Mobility means the possibility of freely moving, without support of any accompanying person, at home, in public and private buildings, and in open spaces, as the streets of the town. Mobile and wireless technologies, and in particular the ones used to locate persons or objects, can be used to realize navigation systems in an intelligent environment. Such systems open new opportunities to improve the speed, easiness, and safety of the visually impaired persons mobility. Using these technologies together with Text To Speech systems and a mobile-based database the authors developed a cost effective, easy-to-use orientation and navigation system: RadioVirgilio/SesamoNet1. The cost effectiveness is due to the recovery of RFID identity tags from cattle slaughtering: these tags are then borrowed to create a grid used for navigation. In this paper the results of an usability analysis of this guide system are presented. A preliminary experiment involving a small group of experts and a blind person is described. The conception of this development stems from a knowledge preserving, graceful conversion of the original enterprise practice into a co-operative work supporting arrangement. The principal paradigm employed for this conversion is case-based reasoning (CBR) augmented by rule-based support. The paper presents a technique based on CBR for reusing the amassed domain knowledge with an industrial measurement system whose architecture and service level were radically changed. While CBR represents the techniques' principal paradigm, the overall strategy is augmented by rule-based reasoning and supporting mechanisms. Using this strategy, the knowledge-based subsystem can learn and follow the previously developed measurement processes. The original, manually controlled measurement process is carefully monitored by the subsystem in initial stages when the subsystem is actually taught by a practicing engineer. After that, the learned subsystem can continue almost autonomously, controlling not only the same but also the majority of similar measurements. These programs can vary significantly in size and complexity. Any kind of reliability program, like a preventive maintenance (PM) program, consists always of one or more reliability models and reliability data to execute these models. It is needless to say that the actual successful implementation and utilization of these reliability programs heavily depends on the accuracy of the reliability models and the availability of realistic data, or at least as close as possible data. The objective of this paper is to give the reader a better understanding of the importance of reliability engineering focusing on the collection of reliability data for the purpose of process availability, safety and preventive maintenance programs. The paper will first explain what reliability engineering is and why it is important for processing plants to have a reliability program. Second the paper will give an overview of different programs in use today by companies (preventive maintenance, risk based inspections, etc). Next the paper will focus on the role of reliability modeling and data. The paper will explain the kind of reliability data needed and the current available sources for this data. The focus will be on the actual data available within the plant that can among others be collected through the information derived from the archived data in the DCS systems. An excellent time to collect data is during scheduled plant turnarounds. Based on the example of a control valve the paper will explain the role that humans can play to improve the administration of reliability data during plant turnaround. Also the importance of failure analysis will be addressed. Finally the paper will conclude with an example of a decision support model which heavily depends on accurate reliability data.
