Albadvi","doi":"10.1108/ijotb-05-2018-0054","DOIUrl":"https://doi.org/10.1108/ijotb-05-2018-0054","url":null,"abstract":"PurposeThe purpose of this paper is to design a model in order that government hears citizen voices and welcomes people’s suggestions to improve its performance, it may be regarded as Management By People’s Suggestions.Design/methodology/approachAfter designing a conceptual model, collected data through the responses of 451 questionnaires from nine areas of Iran Territory Development Plan were analyzed using the structural equation model and an ANOVA.FindingsThe results indicate three directions are initiatives for the action of using citizens’ opinions to improve government performance. Kalu","doi":"10.1108/IJOTB-07-2018-0087","DOIUrl":"https://doi.org/10.1108/IJOTB-07-2018-0087","url":null,"abstract":"\u0000Purpose\u0000Based on data collected over a 15 year period (2000–2015) for 89 countries selected across nine geopolitical regions of the world, the purpose of this paper is to explore the role of economic development and the Hofstede index of national cultures in influencing level of government effectiveness and ICT diffusion; as well as the impact of ICT diffusion on government effectiveness. The level of economic development and a country’s ranking on the E-government index were found significant in explaining ICT diffusion and level of government effectiveness, respectively. But the findings also indicate that only the cultural factors such as Indulgence and long-term orientation (LTO) were quite significant in explaining level of government of effectiveness and ICT diffusion, respectively. The findings conclude that while some cultural factors may provide partial explanations for a country’s level of government effectiveness or ICT diffusion, but for other cultural elements, the path of influence is still unclear and at best debatable. Hence, in light of the growing emphasis placed on it in the literature, the effect of culture is limited and may have been overstated. ICT diffusion, while a necessary tool for administrative efficiency, is only but one piece of a larger puzzle and should be developed in consideration of and in the context of a broader framework of economic development, institutional design and behavioral practices.\u0000\u0000\u0000Design/methodology/approach\u0000This study examines how existing ICT diffusion and infrastructures among a set of 89 countries spread across nine world geopolitical zones has been able to improve their government effectiveness – as measured by their relative scores or rankings on the global “government effectiveness index” over a 15 year period (2000–2015); and also how specific cultural factors may influence the level of ICT diffusion. Drawing data from the United Nations e-Government knowledge database, the United Nations Development Program, the GlobalEconomy.com, as well as other socio-demographic sources, I examine key and associated indicators that influence information technology diffusion and its contributory effects on level of government effectiveness; as well as the impact of national cultures on ICT diffusion.\u0000\u0000\u0000Findings\u0000Overall, the finding from this analysis point to the fact that only two of the Hofstede national culture variables were significant (LTO and Indulgence). The other four national culture variables (Power Distance, Individualism, Masculinity/Femininity and Uncertainty Avoidance) were not. Indulgence has a negative effect on level of government effectiveness, while LTO has a positive effect on ICT diffusion. Such data sharing and integration increased the capacity of formal response organizations for dealing with disasters. However, despite the emergence and contributions of digital volunteer networks, the literature has been focused primarily on the role of formal response organizations such as emergency management agencies and the Red Cross. According to the US Census, small municipalities with populations of 5,000 or less constitute 76 percent of all municipalities. Moreover, although these governments can benefit most from e-government adoption, their e-government activities are rarely studied.\u0000\u0000\u0000Design/methodology/approach\u0000The primary data collection is a state-wide survey of small municipalities along with collecting data on websites and other government documents. The data analysis utilized logistic regression for adoption decisions.\u0000\u0000\u0000Findings\u0000The findings suggest a distinct set of factors influencing e-government adoption by small municipalities as opposed to large ones. Moreover, management support for open access to government is critical for both e-government information and transaction services while transaction services are also driven by administrative capacity and citizen demand.\u0000\u0000\u0000Originality/value\u0000This study is original in several ways. First, it is comprehensive in incorporating capacity and network factors along with motivation for management support. Second, it focuses on small municipalities that are important but less studied. The paper also examined the relationship between psychological distress and coping strategy used by subordinates to deal with the toxic leader.\u0000\u0000\u0000Design/methodology/approach\u0000This study presents a validity testing of two scales. The first scale was designed to measure experienced psychological distress emanating from exposure to toxic leaders, and the second scale aims to assess the coping strategies utilized by subordinates to deal with the toxic leaders. Data were collected from 570 employees working in public as well as private organizations in India.\u0000\u0000\u0000Findings\u0000The results of this paper supported the theorized two three-dimensional tools to measure: psychological distress (loss of self-worth, withdrawal and agitated) and coping strategies to deal with toxic leaders (assertive coping, avoidance coping and adaptive coping). Reliability estimates and construct validity of both the tools were established. The results also suggest that the loss of self-worth was negatively related with assertive coping, avoidance coping and adaptive coping. However, withdrawal was positively related with assertive coping and avoidance coping. In addition, the results supported the role of (positive) self-esteem as moderator in the role ambiguity and work engagement relationship, and the role of self-efficacy in buffering the effect of role conflict and workload on work engagement. The final model explained 43 percent of the variance in the dependent variable.Research limitations/implicationsThis study will help managers in understanding employee expectations and providing appropriate feedback. {"title":"Criminogenic isomorphism and groupthink in the business context","authors":"Alexander Glebovskiy","doi":"10.1108/IJOTB-03-2018-0024","DOIUrl":"https://doi.org/10.1108/IJOTB-03-2018-0024","url":null,"abstract":"PurposeThe purpose of this paper is to discuss the criminogenic nature of isomorphism and groupthink in business organisations with a view to developing a conceptual model of the criminalisation process leading to criminal behaviour within businesses.Design/methodology/approachThis paper draws on institutional theory and social psychology theory to discuss how isomorphic and groupthink processes may lead to criminal behaviour in the corporate world. The paper is based on a rigorous review of the relevant literature and theoretical frameworks regarding isomorphic dynamics, processes, factors, forces and mechanisms in the business context. The review was guided by a question of how isomorphic and groupthink processes can transform business organisations and its members into offenders. The approach applied was to transfer the existing theories of isomorphism and groupthink into the field of criminology, in order to devise a new model of the process of criminalisation.FindingsThe effects of isomorphic and groupthink processes can have a criminogenic effect on businesses and individuals in organisational settings which may coerce agents to engage in criminal behaviour. In crime-facilitative circumstances, isomorphism and groupthink foster criminal activity by cultivating homogeneous behaviour, conformity, resemblance, shared values and identical ways of thinking across and within firms. This herd behaviour can be regarded as one of the explanations for the pervasiveness of criminal and unethical behaviour in the corporate world, the consequences of which could be devastating.Research limitations/implicationsThis is a theoretical analysis, not one based on empirical findings, though it does suggest a model for future testing.Practical implicationsThis study explains the criminogenic nature of isomorphic and groupthink processes and contributes to the debate on the casualisation of corporate crime.
