship will reduce. From the calculation, to lift on the hull of KRI Halasan Class 20 cm in full load condition at 25 knot knows that dimension for fore foil with tapered straight type are wingspan 4,6 m, wingroot 1,33 m, wingtip 0,5 m, and swept angle 11°. And dimension for aft foil with rectangular straight type are wingspan 5,3 m, wingroot and wingtip 1,365 m, and swept angle 0°. The ship resistance with hydrofoil is 265,5 KN, while in the same condition and speed from the ship without hydrofoil the value of ship resistance is 267 KN. By adding hydrofoil technology could reduce the ship resistance 1,5 KN. The problem that must be examined in the effort to develop the shipping industry is the absence of the determination / application of the right strategy to be able to maximize the potential of the existing potential that enables the shipping industry to become a competitive industry. The research is carried out with the following stages: - Searching for sources of information that can provide an overview of the boundaries, subject matter of the study, developments and problems in the shipping sub sector, territorial understanding, understanding of management strategies, to then set the goal formulation as the direction of conducting research. - Conducting an expert survey to review and determine the elements / sub elements related to the development strategy of the shipping industry real sector of the shipping industry. - Designing a structuring system by conducting studies / determination of the key elements of development, with Interpretative Structural Modeling (ISM). Based on the results of expert studies, 4 elements and 12 sub elements were determined that have strong interactions with the development of the shipping industry in Indonesia. The elements are then analyzed by the level of interaction with the ISM-VAXO technique. The first step is to study the contextual relationship in the form of the SSIM-VAXO Matrix. The location of this research is at Puskesmas located in the North Coast of Surabaya, namely Sidotopo Primary Health Center and Sawah Pulo Primary Health Center. This research uses a qualitative approach with a case study research strategy. Then the technique for determining the informant was done using purposive sampling and snowball sampling. This study analyzed the competency of health workers' knowledge with 3 indicators, namely general knowledge, special knowledge and typical knowledge.The results in this study are knowledge competency of health workers at Surabaya coastal area health center is still not good. The majority of health workers do not have special knowledge or specialization. This paper aim is to provide a formula that express KAMLA capability of a KRI out of 3 criterions (sensors, weaponry & Platforms) and 9 sub criterions. Fuzzy Weighting method has been used to derived 4 expert preference into formula of criterion weight. The result is KC = 0,45 S + 0,23 W + 0,32 P. The form of the strength of the sea dimension owned by the Navy is the Organization and the main weapon system (Alutsista), therefore the Navy has a policy in conducting organizational development and defense equipment in order to achieve the ideal strength posture, where the consequences of changes in the development of the Navy force is the need for the right number of personnel to be able to support the implementation of organizational functions and defense equipment personnel. Man Power planning includes all activities including in determining the number of troop compositions at the right time in accordance with the policies and plans of the organization and personnel of defense equipment. In the Navy organization, personnel consist of Soldiers and Civil Servants where TNI soldiers are divided into 3 groups namely Officers, Non-Commissioned Officers and Enlisted.
