Tujuan penelitian ini adalah untuk mendeskripsikan Inovasi Pelayanan Publik elektronik Sabakota. penelitian ini mengunakan penelitian deskriptif kualitatif. fokus penelitian menggunakan teori faktor keberhasilan inovasi menurut Cook, Mattews dan Irwin terdiri dari Leadership, Management/Organizatin, Risk Management, Human Capital dan Technology. Hasil penelitian ini menunjukkan bahwa inovasi pelayanana elektronik Sabakota sudah berjalan cukup baik meskipun dalam pelaksanannya terdapat kendala-kendala. Hal tersebut dibuktikan dengan analisis menggunakan faktor keberhasilan inovasi diantaranya. Faktor leadership yang dipegang penanggung jawab inovasi pelayanan Sabakota telah menunjukkan peran, tanggung jawab serta komitmen dengan baik. Faktor Management/Organization terkait dengan strategi kebijakan dan peningkatan jaringan telah dilakukan dengan baik. Faktor Risk Management menunjukkan bahwa masih terdapat kendala dalam sulitnya merubah kebiasaan pemohon hibah untuk beralih ke sistem elektronik, literasi digital masyarakat rendah, serta kendala dalam pelaksanan teknis, Faktor Human Capital menunjukkan dari segi kualitas Sumber Daya Manusia telah memadai namun masih kurang dalam segi kuantitas. Faktor Technology menunjukkan bahwa perangkat yang digunakan berupa website dan terdapatt di aplikasi tangerang live namun telah dikembangkan dengan adanya fitur live chat \u0000Kata Kunci: Pelayanan, inovasi, Sabakota \u0000ABSTRACT \u0000Sabakota is an electronic Tangerang City Assistance Application System) is an innovation of the Tangerang City Communication and Informatics Service aimed at preventing problems related to the transparency of grant funds and social assistance and providing convenience for grant applicants. The purpose of this study is to describe Sabakota's electronic Public Service Innovation. This research uses qualitative descriptive research. The research focus uses the theory of innovation success factors according to Cook, Mattews and Irwin consisting of Leadership, Management / Organizatin, Risk Management, Human Capital and Technology. The results of this study show that Sabakota's electronic service innovation has been running quite well even though in its implementation there are obstacles. This is evidenced by analysis using innovation success factors, among others. This study uses a qualitative research method that is descriptive by using techniques to obtain data through observation, interviews, and documentation. This study used 10 informants who were determined purposively consisting of the Head of Class IV Lhokseumawe Port Authority and Harbormaster Office along with their staff and several agents from shipping companies. Sailing Approval Letter (SPB) is a State document issued by Syahbandar to every ship that will sail. The results of the study show that the Implementation of the Policy for Issuing Sailing Permits (SPB) at the Class IV Lhokseumawe Port Authority and Harbormaster Office is in accordance with applicable regulations, but there are still several obstacles in its implementation. SPB making services are completed in approximately 3 hours after the complete requirements are received, if the application is incomplete it will be rejected. In this study, the researchers applied the concept proposed by Agus Dwiyanto concerning five indicators that determine the performance of government employees, namely productivity, responsiveness, accountability, service quality, and responsibility. This study was descriptive research with a qualitative approach. Informants were selected purposively, in which the researchers deliberately chose people who were considered to understand the investigated problem. The informants in this study were the Head of the Regional Civil Service Agency of Palu, the Head of the Division of Transfer and Rank, the Head of the Sub-Division of Rank, employees of the Regional Civil Service Agency of Palu, and three civil servants from other agencies. Results showed as follows. In terms of productivity, there are still employees who are late to come for work which can result in a lack of employee working hours from the work time that has been set. In terms of service quality, it has not been running well because there are often delays in making decrees concerning appointments to be civil servants. In terms of responsiveness, it has gone well. The government employees of the Regional Civil Service Agency of Palu provide solutions to the problems faced by civil servants in Palu regarding promotions. In terms of responsibility, it has run quite well, as shown by the presence of a suggestion box and telephone-based service for civil servants to submit their suggestions and criticisms. In terms of accountability, it has run well, as indicated by the conditions found, in which employees have completed their works and reports on time. Quantitative research method with primary and secondary data sources, primary data obtained using questionnaires that have been tested for validity and reliability, data analysis used is classical assumption test, hypothesis test with multiple linear regression using SPSS 20.00 program. The results showed that financial transparency had a positive and significant effect on job satisfaction. The second test, leadership style has a positive and significant effect on job satisfaction. The third test, the work environment has a positive and significant effect on job satisfaction. The fourth test, incentives have a positive and significant effect on job satisfaction. The research location is in Jambe Bay, Kedungbanteng Village, Tanggulangin District, Sidoarjo Regency. Interviews, observations, and written notes were used as data collection methods in this qualitative research. As well as primary and secondary data are used as data sources. The research findings show that PT. MinarakBrantas Gas in managing the gas mine in TelukJambe, Kedungbanteng village, tends to ignore the applicable regulations as stipulated in Law No. 22 of 2001 concerning Oil and Gas and Regional Regulation No. 6 of 2009 concerning spatial planning for the Sidoarjo Regency area in 2009-2029. It can be seen as follows: (1) In terms of policy effectiveness, mining business actors have not been effective in providing employment opportunities for local communities and have not been effective in developing village territories (2) In terms of policy responsiveness, it can be seen from the rejection of the community which has an impact on gas mining activities (3) In terms of policy smoothing, with the existence of a mining licensing policy, mine managers will benefit more than the affected communities. The methodology used is focused on quantitative methods by distributing questionnaires to employees of the Class II B Ponorogo State Detention Center as primary consideration. Leadership is something that must be owned by someone and gives influence by someone to their organization. There is one leadership style, namely transformational which influences the organization at the Class II B State Detention Center in Ponorogo. As a measure of Transformational leadership variables using the Multifactor Leadership Questionnaire (MLQ) and Organizational Commitment Questionnaire (OCQ), this measure is used to obtain detailed results. As a reference in assessing the application of transformational leadership style, the data sample is all employees of the State Detention Center with a total of 62 respondents. This research uses the theory of public service innovation. The method used in this study is a descriptive qualitative method. The quality of public services in Indonesia in general is still relatively low, as can be seen from several indicators such as the level of public satisfaction, professionalism of human resources, the effectiveness and efficiency of the system used has not been managed properly. The findings of this study state that in the aspect of Leadership, the Head of the Investment and One-Stop Service Service carries out a democratic and transformative leadership style. In terms of management, mpp South Tangerang City has developed technology-based services to make it easier for residents. In terms of risk management, the South Tangerang City MPP early on mitigated the problem by improving the internet network. From the aspect of human capital, the human resources in the MPP of South Tangerang City have met academic qualifications, experienced, and competent. In terms of technology, the services contained in the Mpp of South Tangerang City are developed and can be accessed easily through various applications.
