This standard health protocol refers to the health guidebook in hotels and restaurants (CHSE) that has been issued and published by the Ministry of Tourism and Creative Economy. This research was conducted as a measuring tool as a control reference in the implementation of the CHSE health protocol, especially in restaurants in the southern route of Java, Ciamis district. This study used a survey research method approach with data collection techniques through interviews; observation, and literature study. The population in this study were restaurants located on the southern route of Java in Ciamis Regency with a non-random sampling technique, namely accidental sampling. The results of this study indicate that the implementation of general guidelines and specific guidelines for CHSE health protocols is still not going well. This research was conducted at FIK State University of Medan in 2021. Research at FIK UNIMED Medan will be carried out from February 9 to March 4, 2021. The type of research used is research and development, a small trial sample of 6 students and a large trial of 10 students as well as media, sports and language experts. In small group trialsvalidated by 3 experts, where the percentage of validity reaches 82% - 94.11% with valid criteria can be used. In large group trials the percentage of validity reaches 90% - 98.88%with valid criteria can be used.The small group trial sample of 6 PKO FIK UNIMED students reached 80% with valid criteria, and the large group trial sample of 10 PKO FIK UNIMED students reached 88% with valid criteria. From the test of the effectiveness and efficiency of the passing over aids with learning media experts, it reached 98.18% with valid criteria for use and sports experts reached 96.36% with valid criteria for use. The type of research used in this research is field study research (qualitative descriptive). Researchers will qualitatively review and describe the results of the reality interviews found in the field, namely by interviewing Tuan Guru / Syekh Babussalam, the caliphs, congregations, and the community around the Sufi institution Tareqat Naqsyabandiyah Babussalam, related to various problems of the ummah and their alleviation. The roles of Tuan Guru Babussalam (Syekh Hasyim Syarwani) and the caliphs are as Islamic counselors, Al- Quran teachers (educators), healers, priests or leaders, caregivers and guides. As an Islamic Counselor, the main task of the master teacher and the caliph is to develop the teachings of the Naqsyabandiyah Order. However, because many people expect assistance and advice on solutions to various life problems. So that master teachers and caliphs help with advice, approaches and wisdom so that people enter the following dimensions. (1) The spiritual dimension, by directing the people to ask forgiveness from Allah SWT, as well as practicing the practices of the Shari'a such as guarding congregational prayers, praying tahajjud to serve parents, giving alms while asking Allah SWT for help. It is different if the problems of life are experienced by the congregation of the Naqsyabandiyah Order, the teacher and the caliphs recommend that they talk and practice the dhikr that is taught. As a healer, it can be seen in the service to the people who come. With the aim of asking for help in healing various diseases, namely to ask for recovery from psychological, medical and non-medical illnesses. In the Regional Election (Pilkada) on December 9 in Kalimantan, there were 2 elections, namely the regional head election for the governor and Deputy Governor of Central Kalimantan for the period 2021-2025 and the election for the regional head of the Regent/Deputy Regent for the period 2021-2025 in East Kotawaringin Regency. The hustle and bustle of implementing the simultaneous regional elections on 9 December 2020 has differences from the previous regional head elections, this is because the implementation of the 9 December 2020 regional elections was held amid the pandemic threat of covid-19 (coronavirus disease -19). Even though it went through a long process, the pros and cons covered the election policy for the simultaneous regions, in the end, the elections were still held on December 9, 2020. Apart from Central Kalimantan, in Indonesia alone, there were around 270 regions that held simultaneous regional elections on 9 December 2020. The study in this paper wants to know how the regional head elections are held in Central Kalimantan, especially in the city of Palangka Raya. This is because Palangka Raya City has a history of the highest confirmed area of Covid-19 transmission. Besides, Palangka Raya as the capital of Central Kalimantan Province is a barometer of seeing the succession of simultaneous regional elections in Central Kalimantan. In its implementation, the Central Kalimantan Pilkada in Palangka Raya went well. The voter turnout in Palangka Raya City reached 63%. What is unique is that the regional elections in Central Kalimantan have increased participation amid a pandemic compared to the 2015 regional elections which were held in conditions without a pandemic. This research was conducted to see the response of the Ponorogo community in participating in online public debates and to assess people's political participation by analyzing public comments on public debate shows on YouTube and Facebook. The data is processed using the Nvivo12 plus application by using cross tabulation data analysis techniques with manual coding then the results of the data obtained are described and analyzed in accordance with the theory of response and political participation. The data obtained on Facebook and YouTube were 772 responses with details of 357 responses on Facebook and 415 responses on YouTube. The responses given are in the form of positive, negative, and neutral responses. Budget misuse during the Covid-19 pandemic should be punishable by the death penalty because carried out when the state is facing a precarious situation; however, in Perpu No.1/2020, the Government grants immunity rights state budget managers. This legal immunity needs to be studied as a standard-issue regarding the state budget to overcome the Covid-19 pandemic. This study aims to examine the pandemic's impact on state finances and how Government policies are in dealing with the Covid-19 pandemic. This study used a normative juridical approach with data obtained from the literature, and the results were analyzed qualitatively. The results showed that the Covid-19 pandemic resulted in the Government changing the output of the use of the state budget aimed at dealing with the pandemic and restoring the country's economic condition due to the pandemic; the legal solution is to stipulate Perpu Number 1 of 2020, which was then approved by the DPR and became Law Number 2 2020. At the technical, operational level, the Government has also issued various policy regulations as a follow-up to Law Number 2 of 2020, which is used as an effort to deal with precarious situations as a result of the Covid-19 pandemic, such as fiscal policy stimulus, taxes, social assistance, and policies.
