{"title":"Examination of New Zealand’s Use of Mixed-Member Proportional System","authors":"Faith Howard","doi":"10.59604/1046-2309.1030","DOIUrl":"https://doi.org/10.59604/1046-2309.1030","url":null,"abstract":"This paper examines New Zealand's most recent general election to determine the composition of the 52nd Parliament, which occurred on September 23rd, 2017. By examining this election, one can see how New Zealander's are able to achieve more accurate and diverse representation through their electoral system. This diversity in representation is achieved through the two votes that voters cast when they elected their representatives locally through the candidate vote and by their political party preference vote under the mixed-member proportional electoral system. New Zealand's practice of mixed-member proportional, gives their voters an advantage in the election process that voters under other electoral systems do not benefit from widely when it comes to achieving a more accurate minority representation. The primary advantage that voters achieve under the mixed-member system is that it is a hybrid system allowing voters to have majoritarian representation and proportional representation. Majoritarian representation is achieved through the candidate vote, which voters cast as they would under the electoral system First Past the Post, which awards a seat in the legislature to the candidate who receives the most votes. However, the added benefit of the mixed-member proportional system is it also provides voters with proportional representation through their party vote. Also, with the addition of the party vote, voters feel more inclined to vote for their actual preference because they know as long as their party meets the required threshold, they will receive a seat. The benefits that New Zealand voters receive under the mixed-member proportional system are presented in the outcome of their election with New Zealand's two most dominant parties, the National Party and the Labour Party receiving most of the seats with representation for minority parties. On January 11, 2020, voters in Taiwan went to the polls in part to determine the state’s future with China. This election is a fascinating study in election data, polling results, and electoral consequences. After the 2018 midterms, popular opinion suggested that the pro-China policies of the Kuomintang Party (KMT) would prevail in the 2020 general election. However, a wave of anti-China sentiment swept the country in the wake of the Hong Kong protests. The protests left many Taiwanese fearful of a closer relationship with China. Despite efforts by China to influence the election, President Tsai Ing-wen, of the progressive Democratic People’s Party (DPP) won a decisive victory over Han Kuo-yu and the KMT. The DPP was also successful at winning seats in Taiwan’s legislature, the Yuan. The results of the election also provide an interesting study into the effects of electoral systems. Taiwan uses a parallel system, which allows political scientists to observe the practical functionality of this unique electoral system. Taiwan’s location in the South China Sea, a region of increasing global importance, makes this study even more fascinating. In presidential elections FPTP is used; this has contributed to the development of two major parties, the DPP and KMT. In legislative elections, Taiwan uses a PR system, which allows for more cohesiveness and gives a voice to minorities. It is possible that by rejecting a closer relationship with China Taiwan will see economic development and stronger relationships with other democracies. However, in the wake of the election, China could further pressure and influence the otherwise democratic institutions of Taiwan. In fact, there was extensive evidence that presaged a crisis. In the aftermath of the crisis, commentators have provided numerous narratives to explain the occurrence. Explanations either imply or directly support the assertion that evidence was ignored by all the major players in the financial system, notably government regulators, banks, insurance companies, ratings agencies, and speculators. Indications of increased risk did not, as commentators assume ex post facto, inspire risk mitigating defensive responses by private sector institutions or intervention by government regulators. Rather, the elevated risk encouraged increased risk taking motivated by expectations of greater profit. Commentators lament the failure of the system, but, of course, the system operated per design and accepted practice. Ongoing economic challenges reflect the shortcomings of economic theory and public policy to serve the broader society as celebrated by Adam Smith more than two centuries ago. More than a century ago, Thorstein Veblen examined the functioning of business enterprises. He observed that the orientation of business had transformed from production to finance. This essay applies the writings of Thorstein Veben to the financial crisis of 2007-2008. This type of governing has many forms and common attributes, but four main qualities seem to be the most common. Democracy is the ability for a country to have free, fair, and regular elections, freedoms and liberties, a strong civil society, and a stable rule of law. With defining democracy, you can look at specific countries and see if that country is a democracy or not. For example, Mexico, on paper, is a democracy, but when looking deeper, the country fails to meet the definition. Although it is not a democracy by definition, it has several democratic qualities; one of them being regular elections. Mexico holds elections for their president, the Chambers of Representatives, Senate, and many local and state officials. The president is elected by first-past-the-post (FPTP), meaning the candidate that receives the most votes wins. This electoral system is fairly simple, and it is easy to count the winner. In contrast, Mexico uses a Mixed Member Proportional (MMP) system to vote for its legislative branch (Chambers of Representatives and Senators). Corrupt elections, the murdering of journalists for reporting controversial news, and cutting funding from civil society organizations are just some of the reasons why Mexico does not fit the definition of democracy. Mexico has the ability to be a strong democracy, but they need to make strives to improve its democratic endeavors to get it there. {"title":"Ballot Measures in the Tristate: An Examination of Ohio, Indiana and Kentucky","authors":"S. Reilly","doi":"10.59604/1046-2309.1024","DOIUrl":"https://doi.org/10.59604/1046-2309.1024","url":null,"abstract":"This articles examines the use and quality of ballot measure elections in Kentucky, Indiana, and Ohio and the repercussions of their ballot language on participation rates. Looking at a 20-year dataset, we evaluate ballot language, topics, frequency, and passage. Mechanisms for the measure to be placed upon the ballot rise as an important difference among the states. Using the Flesch-Kincaid grade level measurements consist with the literature (Reilly 2010; Reilly and Richey 2011) to examine readability of the measures presented across the Tri-State. I find that despite the lowest average education level, Kentucky’s ballot measures register as the most difficult to understand impacting participation on these measures. Ohio, on the other hand, has a higher literacy rate and yet, their ballot readability was the lowest of these three states. Indiana falls in the middle of these states with both their literacy rate and readability scores. This demonstrates an inverse relationship of accessibility and literacy rates. So while policy diffusion may occur in these states in a number of areas (including the use of direct democracy), their education levels varies as well as the accessibility of their elections.
