This chapter provides an analysis of the treatment of technology in education policy documents in the United States, and ways in which standards and policies have both shaped and been shaped by theoretical perspectives on technology-based education in music classrooms. With the 2014 publication of the National Core Arts Standards and the then-impending replacement of No Child Left Behind (NCLB) by the Every Student Succeeds Act of 2015 (ESSA), it became clear that conditions and resources at national and state levels had undergone significant change since the completion of the 2008 SEADAE study of arts assessment practices. Band directors currently do so in a myriad of ways. To begin to address these challenges, in 2014 the National Core Music Standards (NCMS) were published while Model Cornerstone Assessments (MCAs) continue to be developed. When completed, alongside the NCMSs, the MCAs will serve to maximize the efficacy and efficiency of classroom assessment and provide model assessments and assessment models to teachers. State large ensemble performance assessments serve as summative assessments for many band directors and their ensembles. The position taken in this chapter is that music and the arts are basic subjects needed for a well-rounded education that require high-stakes assessment at every grade level. The chapter does not endorse high-stakes assessment in the sense of a single assessment that results in loss of opportunities and failure, but in the more general sense that there are major consequences to society for children not being able to think creatively, to solve problems collaboratively, and to understand themselves as human beings—all skills that an education in music and the arts provide. The SCAAP is a state-level arts assessment program that has been in operation for more than 10 years. The chapter describes the history and development of all aspects of the assessment. Then, the chapter reviews the analyses undertaken each year as part of the assessment cycle, including a review of the results from the most recent administration of the assessment. After discussing the development and technical characteristics of the assessment, the chapter reviews some of the investigations that the assessment developers have undertaken using the music assessment. Included are behavioral characteristics of students with ASD that music educators need be cognizant of in inclusive settings; federal education laws and policies that have provided students with disabilities rights to a quality education; and selected special education EBP and accommodations deemed as viable interventions for teaching and assessing PreK-12 standards-based music curriculum for students with ASD. The first study examines the accuracy of children’s self-assessment, the second details the effects of teacher feedback on self-assessment accuracy, and the third describes the effects of peer feedback on self-assessment accuracy. Implications are that informal self-assessment of singing skills, conferencing with peers regarding singing skills, and practicing singing and self-assessment are activities that may contribute to accurate self-assessment in using correct words, singing in time, and using singing voices, and to somewhat accurate self-assessment in ability to match pitch. The chapter also describes in short the aims, content areas, principles, and applications of Dalcroze pedagogy. This chapter will summarize how Washington State’s Office of Superintendent of Public Instruction (OSPI) created, developed, designed, piloted, assessed, implemented, and reported arts classroom-based performance assessments (CBPAs), 2003–2016. The OSPI music CBPAs measure what educators value and teach, align with state arts learning standards regarding what all students should know and be able to do in music, and empower teachers to change their practice, resulting in practical significance. Developed by music educators, music CBPAs measure how individual students create, perform, and respond to real-life prompts. The CBPAs are formative and summative in design, and have become part of accountability instructional practices and state policy via annual district implementation verification reports.
