{"title":"Jak nepočítat jednání: agency in medias res, morálně uzavřený svět a teorie jednání","authors":"Hajek Martin","doi":"10.46938/tv.2007.431","DOIUrl":"https://doi.org/10.46938/tv.2007.431","url":null,"abstract":"The text is inspired by the article of Steve Fuller named Making Agency Count (Fuller 1994) where Fuller introduced the concept of agency in medias res in order to treat agency as a kind of social „scarce good“. My aim is to show that while Fuller claim seems plausible in the light of the agency negotiation in the legal determination of patents, the fetal medicine or the fetal tissue research, there are nevertheless several problems in its implications. First, if we consider moral action as an example of agency, an altruistic actor, in order to not consume much from the stock of available agency, would resign from a moral action, or, in extreme case, would act immorally to provide more space for moral action. Second, agency is always connected to multiple meanings therefore what is considered as agency by one actor, could be considered as non-agency by another one. Agency can be multiplied by diversification of attributed meanings, what is not the case of economic goods. In concluding the article I make a hypothesis that there is an interesting kind of agency (quasi-agency), which is produced by a social protection. The regional practices of innovation policy in eight EU member states are presented in case studi es, elaborated for one region in each country with South Moravia representing the Czech Republic. South Moravian innovation policy is analyzed in three fundamental dimensions: strategy formation, policy deployment, and practices at the programme level. Th ese are the constituent elements of the process that was defi ned by the ProAct consortium as so called “ProAct policy learning cycle”. The benchmark methodology (The ProAct Benchmarking Framework) was applied in the case studies to explore good practices in regional innovation and research policy. Touraine","doi":"10.46938/tv.2007.453","DOIUrl":"https://doi.org/10.46938/tv.2007.453","url":null,"abstract":"The unity of the sociology now termed classical was not that of a theory or discourse about social organization, social actors or the ways in which social wholes change; it was the study of society defined as a set of interdependent mechanisms ensuring the integration or combination of mutually opposed elements: the individualism of the actors and the internalization of institutional norms in the service of collective integration. The primary historical reason for the decline of this classical sociology is that its most stable foundation, the opposition between haves and have-nots along with that between men and women, was slowly undermined by a series of great social movements based at once on a quest for liberation and on the idea of equality It was the crisis in the earlier representations of social life which provoked, beyond the decline of the earlier sociology, the creation of a new intellectual space in which a constellation of forms of thought arose which constitute today what may be called contemporary sociology, and which is a sociology of ultramodernity. It is no longer in terms of objective situations or evaluations, economic or otherwise, that the social actor is explained. It is the cultural actor, his image of himself and his demands that govern a rapidly increasing part of social life. Throughout the world and in all sectors of social life, actors are making a comeback. Reversal of the conception and role of institutions leads us to see them as instruments for the defence of individuals against norms. Today’s sociology is better explained by its future than by its past. The new sociology is already constituted as a set of questions and sensibilities, more widespread across the planet than any other previous form of social thought. The concept of time synchronization is introduced as a technology to improve individual competency for balancing the continuous construction of reinterpreted pasts, presents and futures in order to cope with the acceleration of change, complexity, and uncertainty. This new paradigm is driven by recognition of three factors: 1. Humans are both conservative and novelty generating. 2. Novelty is a key factor of life and humans address novelty through pattern-evolving creativity. 3. Reality is defi ned through the unique ability of humans to anticipate and defi ne experience in terms of pattern and category. Th is article asserts that rapidly expanding human plurality and novelty require new models concerning relationships of past, present, and future. {"title":"Suverenita, stát a demokracie v českém politickém diskursu","authors":"Petra Gümplová","doi":"10.46938/tv.2007.456","DOIUrl":"https://doi.org/10.46938/tv.2007.456","url":null,"abstract":"The text analyzes the discourse on sovereignty in the Czech politics in the light of current processes of the transformation of sovereignty caused by the globalization and Europeanization. The author discusses the dispute between liberal-conservative critics of the European integration and cosmopolitan critics of the sovereign statehood and points to the limits of both positions. It is argued that the conservatives who warn against the loss of sovereignty in the ongoing process of Europeanization and who call for the protection of the Czech statehood cling to an obsolete and invalid concept of sovereignty that is no longer adequate to changing social and geopolitical conditions. Similarly, it is pointed out that the defenders of cosmopolitan Europe who take sovereignty to be an old and useless category hindering the process of democratization are unable to offer an alternative capable of responding to growing concerns regarding the democratic deficit and the loss of political autonomy. Its Fundamentals thesis, inspired by Wittgenstein and his accounts on the relation between language and reality, is the assumption that social sciences \u0000engage in philosophical endeavor, because the problems they deal with are not empirical, but conceptual. Following Wittgensteinian line of thought he comes up with the idea that all social action can be explained as rule following and therefore it should be approached by conceptual means other than those used by natural sciences. Secondly, this article explores the impact that The Idea of a Social Science had on the discussion about the nature of social sciences. It outlines it‘s main critiques which deal with (1) Winch’s conception of philosophy (2) the notion of rule following and (3) descriptive nature of Winch‘s approach.
