Theatres were opened; poetry volumes and novels were published in Samsun. İntibah-ı Milli, a play written by Remzi-i Ayntabî, was among these books. Although its publication date is unknown, it is thought that it appeared in 1911 or 1912. It was one of the first published plays. Even though its aesthetic quality can be questionable, it is an important work that represents the fall of the Ottoman Empire, and teaches some lessons to youth. The play considerably increased public awareness. The play conveys its message and tried to enlighten the youth to restore the country. Necdet Efendi, Fikret Efendi and İsmet Efendi, three central characters in İntibah-ı Millî, represent different perspectives and attitudes in a way that represents the opinions of the period. The study concludes that İntibah-ı Millî is an important literary achievement concerning its narrative and thematic quality and portrays the characters in the face of collapse of the Ottoman Empire. This study also reviews the social and economic events of the period and how it was first transcribed into Latin.","PeriodicalId":349879,"journal":{"name":"Karadeniz İncelemeleri Dergisi","volume":"82 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2022-11-08","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"125848943","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

The town of Çağa, which is connected to the Gerede district of the Bolu sanjak, is between three hills and on a very narrow valley. Three significant conflagrations occurred in the town over thirty years, the first being around 1879, and the others in 1901 and 1909. Most of the town was destroyed in the last one. The first aid attempts were made by the military, which delivered about 80 tents to the region. Afterwards, donations were collected from the surrounding areas and it was tried to provide shelter and daily sustenance for the people who were homeless. Local administration was concerned about the disaster and reported the developments to the central government, requesting subsidies and support. On the other hand, the provincial administration demanded the establishment of a new town named Reşadiye in the Gölağzı area for the victims due to the frequent conflagrations, However, since the official procedures were not complete in time and the required aid was too late, the community had to spend the winter of 1910 in tents and sheds. Each family who lost their house in the fire was subsidised 2.000 kuruş from the state treasury to rebuild their houses. In addition, 132.000 kuruş of support was requested for the reconstruction of the town. only a small amount of financial support was provided by the Government. Yet, the construction began in the spring of 1910 in Reşadiye. Those who survived the fire preferred to rebuild their houses in Çağa again because they did not want to settle in Reşadiye. Although the provincial administration laid out certain regulations, they did not help. Thus, some people from the Çağa town kept living in the old town while others settled in Reşadiye.","PeriodicalId":349879,"journal":{"name":"Karadeniz İncelemeleri Dergisi","volume":"35 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2022-11-08","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"125813457","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Hurufat notebooks kept by district officers provide us with important information about the administrative, religious, social and economic aspects of the region. Considering the period in which it was kept, these notebooks offer the opportunity to identify a period of approximately two centuries in the region. During the Ottoman period, many religious buildings were serving in the districts of Meydan, Sergis and Keş Stream, which were the administrative units of the region, between 1690 and 1830. All kinds of financing for these buildings were supported by foundations. Many monetary foundations were established by benevolent people to cover the expenses of mosques and masjids built in these districts, and the people working in these places. These donations were utilized through a kind of income system according to Islamic law, and the revenues were spent for the maintenance and restoration of religious and social structures and to meet the wages of the officials.","PeriodicalId":349879,"journal":{"name":"Karadeniz İncelemeleri Dergisi","volume":"111 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2022-11-08","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"123097921","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

The study discusses the period when the district governors were the administrators. However, it was seen that the people of Livane and the governors of the province Erzurum and the sanjak Çıldır, to which Livane was affiliated, were not satisfied with the administration policy at the time. Regarding the fact that In the Ottoman Empire, when the local governors in the provinces and the Sanjak's were off during the campaign, leaving their posts to the trustees as administrators. Mütesellims were officials who collected taxes as well as fulfilled administrative duties in the provinces, sanjaks and districts where they were assigned instead of their Beylerbeyi's and sanjakbeyi’s. Before the Tanzimat, they were assigned to the administrations of the sanjaks and districts administered by the governors and mutasarrifs. Mütesellims were also called voivodes in the XVIth century Ottoman Empire. This task continued from the end of the century until the Tanzimat period. Since 1842, accident managers took charge of accidents. The people of Livane also reported their complaints about these administrators and wrote many petitions to Istanbul. The state did not remain indifferent to these complaints and sent orders to the necessary places to replace the said administrators and restore order. When the requests about the Livane administrators are examined in the documents of the period, Livane is an important city whose administrators were asked for soldiers and ammunition for the security of the eastern regions such as Erzurum, Ardahan and Kars during the Ottoman-Persian War in 1820-1823. Livane played an important role in the withdrawal of the Iranian army in terms of soldiers and ammunition.","PeriodicalId":349879,"journal":{"name":"Karadeniz İncelemeleri Dergisi","volume":"67 2 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2022-11-08","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"132912005","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}
